🔷 OPENING (Intro + Vision)

Good day, I’m Haidee L. Elnasin, Board of Director and Co-Founder of Liahona Learning
Center Inc.

We are a private school in Bayambang, Pangasinan with over 12 years of experience in

education. We focus on preschool to elementary education, and we also introduce basic ICT
skills to our students.

As we continue to grow, we are now looking to expand into digital skills and cybersecurity
training.

Our goal is simple—to start early in developing digitally skilled and security-aware
learners, and we believe this partnership can help make that possible.

🔷 CYBERSECURITY GAP
As we can see, cybersecurity demand is increasing, but in Northern Luzon, there is still a gap in
skills and access to training.

Many sectors are facing rising cyber threats, but there are limited trained professionals and few
local certification opportunities.

This is the gap we aim to address.

🔷 MARKET DRIVERS
This shows why demand is growing—more digital services, more businesses, and expanding IT
sectors all need stronger protection.

As everything becomes more digital, the need for data and financial security becomes even more
important.

🔷 WHY PANGASINAN
Pangasinan is in a great location as a gateway to Northern Luzon, which makes it ideal for
regional initiatives.

There are many students and young people here who can be trained, and we’re also seeing more
digital growth in the area.

That’s why we believe this is a strong place to start building cybersecurity programs.

🔷 PARTNERSHIP OVERVIEW
What we’re proposing is a partnership with Fortinet to build a cybersecurity hub here in
Pangasinan.

This hub will bring together training, hands-on learning, and real-world application.

Our goal is to develop local talent while supporting both public and private sector needs.

🔷 THE SOLUTION
Our approach is to start with training, then move into hands-on learning, and finally into real-
world application.

This means learners don’t just gain knowledge—they develop practical skills they can actually
use.

This helps bridge the gap between education and real industry needs.

🔷 PROGRAM COMPONENTS
Our program combines certification, hands-on training, education, and industry collaboration.

This ensures learners are not just trained, but fully prepared for real opportunities.

Our goal is to build a job-ready cybersecurity workforce.

🔷 GROWTH ENGINE
This shows how everything connects—from training and certification to building trust, leading to
real adoption and results.

Each step supports the next, creating steady growth over time.

Our goal is to create real opportunities and long-term impact.

🔷 STRATEGIC VALUE TO FORTINET

This partnership helps Fortinet expand its reach here in Northern Luzon and connect with more
local partners.

It also creates more opportunities for training, certification, and real-world use of Fortinet
solutions.

In the long run, this strengthens Fortinet’s presence in the region.

🔷 VALUE TO PANGASINAN
This initiative helps Pangasinan by developing skilled professionals and improving protection
against cyber threats.

It also supports better systems and more secure services for the community.

At the same time, it positions Pangasinan as a growing hub for cybersecurity.

🔷 TARGET BENEFICIARIES
This program supports students, job seekers, schools, government, and businesses.

It creates opportunities for skills development, career growth, and stronger cybersecurity across
different sectors.

We are building a connected system that benefits the whole community.

🔷 ROLLOUT STRATEGY
We plan to roll this out in phases—starting with partnerships and pilot programs.

Then we expand training, build infrastructure, and grow awareness.

Over time, this will scale into a sustainable regional program.

🔷 OUR COMMITMENT
Liahona will lead the local implementation and coordination of this initiative.

We will provide facilities, manage the program, and build strong local partnerships.

We are fully committed to making this successful and sustainable.

🔷 EXPECTED IMPACT
This initiative will improve employability, strengthen cybersecurity, and support digital growth
in the region.

It creates both economic and security benefits for the community.

This is about long-term impact, not just short-term results.

🔷 PROJECTED GROWTH
This initiative also presents strong growth potential over time.

As adoption increases, it creates more opportunities for training, certification, and partnerships.

This makes it a scalable and sustainable opportunity.

🔷 FROM TRAINING TO MARKET
This model helps turn training into real adoption and actual use of solutions.

It builds trust, supports organizations, and creates demand.

This is how training translates into real impact and growth.

🔷 PATH FORWARD
Moving forward, we propose to start with a pilot program here in Pangasinan.

Then we can align on Fortinet programs and develop a joint roadmap.

This will help us move from planning into real implementation.

🔷 CLOSING (VERY IMPORTANT 🔥)

In closing, we believe this partnership is an opportunity to build something meaningful—not just
for Liahona, but for the entire region.

By working together, we can develop talent, strengthen security, and support digital growth in
Northern Luzon.

We look forward to partnering with Fortinet to make this vision a reality.
