Project Management Frameworks Guide

This document provides a comprehensive guide to two project management methodologies: the Frigenti and Cominos Five-Stage Method, which emphasizes benefit realization, and the IPECC Process Framework, which focuses on project execution lifecycles. The Frigenti and Cominos model includes stages from concept to realization, highlighting the importance of operational integration and benefit measurement. In contrast, the IPECC framework organizes project management into initiating, planning, executing, controlling, and closing stages, with a primary focus on delivering projects on time and within budget.

Project Management Methodologies

A Comprehensive Guide to the Frigenti & Cominos 5-Stage Model and the IPECC Process Framework

Effective project management requires robust structural frameworks to ensure that organizational initiatives are
executed efficiently and generate meaningful business value. This reference guide details two widely recognized
methodologies: the Frigenti and Cominos Five-Stage Method (focused on benefit realization) and the IPECC
Model (focused on project execution lifecycles).

1. Frigenti and Cominos Five-Stage Method

Developed by Janine Frigenti and Dennis Cominos, this methodology shifts the focus of project management from
simply delivering outputs "on time and within budget" to ensuring that the project delivers tangible, measurable
business benefits over its operational lifespan.

FRIGENTI & COMINOS LIFE CYCLE PIPELINE

Concept → Feasibility → Implementation → Operation → Realization

1. Concept Focus: Strategic Alignment & Ideation.

INITIATION
Identifies a business need, problem, or strategic opportunity. High-level business
requirements and initial proposals are drafted to determine whether the core
concept aligns with the organization's overarching strategic goals.

2. Feasibility Focus: Business Case & Investment Justification.

PLANNING
Rigorously evaluates the project from financial, technical, and operational
perspectives. A comprehensive Business Case and preliminary Benefit Realization
Plan are produced to justify the investment and assess potential risks.

3. Implementation Focus: Output Delivery & Quality.

EXECUTION
The traditional project delivery phase where products, services, or systems are
designed, built, tested, and deployed according to agreed scope, quality, timeline,
and budget, concluding with formal handover.

4. Operation Focus: Business Adoption & Operational Integration.

TRANSITION
Integrates the delivered assets into day-to-day business operations (Business-As-
Usual). Emphasizes organizational change management, staff training, process
adaptation, and user adoption so that deliverables are actively utilized.

5. Realization Focus: Benefit Measurement & KPI Tracking.
VALUE HARVEST
Occurs after the project has been operating for a period. Measures actual
operational and financial returns against the baseline goals established in the
original Business Case through post-implementation reviews and continuous
evaluation.

Key Insight: Deliverables themselves do not create organizational value—only their active adoption and continuous
operational use generate benefits. By extending management responsibility into Stages 4 (Operation) and 5
(Realization), Frigenti & Cominos bridge the gap between project management and business outcomes.

2. The IPECC Project Lifecycle Framework

IPECC represents the core process groups recognized by traditional project management standards, such as the
Project Management Institute (PMI) PMBOK Guide. It organizes project management into five structured execution
stages:

IPECC PROCESS GROUPS FRAMEWORK

Initiating → Planning → Executing → Controlling → Closing

• Initiating (I) — The "Why": Project charter creation, stakeholder identification, defining project boundaries, and
securing initial organizational authorization.
• Planning (P) — The "How": Comprehensive roadmap creation including scope definition, Work Breakdown Structures
(WBS), schedules, budgets, risk management, and resource allocation.
• Executing (E) — The "Action": Orchestrating teams, allocating resources, and executing tasks to build project
deliverables according to the established plan.
• Controlling (C) — The "Tracking": Occurring concurrently with execution, this phase monitors performance against
key metrics, manages scope creep, and coordinates change requests.
• Closing (C) — The "Completion": Formal acceptance of deliverables, contract sign-offs, administrative archiving,
resource release, and post-project reviews (lessons learned).
