We use goods and services every day – food, clothes, electricity, transport. Anyone who
buys and uses these is a consumer. But in the market, consumers often face problems like
overcharging, defective products, false advertising, or underweight goods. To protect
citizens from such exploitation, the government has made rules and laws. This project
explains our rights as consumers and how we can use them.

6. Who is a Consumer? - _Ruled Page_
A consumer is any person who buys goods or hires services for personal use and pays for
them. The person who uses the product with the buyer’s permission is also a consumer.
Example: If your father buys a phone and you use it, both are consumers.

1. Illiteracy & lack of awareness

9. Consumer Protection Act & COPRA - _Ruled Page_
The Consumer Protection Act, 1986 gave legal protection to consumers. It was replaced
by Consumer Protection Act, 2019 to deal with online shopping and misleading ads.
COPRA set up a 3-tier system:
1. District Forum : For claims up to ₹1 crore
2. State Commission : ₹1 crore to ₹10 crore
3. National Commission : Above ₹10 crore

2. Take a cash memo/bill.
3. Read instructions carefully.
4. File complaint if cheated.

Started by the Government of India to create consumer awareness through TV, radio, and
newspapers. Tagline: “Jago Grahak Jago” means “Wake up, Consumer, Wake up”. It tells
consumers to check details and demand bills.

12. Case Study - _Ruled Page_
Case : Mr. Sharma bought a geyser with ISI mark. It burst within 2 months. Shopkeeper
refused replacement.
Action : Mr. Sharma filed a case in District Consumer Forum with bill and warranty card.
Result : Company paid full refund + ₹5,000 compensation for mental harassment within 3
months.
Learning : Always keep bills and know your rights.

As citizens, we are all consumers. The Constitution and Consumer Protection Act protect
us from exploitation. But laws work only when we are aware. We must check products, take
bills, and raise our voice if cheated. An aware consumer is a protected consumer.
