1. Purpose
The purpose of this Temporary Traffic Management Plan (TTMP) is to establish the
procedures, responsibilities, and control measures required for the safe planning,
implementation, monitoring, and removal of temporary traffic management arrangements
during the execution of Asphalt Patching and Road Maintenance Works.
This plan aims to ensure the safety of road users, pedestrians, construction personnel, and
adjacent properties while maintaining an efficient traffic flow and minimizing disruption
to the public throughout the construction period.
The TTMP has been developed to ensure that all temporary traffic management activities
are carried out in accordance with the approved project requirements, relevant Saudi
Arabian regulations, international best practices, and the approved traffic diversion
drawings.
The objectives of this plan are to:
Protect workers, road users, pedestrians, and the general public.
Maintain safe and efficient traffic movement throughout the work activities.
Minimize traffic congestion and delays.
Provide safe access for emergency vehicles at all times.
Ensure the correct installation, maintenance, and removal of traffic control
devices.
Define the responsibilities of all personnel involved in traffic management
operations.
Reduce the likelihood of traffic-related incidents and accidents.
Ensure compliance with the requirements of Amanat Al Riyadh, , and the
applicable Saudi traffic regulations.
Establish inspection, monitoring, and maintenance procedures for temporary
traffic control measures.
Promote safe working practices through proper planning, supervision, and
continuous monitoring of traffic management activities.
This Temporary Traffic Management Plan shall be implemented before the
commencement of any work affecting live traffic and shall remain in force until all
construction activities have been completed and the roadway has been safely restored to
normal traffic conditions.
2. Scope
This Temporary Traffic Management Plan (TTMP) applies to all temporary traffic
management activities associated with the execution of Asphalt Patching and Road
Maintenance Works
This plan covers all personnel, subcontractors, suppliers, visitors, and authorized
stakeholders involved in traffic management operations throughout the duration of the
project. It shall be implemented before, during, and after any activity that affects normal
traffic flow on public roads.
The scope of this TTMP includes, but is not limited to, the following activities:
Planning and implementation of temporary traffic management arrangements.
Road closures, partial lane closures, and lane shifts.
Traffic diversions and detour routes.
Installation, inspection, maintenance, and removal of temporary traffic control
devices.
Placement of advance warning signs, regulatory signs, directional signs, cones,
barriers, delineators, flashing warning lamps, and arrow boards.
Safe management of pedestrians and cyclist movements where applicable.
Traffic control during asphalt patching, milling, excavation, saw cutting,
pavement repairs, road marking, and associated maintenance activities.
Traffic management during day and night operations.
Safe access and egress for construction vehicles and equipment.
Coordination with emergency services and relevant authorities.
Continuous monitoring and maintenance of traffic control measures throughout
the work period.
Inspection of traffic management arrangements before commencement of work
and at regular intervals during operations.
Safe removal of all temporary traffic control devices upon completion of the
works and restoration of normal traffic conditions.
3. Objectives
The primary objectives of this Temporary Traffic Management Plan (TTMP) are to
ensure that all temporary traffic management activities are planned, implemented, and
maintained in a safe, efficient, and systematic manner throughout the execution of the
project.
This TTMP is intended to achieve the following objectives:
Ensure the safety of road users, pedestrians, cyclists, construction personnel,
visitors, and adjacent properties at all times.
Maintain the safe and efficient movement of traffic throughout the duration of the
construction activities.
Minimize traffic congestion, delays, and disruption to the public by implementing
effective traffic control measures.
Provide clear, visible, and consistent traffic guidance through the proper use of
approved traffic signs, barriers, cones, delineators, arrow boards, and warning
devices.
Ensure that temporary lane closures, road closures, traffic diversions, and work
zones are established, maintained, and removed in accordance with the approved
Temporary Traffic Management Plan and traffic diversion drawings.
Maintain continuous access for emergency vehicles, public transport, residents,
businesses, and authorized personnel.
Protect the workforce by providing adequate separation between construction
activities and live traffic.
Ensure that all traffic control devices are installed, inspected, maintained, and
removed by competent and authorized personnel.
Ensure full compliance with the requirements of Amanat Al Riyadh, Dar Al-
Handasah (Shair and Partners), applicable Saudi Arabian traffic regulations,
project specifications, and contract requirements.
Support the safe execution of asphalt patching, road maintenance, milling,
excavation, pavement repairs, and associated construction activities without
compromising public safety.
Establish effective communication and coordination between the Project
Management Team, Traffic Supervisors, HSE personnel, Site Engineers, the
Consultant, the Client, and relevant authorities.
Promote proactive hazard identification, continuous monitoring, and prompt
corrective actions to prevent traffic-related incidents and unsafe conditions.
Ensure that all temporary traffic management activities are integrated with the
approved Method Statement (MS), Risk Assessment (RA), Inspection and
Test Plan (ITP), and Project HSE Plan.
Promote continual improvement through regular inspections, audits, monitoring,
reporting, and periodic reviews of traffic management performance.
Ensure that all temporary traffic management arrangements are safely removed
and that normal traffic conditions are fully restored upon completion of the works
Ensure compliance with Amanat Al Riyadh requirements.

5. Responsibilities
The successful implementation of this Temporary Traffic Management Plan (TTMP)
depends on the effective coordination, supervision, and commitment of all project
personnel. All personnel involved in traffic management activities shall be competent,
adequately trained, and fully aware of their responsibilities. The following
responsibilities shall be implemented throughout the duration of the project.
5.1 Project Manager
The Project Manager shall have the overall responsibility for the planning, coordination,
implementation, and effectiveness of the Temporary Traffic Management Plan.
The Project Manager shall:
Ensure that the approved TTMP is fully implemented before commencing any work
affecting live traffic.
Provide adequate manpower, plant, equipment, materials, and financial resources
required for traffic management activities.
Ensure compliance with the Contract Documents, Project Specifications, approved
drawings, and Consultant requirements.
Coordinate with the Client, Consultant, Amanat Al Riyadh, Traffic Police, and other
relevant authorities.
Ensure that all required approvals and permits are obtained before implementing
traffic diversions or lane closures.
Allocate competent personnel to supervise and manage traffic control operations.
Ensure corrective actions are implemented following inspections, audits, or
incidents.
Promote a proactive safety culture throughout all traffic management activities.
5.2Traffic Supervisor
The Traffic Supervisor shall be responsible for the direct implementation and
maintenance of the approved TTMP.
Responsibilities include:
Supervising all temporary traffic management activities.
Installing and maintaining approved traffic control devices.
Verifying that all traffic signs, cones, barriers, delineators, arrow boards, flashing
warning lamps, and temporary speed limit signs are correctly positioned.
Conducting routine inspections throughout the work shift.
Ensuring all traffic control devices remain visible, clean, and functional.
Coordinating with the Site Engineer before modifying any traffic arrangements.
Reporting deficiencies immediately and ensuring prompt corrective action.
Maintaining traffic management inspection records.
5.3 Site Engineer
The Site Engineer shall be responsible for coordinating construction activities with the
approved traffic management arrangements.
Responsibilities include:
Reviewing approved traffic diversion drawings before commencing work.
Confirming work locations and limits.
Coordinating lane closures with the Traffic Supervisor.
Ensuring construction activities remain within the designated work zone.
Preventing unauthorized changes to approved traffic control arrangements.
Coordinating inspections with the Consultant.
Maintaining daily site records.
5.4 HSE Manager / HSE Engineer
The HSE Manager or HSE Engineer shall monitor compliance with all Health, Safety,
and Environmental requirements relating to temporary traffic management.
Responsibilities include:
Verifying implementation of the approved TTMP.
Conducting daily traffic safety inspections.
Monitoring compliance with project HSE requirements.
Ensuring appropriate Personal Protective Equipment (PPE) is worn.
Monitoring public safety around the work zone.
Conducting Toolbox Talks related to traffic management.
Investigating traffic-related incidents and near misses.
Ensuring emergency access routes remain unobstructed.
Reporting traffic safety performance to Project Management.
5.5 Traffic Marshals / Flagmen
Traffic Marshals shall control and direct traffic safely in accordance with the approved
TTMP.
Responsibilities include:
Directing vehicles safely through or around the work zone.
Maintaining continuous communication with construction personnel.
Monitoring traffic flow and reporting congestion or unsafe conditions.
Preventing unauthorized vehicle entry into the work area.
Assisting emergency vehicles when required.
Wearing approved high-visibility PPE at all times.
5.6 Plant & Equipment Operators
All operators shall:
Hold valid competency certificates or operator licences.
Conduct pre-use inspections before operating equipment.
Operate equipment safely within designated work zones.
Follow instructions from Traffic Marshals and Banksmen.
Comply with approved traffic routes.
Stop work immediately if unsafe conditions are identified.
Report defects or hazards without delay.
5.7 All Employees
Every employee working within the traffic management area shall:
Comply with this TTMP and all project HSE requirements.
Attend traffic management Toolbox Talks.
Wear the required Personal Protective Equipment (PPE).
Report unsafe conditions, hazards, incidents, and near misses immediately.
Follow instructions from supervisors and Traffic Marshals.
Exercise Stop Work Authority whenever an unsafe condition exists.
Protect road users, fellow workers, and public property.
5.8 Subcontractors
All subcontractors shall:
Comply fully with the approved TTMP and Project HSE Plan.
Provide competent, trained, and authorized personnel.
Ensure their equipment is inspected and suitable for use.
Participate in coordination meetings and traffic safety briefings.
Maintain full compliance with Client, Consultant, and regulatory requirements.
Immediately rectify any identified non-conformities or unsafe conditions.
6. Traffic Control Devices
All traffic control devices shall comply with the approved Temporary Traffic
Management Plan (TTMP), project specifications, and the requirements of Amanat Al
Riyadh. Traffic control devices shall be installed before the commencement of any work
affecting live traffic and shall be maintained in good condition throughout the work
period.
The following traffic control devices shall be used, as applicable:
6.1 Traffic Signs
Temporary traffic signs shall be positioned in accordance with the approved traffic
diversion drawings to provide adequate warning, guidance, and regulatory information to
road users. Signs shall be clean, clearly visible, and securely fixed at all times.
6.2 Traffic Cones
Reflective traffic cones shall be used to define work areas, channelize traffic, and
separate live traffic from construction activities. Cones shall be evenly spaced and
inspected regularly.
6.3 Safety Barriers
Water-filled barriers or approved plastic barriers shall be installed to provide positive
protection between the work zone and moving traffic. Damaged or displaced barriers
shall be replaced immediately.
6.4 Delineators
Reflective delineator posts shall be used to guide motorists safely through lane closures,
traffic shifts, and diversion routes, particularly during night-time operations.
6.5 Arrow Boards
Flashing arrow boards shall be installed in advance of lane closures to provide clear
directional guidance to approaching drivers. Arrow boards shall remain operational
throughout the work activity.
6.6 Flashing Warning Lamps
Amber flashing lamps shall be installed on barriers, signs, and other traffic control
devices during night work or periods of reduced visibility to enhance driver awareness.
6.7 Temporary Speed Limit Signs
Temporary speed limit signs shall be installed where required to reduce vehicle speeds
through the work zone. Speed restrictions shall be in accordance with the approved
TTMP and relevant authority requirements.
6.8 Traffic Marshals
Competent Traffic Marshals or Flagmen wearing high-visibility PPE shall be deployed
where necessary to safely control vehicle movements, assist construction operations, and
respond to changing traffic conditions.
6.9 Inspection and Maintenance
All traffic control devices shall be inspected before the start of each shift and periodically
during the work. Any damaged, missing, dirty, or incorrectly positioned devices shall be
corrected or replaced immediately to maintain the effectiveness of the traffic
management system.
7. Traffic Management Zones
The work zone shall be divided into clearly defined traffic management zones to provide
a safe transition for road users and adequate protection for construction personnel. The
arrangement of each zone shall be in accordance with the approved Temporary Traffic
Management Plan (TTMP) and traffic diversion drawings.
7.1 Advance Warning Area
The Advance Warning Area is the first section encountered by approaching motorists. It
provides sufficient advance notice of road works ahead, allowing drivers to reduce speed
and prepare for changes in traffic conditions.
Typical traffic control devices include:
Road Work Ahead signs
Advance Warning signs
Speed Reduction signs
Directional signs
Flashing Warning Lamps (where required)
All warning signs shall be positioned at approved distances to ensure adequate driver
reaction time.
7.2 Transition Area
The Transition Area safely guides traffic from its normal travel path into the temporary
traffic arrangement using cones, barriers, and taper layouts.
The Transition Area shall:
Provide a smooth lane shift or lane closure.
Be clearly visible during both day and night.
Use approved taper lengths in accordance with the TTMP.
Be continuously monitored throughout the work period.
7.3 Buffer Zone
The Buffer Zone is a clear safety area between moving traffic and the work zone. No
personnel, equipment, or materials shall be stored within this area unless specifically
permitted by the approved TTMP.
The Buffer Zone provides:
Additional protection for workers.
Recovery space for errant vehicles.
Separation between live traffic and construction activities.
7.4 Work Zone
The Work Zone is the area where construction activities are carried out.
The Work Zone shall:
Be fully protected by approved traffic control devices.
Be accessible only to authorized personnel.
Be maintained in a clean and safe condition.
Include adequate lighting for night operations.
Ensure safe movement of plant, equipment, and workers.
7.5 Termination Area
The Termination Area allows motorists to safely return to the normal traffic lane after
passing the work zone.
This area shall include:
End Road Works signs.
Removal of temporary traffic control devices.
Smooth transition back to normal traffic conditions.
Final inspection before reopening the roadway.
All temporary traffic control devices shall only be removed after completion of the works
and approval by the Site Engineer and the Consultant.
8. Lane Closure Procedure
Lane closures shall be planned, implemented, monitored, and removed in accordance
with the approved Temporary Traffic Management Plan (TTMP), project
specifications, and the requirements of Amanat Al Riyadh. No lane closure shall
commence without the necessary approvals and proper installation of all required traffic
control devices.
The following procedure shall be followed:
8.1 Planning and Approval
Review the approved TTMP and traffic diversion drawings.
Obtain all required approvals from the Client, Consultant, and relevant authorities.
Schedule lane closures during approved working hours to minimize traffic
disruption.
Conduct a site inspection to identify existing road conditions and potential hazards.
8.2 Site Preparation
Before closing any lane, ensure that:
All traffic control devices are available and in good condition.
Traffic signs, cones, barriers, arrow boards, and warning lamps are inspected.
Traffic Marshals are assigned and briefed.
Emergency access routes remain available at all times.
8.3 Installation of Traffic Control Devices
Traffic control devices shall be installed in the following sequence:
1. Install Advance Warning Signs.
2. Install Temporary Speed Limit Signs.
3. Install Lane Closure Ahead and Merge Signs.
4. Position Arrow Boards in the direction of traffic movement.
5. Install traffic cones to form the required transition taper.
6. Install water-filled barriers where specified.
7. Verify that all signs and devices are visible and correctly positioned.
8. Confirm the traffic management setup before commencing work.
8.4 Traffic Diversion
Guide vehicles safely into the designated open lane.
Maintain a smooth and continuous traffic flow.
Traffic Marshals shall monitor vehicle movements continuously.
Any congestion or unsafe condition shall be reported immediately and corrective
action taken.
8.5 Work Zone Operations
During construction activities:
Maintain all traffic control devices in their approved locations.
Inspect the traffic management setup at regular intervals.
Replace damaged or displaced signs, cones, barriers, or warning lamps immediately.
Keep the work area clean and free from unnecessary obstructions.
Maintain safe access for emergency vehicles.
8.6 Inspection and Monitoring
The Traffic Supervisor and HSE Engineer shall:
Conduct inspections before work starts.
Monitor traffic conditions throughout the work shift.
Verify that traffic control devices remain effective.
Record inspections and corrective actions in the daily traffic management log.
8.7 Removal of Lane Closure
Upon completion of the works:
Remove all construction materials and equipment from the work zone.
Inspect the repaired pavement and confirm it is safe for traffic.
Remove traffic control devices in the reverse order of installation.
Restore normal traffic flow only after approval from the Site Engineer and, where
required, the Consultant.
Conduct a final inspection to ensure the roadway is safe and free from hazards.
General Requirements
All personnel involved in lane closure activities shall wear approved high-visibility
PPE.
Traffic control devices shall remain clean, stable, and clearly visible at all times.
Lane closures shall never be left unattended without the required traffic control
measures.
Any modification to the approved TTMP shall require prior approval from the
Consultant and Client.
Traffic management activities shall be suspended immediately if conditions become
unsafe or visibility is significantly reduced.
9. Night Work Requirements
Night work shall be carried out only after obtaining the necessary approvals and
implementing the approved Temporary Traffic Management Plan (TTMP).
Additional safety measures shall be provided to compensate for reduced visibility and to
ensure the safety of road users and construction personnel.
The following requirements shall be implemented during all night work activities:
9.1 Site Lighting
Provide adequate lighting to illuminate the work area, pedestrian routes, and access
points.
Lighting towers shall be positioned to eliminate dark areas and minimize glare to
approaching drivers.
All lighting equipment shall be inspected before each shift.
9.2 Traffic Control Devices
All traffic signs, cones, barriers, and delineators shall be fitted with reflective
materials and remain clearly visible.
Flashing amber warning lamps shall be installed on barriers and critical traffic
control devices.
Illuminated arrow boards shall be used for lane closures and traffic diversions
where required.
9.3 Personnel Safety
All personnel shall wear high-visibility reflective PPE complying with project
requirements.
Traffic Marshals shall remain at designated locations to safely direct traffic and
monitor vehicle movements.
Communication between Traffic Marshals and the work team shall be maintained at
all times.
9.4 Traffic Management
Temporary speed limits shall be enforced within the work zone.
Traffic flow shall be continuously monitored, and any damaged or displaced traffic
control devices shall be corrected immediately.
Emergency access routes shall remain clear and unobstructed throughout the work
period.
9.5 Plant and Equipment
All construction plant and vehicles shall have fully operational headlights, warning
beacons, reverse alarms, and reflective markings.
Equipment operators shall ensure the work area is clear before moving any plant or
reversing.
9.6 HSE Requirements
A Toolbox Talk shall be conducted before the start of each night shift.
Fatigue management measures shall be implemented, including adequate rest
breaks and shift supervision.
The HSE Engineer shall conduct routine inspections to verify compliance with the
TTMP and project safety requirements.
All incidents, near misses, or unsafe conditions shall be reported and corrected
immediately.
10. Speed Control
Effective speed control is essential to protect road users, pedestrians, and construction
personnel while maintaining the safe movement of traffic through the work zone.
Temporary speed control measures shall be implemented in accordance with the
approved Temporary Traffic Management Plan (TTMP), project specifications, and
the requirements of Amanat Al Riyadh.
10.1 Temporary Speed Limits
Appropriate temporary speed limits shall be established before the work zone to provide
drivers with sufficient distance to reduce speed safely. Speed limit signs shall be installed
at approved locations and remain clearly visible throughout the work period. The selected
speed limit shall be appropriate for the road type, traffic volume, visibility, and
construction activity.
10.2 Speed Reduction Zone
A gradual speed reduction shall be provided before the work zone using sequential
warning and speed limit signs. Drivers shall receive clear advance notice of the required
speed reduction before reaching the lane closure or traffic diversion.
10.3 Traffic Control Measures
To improve compliance with temporary speed limits, the following traffic control
measures shall be implemented where required:

10.4 Monitoring and Inspection
The Traffic Supervisor shall regularly inspect the speed control arrangement to verify that
all traffic control devices remain correctly positioned, clearly visible, and in good
condition. Damaged, displaced, or missing signs shall be replaced immediately.
10.5 Construction Vehicles
Construction vehicles and mobile plant shall travel at controlled speeds within the work
zone and shall use only the designated access and exit points. Reversing movements shall
be controlled by a Banksman or Traffic Marshal whenever necessary.
10.6 Driver Awareness
Where necessary, additional warning signs, variable message signs (VMS), or Traffic
Marshals shall be used to alert motorists to changing traffic conditions, particularly
during night work, peak traffic periods, or adverse weather conditions.
10.7 General Requirements
Temporary speed restrictions shall remain in force until motorists have safely
passed the work zone.
Traffic flow shall be monitored continuously and traffic control measures adjusted
where necessary.
Emergency vehicles shall be provided with unrestricted access at all times.
All speed control measures shall be removed only after completion of the works and
restoration of normal traffic conditions.
11. Emergency Access
Emergency access shall be maintained at all times throughout the construction activities
to ensure that emergency vehicles can reach the work area or surrounding properties
without unnecessary delay. Temporary traffic management arrangements shall not
obstruct or restrict access for emergency response services.
The following requirements shall be implemented:
11.1 Emergency Route
A clear and unobstructed emergency access route shall be maintained throughout
the work period.
The emergency route shall be identified and kept free from construction materials,
equipment, and parked vehicles.
11.2 Coordination
The Project Manager and Traffic Supervisor shall coordinate with emergency
services whenever road closures or traffic diversions may affect emergency access.
Any changes to emergency access arrangements shall be communicated to the
relevant authorities before implementation.
11.3 Traffic Control
Traffic Marshals shall immediately facilitate the safe passage of emergency vehicles
through or around the work zone.
Temporary traffic control devices may be adjusted or removed, where safe to do so,
to provide immediate access for emergency response vehicles.
11.4 Emergency Preparedness
All personnel shall be familiar with the emergency access route and emergency
contact procedures.
Emergency contact numbers shall be displayed at the site office and work area.
Access routes shall be inspected regularly to ensure they remain clear and
operational.
11.5 General Requirements
Construction activities shall be stopped immediately if necessary to allow
emergency vehicles to pass safely.
Under no circumstances shall emergency access be blocked or delayed by
construction operations.
Emergency access arrangements shall remain effective during both day and night
work operations.

15. Emergency Response
An effective emergency response procedure shall be implemented to ensure the prompt
and safe management of any incident occurring within or adjacent to the work zone. All
personnel shall be familiar with the emergency procedures, emergency contact numbers,
assembly point locations, and their individual responsibilities before commencing work.
The following emergency response procedures shall be followed:
15.1 General Response
In the event of an emergency:
Stop all work activities immediately.
Secure the work area and eliminate any immediate hazards, where it is safe to do so.
Warn nearby personnel and road users.
Notify the Traffic Supervisor, HSE Engineer, and Project Manager without delay.
Contact the appropriate emergency services if required.
Prevent unauthorized personnel from entering the affected area.
15.2 Traffic Incident
If a traffic accident occurs within or near the work zone:
Stop construction activities immediately.
Protect the accident scene using traffic control devices.
Provide safe access for emergency vehicles.
Redirect traffic as necessary to prevent secondary incidents.
Report the incident to the Client, Consultant, and relevant authorities in accordance
with project procedures.
15.3 Medical Emergency
In the event of injury or illness:
Provide immediate first aid by trained personnel.
Contact the nearest ambulance or emergency medical services.
Do not move the injured person unless there is an immediate danger.
Escort emergency responders to the incident location.
Record and report the incident in accordance with the Project HSE procedures.
15.4 Fire Emergency
If a fire occurs:
Raise the alarm immediately.
Stop work and isolate equipment where safe to do so.
Use appropriate fire extinguishers only if the fire is small and it is safe to intervene.
Evacuate personnel to the designated assembly point.
Contact the Civil Defense and emergency services if required.
15.5 Spill Response
In the event of a fuel or oil spill:
Stop the source of the spill, if safe to do so.
Contain the spill using spill kits or absorbent materials.
Prevent contamination of drains, utilities, and surrounding areas.
Dispose of contaminated materials in accordance with the Environmental
Management Plan.
Report the spill to the HSE Engineer.
15.6 Communication and Reporting
Emergency contact numbers shall be displayed at the site office and work area.
All emergencies, incidents, near misses, and unsafe conditions shall be reported
immediately.
The HSE Engineer shall conduct an incident investigation and implement corrective
actions where necessary.
Emergency drills shall be conducted periodically to verify the effectiveness of the
Emergency Response Plan (ERP).
15.7 General Requirements
Emergency access routes shall remain clear and unobstructed at all times.
Emergency equipment, first aid kits, and fire extinguishers shall be readily available
and regularly inspected.
All personnel shall receive emergency response training and participate in
emergency drills.
Construction activities shall not resume until the emergency has been controlled,
the area has been declared safe, and authorization has been given by the Project
Manager and HSE Engineer.
