5.23 Procedure for Maintenance staff violation investigation
5.23.4 Regulatory System:
a. The Egyptian Civil Aviation Law No.28 issued in 1981 and Law Lo.136 issued at
2010 as amended.
b. ECAR 65.
c. ECA00-24.
d. PPM 12000.5.37
5.23.5 Responsibilities:
a. Head of ACA approves the enforcement action.
b. TLD-GM assigns inspectors for evaluation the case and advice with enforcement
action.
5.23.6 Procedure:
a. In the case of Aircraft Maintenance personal has not performed his duties in accordance
with the prescribed procedures and privileges; the evidence of the concerned case is
presented to the T.L.G.M. through ACA Administrator.
b. The T.L.G.M. assigns TLD inspector with an Airworthiness Inspector to Assess the
Violation according to regulations and advice with enforcement action according to
EAC 00-24 and prepare Personnel Enforcement Report Form 12000-87.
c. T.L.G.M. presents the case file to ACA administration to approve the enforcement
action.
d. The ACA administrator presents the proposed action to ECAA Vice President
according to procedure 12000.5.37 TO review and report to ECAA President.
e. The concerned personal is informed with the final decision by Personnel Enforcement
Letter Form 12000-88.
f. The concerned AMO is informed with the final decision by a copy of Personnel
Enforcement Letter Form 12000-88
5.23.7 Records:
a. The violation investigation document is kept with at the file of the concerned personal.

5.24 Procedure for ECAA Examiners approval
5.24.1 Regulatory System:
a. The Egyptian Civil Aviation Law No. 28 issued in 1981 and law No.136 issued at 2010
as amended.
5.24.2 Responsibilities:
a. Head of ACA approves the examiners list.
b. TLD-GM review examiners qualifications and initially approves examiners list.
c. Training Manager to collect examiners qualification evidence and nominate
examiners.
5.24.3 Procedure:
a. In annual bases, Training manager review ECAA inspector’s qualifications according
to 5.x.4 and prepare Evaluation Form for ECAA Examiner Form 12110-228.
b. Training manager prepare proposed ECAA examiners list with nominated inspectors
to be presented for TLD-GM for initial approval.
5.24.4 Minimum qualifications required for examiners
An airworthiness inspector to act as an examiner of aircraft maintenance staff should
fulfill the following qualifications:
a. Holder of LWTR with 7 years’ experience at least
b. Passed training course and 3 years’ experience for the concerned type rating.
c. His performance as examiner has been evaluated by TLD.
d. Has attended recurrent training as applicable
e. Attained training for that procedure.
5.24.5 Examiner violation
a. In the event that sufficient evidence exists to demonstrate that a practical examiner has not
performed his/her duties in accordance with the prescribed procedures enforcement action
will be applied according to PPM 12000.5.37

5.25 Procedure for maintenance/engineers/technicians/mechanics
Training Organization violation investigation
5.25.1 Regulatory System:
a. The Egyptian Civil Aviation Law No. 28 issued in 1981 and law No.136 issued at 2010
as amended.

5.25.2 Responsibilities:
a. Head of ACA approves the enforcement action.
b. TLD-GM assigns inspectors for evaluation the case and advice with enforcement
action.
5.25.3 Procedure:
a. In the case of training organizations for aircraft maintenance/ engineers/ technicians/
mechanics have not performed their functions according to the procedure manuals;
the evidence of the concerned violation is presented to the T.L.G.M.
b. The T.L.G.M. assigns an inspector to assess the violation according to regulations and
ECA00-24 to advice with the enforcement action.
c. T.L.G.M presents the violation file to ACA administration to approve the enforcement
action.
d. The ACA administrator presents the proposed action to ECAA Vice president
according to procedure 12000.5.37 to review and report to ECAA President
d. The concerned Training Organization is informed with the final decision by formal
letter.
5.25.4 Records:
a. The violation investigation documents is kept with the decision of ECAA President at
the file of the concerned Training Organization.

5. Write the inspector’s name clearly.
6. Sign at each item signature.
7. Fill in the recommendation item, and if there is no recommendation, write (NIL).
8. Write the date at each required date field.
9. Fill in all required data (operator name, aircraft, telephone, fax, etc.).

Evaluation for maintenance Curriculum approval
Training Company; Course title:
Part 1
Subject Sat. Un-Sat. NA
It is conform to the corresponding knowledge level defined in the
Egyptian Civil Aviation Training Standard Handbook
(ECATSH).
A syllabus shall be established for each curriculum including a
schedule for each part of the curriculum suitable to the trainees'
level.
References, from which curriculum parts are extracted, and which
conform with the approved publications of the manufacturer or
ICAO or other approved training centers shall
be specified in a syllabus.
Is there list the training aids necessary for each part in order to
reach the goal seeked.
The sequential order to follow in teaching the curriculum parts,
and also the intermediate requirements shall be specified in the
syllabus.
The curriculum must show:
(1) The required practical projects to be completed.
(2) A list of the minimum required tests to be given.
Prerequisites shall be specified.
Are The name or title of the course, identify some of the
following details, to classify the course according to the
appropriate training specifications:
(1) Level divisions: first, second, or third (according to
the ICAO ratings), or: basic specific, or advanced
(according to the ECAA ratings respectively);
(2) Type divisions: general, familiarization, initial,
conversion, differences, practical, trouble shooting,
refreshing, simulator, complementary or regulations;
(3) Field divisions: Repair, overhaul, line maintenance,
chemical, NDT, or taxiing;
(4) Specialization division: airframe, engine, radio /
radar, electrical or avionics, units or devices;
(5) Model of: aircraft, engine, unit or device; and
In the case of creating any other nominations they shall be
approved in advance from the ECAA.
Part 2 (to be completed by inspectors for approved TOs or by approval inspectors for under
approval TOs
A sufficient number of approved instructors, specialized for each
of the different parts of the curriculum, shall be nominated
accordingly.
