This script is formatted for a three-act audio-visual presentation (AVP). Each scene lists the on-screen VISUAL, the
NARRATION / VOICE-OVER copy, and suggested AUDIO / SFX / MUSIC cues. Timings are estimates based on a measured,
documentary-style narration pace (approximately 130–140 words per minute) and may be adjusted in editing.
• Tone: authoritative, urgent-but-reassuring, civic and public-service in register.
• Voice: single narrator (Filipino English, neutral broadcast accent) with optional second voice for on-screen testimonial
lines.
• Visual style: cinematic re-enactment / stock disaster footage in Part I; clean UI screen capture and motion graphics in
Parts II–III.
• Color motif: warning red/amber for Part I (crisis), ALERT navy and gold for Parts II–III (resolution and trust).

This act establishes the recurring emergencies faced across the Philippines, then narrows to the specific breakdown point:
