1. Introduction
In today’s world, consumers play an important role in the economy. We buy goods and services
every day — from food and clothes to education and healthcare. However, sometimes consumers
are cheated or exploited by unfair practices. Hence, awareness about consumer rights is very
important to protect oneself and to ensure fair trade and justice.

2. Meaning of Consumer
A consumer is any person who buys goods or hires services for personal use and not for resale.
Example: A student buying a book or a family paying for electricity.

3. Who is a Consumer?
According to the Consumer Protection Act (COPRA) 2019, a consumer is a person who:
 Buys goods or hires services for personal use,
 Pays or agrees to pay for them, and
 Is not using them for resale or commercial purposes.

4. Need for Consumer Awareness


 To protect from unfair trade practices
 To ensure quality goods and services
 To know legal rights and responsibilities
 To stop exploitation by sellers and producers
 To promote consumer education and unity

5. Consumer Rights
According to COPRA 2019, consumers have six main rights:
1. Right to Safety: Protection against hazardous goods and services.
2. Right to Information: To know details about the product — quality, quantity, price,
ingredients, etc.
3. Right to Choose: Freedom to select from various products at fair prices.
4. Right to be Heard: Consumer complaints should be heard and considered.
5. Right to Redressal: Right to seek compensation for unfair trade or exploitation.
6. Right to Consumer Education: Right to be informed about consumer laws and
responsibilities.

6. Consumer Responsibilities
 Be aware of your rights and duties.
 Always check expiry date, price, and quality before buying.
 Collect bills or receipts.
 File complaints against unfair practices.
 Do not be influenced by false advertisements.

7. Consumer Protection Act (COPRA)


The Consumer Protection Act was first enacted in 1986 and updated in 2019.
It provides a legal framework for the protection of consumers and establishes authorities for
redressal of consumer grievances.

8. Consumer Redressal Agencies


Under COPRA, three levels of consumer courts are set up:
1. District Forum: For claims up to ₹1 crore.
2. State Commission: For claims between ₹1 crore and ₹10 crores.
3. National Commission: For claims above ₹10 crores.

9. How to File a Complaint


 Write the details of the complaint (product name, problem, bill copy).
 Attach proof like receipts or warranty cards.
 Submit it to the appropriate consumer forum.
 The forum will investigate and give judgment.

10. Case Study / Example


Example: A person buys a branded mixer grinder that stops working within a week. The seller
refuses to replace it. The buyer files a complaint in the District Forum with the bill. The forum
orders the seller to replace the product and pay compensation.
This shows how consumer rights can help get justice.

11. Conclusion
Consumer rights empower people to make informed choices and protect them from unfair trade
practices. Awareness, education, and unity among consumers can build a fair and just
marketplace.
