5.12 Procedure for Oversight/ Surveillance activities
5.12.3 Regulatory System:
a) The Egyptian Civil Aviation Law No. 28 issued in 1981 and law No.136 issued at
2010 as amended,
b) ECAR part 65
c) ECAR part 145
d) ECAR part 147
5.12.4 Responsibilities:
a) TLD – GM puts annual oversight/ surveillance plan for directorate as a part of
ACA annual plan.
b) TLD-GM assigns inspectors’ team to carry out audit and initiates the corrective
and other enforcement action(s), if needed.
5.12.5 Procedure:
a) TLD – GM prepares at the mid of December the annual plan for GD satisfy the
following:
i. Annual audit for each training organization (TOs)
ii. Surveillance of training courses according to the activity of each TO ( at least
one course)
iii. Authorization departments at AMO (done in parallel with AMO audit plan)
b) According to the TLD audit plan, the TLD-GM assigns a qualified inspection team to
carry out audit.
c) The team leader notifies the concerned training center with the date of the audit.
d) The assigned team carries out the audit according to evaluation Forms 12110-216 or
12110-212 and submits the results to TLD-GM.
e) If any deviation is found, a corrective action(s) request letter Form 12120-013, is
initiated by TLD-G. Manager and submitted to. Head of ACA to sign and send to the
concerned training organization determining the allowed time for correction.
f) If no response within the allowable time, another corrective action request Form
12120-013 is sent, indicating the last allowed date for corrective action.
g) If the training organization does not respond positively before that date the TLD-G.
Manager initiates the procedure to suspend the training organization certification; he
prepares and initials a letter to notify the organization of the suspension of the
certificate.
h) The Head of ACA will initiate, via the ECAA-VP for standard safety, the notification
letter to be submitted to the ECAA President for signature and notification of higher
authorities
i) Upon positive response from the training organization, the auditing team will repeat
the audit, stressing on the violations, and complete the evaluation Form 12110-216 or
12110-new.
j) Upon passing the audit, the audit will be recorded on the plan and the evaluation forms
will be kept in the training center file.
k) For licenced personal surveillance is covered through the following:
i. Annual renewal of licence.
ii. Part of auditing any maintenance activity
iii. Part of auditing certification departments of AMOs
5.12.6 Records:
Evaluation Forms, Corrective Action(s) Request, and correspondences will be kept in the
training organization file.
5.12.7 Forms:
a) Form 12120-013, Corrective Action(s) Request.
b) Form 12110-212, Training organization certification, renewal or audit job aid.
c) Form 12110-216 evaluation form for training course.

5.14 General procedure for AID, AED and TLD inspectors’ assignment
5.14.1 Regulatory System:

5.15 Procedure for Training of Airworthiness Central Administration
Inspectors
5.15.1 Regulatory System:
a) Supervisory responsibility of ECAA according to ECAR and law 28 requirements
b) Annex 6
c) ICAO Doc. 8335, 7950 and 9734
5.15.2 Responsibilities:
a) Head of ACA approves annual training plan and its amendments and assigns
engineers to attend courses, locally and abroad.
b) TLD-GM selects the courses supporting the Administration policy and objectives
according to Airworthiness Training Program Manual as amended and approves
initially annual training plan and its amendments.
c) Training department manager responsible for procedure implementation prepares
trainings plan and monitoring its implementation.
5.15.3 Procedure:
General
a) That is the procedure for implementation of TPM.
b) TPM gives the for each inspector to ensure that inspector personnel have operational
or technical required training work experience and training compatible with those
activities they are required to certificate or inspect.
c) Training mainly shall fulfill the following requirements:
1.1. BSc as academic degrees commensurate with their job responsibilities is a pre-
request for recruitment; and
2. A minimum experience of five years; (that is covered through TPM) ; and
3. Operational and technical work experience compatible with the activities they are
required to certify or inspect (covered by procedure for certify the inspector).
d) The highest priorities training ordered as following:
1.1. Postponed courses
2.2. Newly hired (for 5 years’ period) includes initial then type and specific
3.3. The needs for type training to be covered by enough inspectors with respect to fleet
in Egypt
4.4. Recurrent training for the inspectors
e) On annual base the training department manager shall prepare the annual training plan
according to the following:
-Training manager shall prepare the plan under the following:
1. Study the training requirement for each inspector during that year
2. The training courses availability
3. Training cost availability
4. Recommendations of ACA general managers.
5. Priorities of training
- TLD-GM review and approves annual plan initially
- Head of ACA approves the annual training plan
f) On quarter annual base training department manager amends the annual plan
according to the actual situation and approve amendment with the same procedure of
initial approval
[Link] Procedure of Training for New ECAA Inspector:
That takes place in two parallel channels (technical and governmental inspector)
1st technical training to cover requirements for type rated ground engineer.
a. The Head of ACA signs the letter initialed by TLD-G. Manager for the newly
employed engineer to attend the next basic course (Airframe/ Power plant, Electric or
Avionics) held in either Egypt Air or National Institute of Civil Aviation Training
Center which consists of these parts:
i. ECAA Regulations.
ii. Technical topics of his specialization.

The course duration is six months for (Airframe/ Power plant).
The course duration is four months for (Electric/ Avionics)
Retired Egyptian Air Force Engineers are exempted from part (a) (ii) of this
course.
b. After successfully passing the examination of the basic course, the inspector will be
assigned to attend OJT for suitable period.
c. Attains human performance training course.
d. The inspector will be assigned to attend aircraft type course held in Egypt Air,
National Institute of Civil Aviation Training Center or approved training departments.
e. After successfully passing the examination of the aircraft type course, the inspector
will be assigned to attend OJT for suitable period.
2nd governmental inspector training:
a. The new inspector shall attain the following courses:
i. Inductor nation.
ii. SMS and SSP.
iii. Audit technique.
iv. Department PPM as applicable.
b. After successfully completing the introductory training course, a senior
Airworthiness inspector (Sponsor) will be assigned by the Head of ACA to the
employee (Shadow Training).
c. After OJT the inspector shall be evaluated for credential as inspector.
3rd additional requirements
a) The inspector is approved as an (Airframe/Power plant, Electric or Avionics) AID,
AED or TLD inspector five years after the date of employment conditioned that he
has completed successfully all items above according to procedure 12110.5.16.
b) The training plan for any new inspector shall take in consideration his experience
c) The retired Egyptian Air Force engineer is approved as an (Airframe/Power plant,
Electric or Avionics) AID, AED or TLD inspector one year after the date of
employment conditioned that he has completed the required training successfully.
[Link] Procedure of Continuous training of an Airworthiness Inspector:
a. TLD-GM through TM controls the continuous training by arranging for:
i. Periodic presentation or workshop on weekly bases
ii. Issuance service information to staff
iii. OJT at special cases
iv. Class training
v. Read and Sign training
b. Periodic presentation or workshop on weekly bases as following:
1. TLD-GM chose the subject according to the following:
1. ECAR amendments
2. law amendments
3. PPM amendments include enforcement & resolution of safety concerns
4. any technical subject arises during daily work
5. other
2. TLD-GM nominates expert inspector or contract one according to the subject
3. All presentations or workshops results shall be available on ECAA LAN.
c. Service information issued as following:
i. TLD-GM determines the subjects which need to be read only by inspectors
ii. TLD-GM nominates expert inspector to prepare the service information
iii. Service information send to airworthiness inspectors
1. On their emails or
2. On information board or
3. Hard copy
d. For OJT
i. TLD-GM puts plan for OJT at the following cases:
1. New procedure at PPM
