To find the smallest 4 digit number first we need to write the given numbers in Ascending order (0,2,7,8)
In the given question 0 is smallest number if we write 0 at Thousand place it becomes 0278 which
means it becomes a 3 Digit number
But we need a smallest 4 digit number, so we write the next smallest number i.e., 2 at Thousand place
and remaining numbers in Ascending order i.e., 2078
