About This Program Overview
This program overview provides details specific to the Certified Electrical Safety Compliance
Professional (CESCP) certification program including the exam blueprint and domain weighting
criteria. The Certification Candidate Handbook, available at [Link]/for-
professionals/certification/cescp, will familiarize certification candidates with the overall general
policies and procedures of NFPA certification programs. It’s important that candidates read and
understand both documents prior to applying for this certification.

Introduction to NFPA Certifications


Founded in 1896, the National Fire Protection Association® (NFPA®) is a global self-funded
nonprofit membership organization devoted to eliminating death, injury, property, and economic

Program Description
The NFPA Certified Electrical Safety Compliance Professional (CESCP) program is designed to
meet the needs of electrical and safety professionals who oversee electrical safety programs or
who manage electricians and other personnel exposed to electrical hazards. It also serves as a
valuable credential for trainers and instructors, as it proves competence in NFPA 70E®, Standard for
Electrical Safety in the Workplace®. It consists of a set of eligibility requirements (completed prior
to program application), a 110-question computer-based exam, and a set of recertification
requirements (based on a points system) that must be completed within a three (3) year time
period following initial certification.
The CESCP program application can be completed online by going to the NFPA certification
management system (CMS) at onlinecertifi[Link]/nfpassa.

Eligibility Requirements
The CESCP certification is designed to be obtained by people with varied job roles/functions. Your
individual entry requirements will depend on several factors that may include your
educational/training background and work experience.

All candidates (regardless of job function) must have:


• A high school diploma or equivalent
• 40 hours of training on NFPA 70E or other electrical safety training, within the last three
years, from NFPA, IBEW, NEC, IEC, or other reputable training source
Note: Teaching approved electrical safety classes will also satisfy this requirement, but only
up to 20 hours (you must still receive some training regardless of the amount you teach)
Electricians must also meet one of the following:
• Licensed Electrician with 8,000 hours verifiable work experience with electrical power
systems
• In lieu of licensure, show proof of electrician job role and 8,000 hours verifiable work
experience with electrical power systems
Electrical Engineers must also meet one of the following:
• Associate degree in electrical engineering with 8,000 hours verifiable work experience with
electrical power systems (field work)
• Bachelor’s degree (or higher) in electrical engineering with 4,000 hours verifiable work
experience with electrical power systems (field work)
• Licensed Registered Professional Electrical Engineer

Non-Electrician/Electrical Engineer candidates must also meet one of the following:
• Certified Safety Professional (CSP) with 6,000 hours verifiable work experience with
electrical power systems
• Bachelor’s degree (or higher) in engineering, technology, or other related technical
discipline with 6,000 hours verifiable work experience with electrical power systems
• Facilities/Plant/Factory safety professional with 20,000 hours verifiable work experience
with electrical power systems

Exam Specifications
The CESCP exam is a proctored computer-based exam available at in-person testing centers
worldwide. Exam specifications include:

• Open book exam (NFPA 70E, Standard for Electrical Safety in the Workplace, 2024 edition)
• 3-hour time limit
• 110 multiple-choice questions (100 scored, 10 test items)
• Currently available in English only
You have 12 months, from the application approval date, to take and pass the exam.

Program Fees
CESCP program fees are collected for the following:

• Initial program application (includes initial examination fee)


• Retest (if required)
• Recertification at the end of every three (3) year certification period

Body of Knowledge
The 2024 edition of NFPA 70E, Standard for Electrical Safety in the Workplace, serves as the main
body of knowledge for the CESCP certification exam. The official printed version of NFPA 70E is the
only reference allowed to be used during the exam.

• Through self-study and other learning methods, candidates must become thoroughly familiar
with NFPA 70E, Standard for Electrical Safety in the Workplace, 2024 edition. (Note: The

• Be familiar with NFPA 70E, Handbook for Electrical Safety in the Workplace, 2024 edition.
(Note: This handbook is for optional exam preparation use only and is NOT allowed in the
testing room.)

I. Electrical Safety Programs
A. Explain the scope and purpose of electrical safety requirements and regulations
presented in NFPA 70E®, Standard for Electrical Safety in the Workplace®, and
federal government regulations, given reference materials so that compliance
with regulations and requirements is met and significant distinctions addressed.
i. Requisite Knowledge – Scope and purpose of NFPA 70E
ii. Requisite Skills – Ability to interpret regulatory requirements and select the
correct application that satisfies compliance
B. Identify the key elements of an effective electrical safety program given
references of recognized principles and required components that meet NFPA
70E standards and federal government regulations so that compliance can be
demonstrated.
i. Requisite Knowledge – Federal government regulations for risk
assessments, personal protective equipment (PPE), lockout/tagout (LOTO)
protocols, safety training, and compliance documentation and how NFPA
70E provides guidance on these topics
ii. Requisite Skills – Analytical and problem-solving skills to interpret the
standards, perform gap analysis, identify solutions, and communication
skills to explain elements to important stakeholders, employees, and
contractors
C. Explain a risk assessment program for electrical tasks and hazards, and how to
apply the hierarchy of risk control so that compliance with workplace safety
requirements in NFPA 70E and federal government regulations is demonstrated.
i. Requisite Knowledge – Principles of and application strategies for risk
assessments where exposure to electrical hazards exist as reviewed in NFPA
70E and federal government electrical safety regulations
ii. Requisite Skills – Ability to conduct risk assessments, proficiency in

audits, analytical skills to evaluate compliance, proficiency in creating

F. Understand safety-related maintenance requirements for electrical equipment
and installations including impact of maintenance on safety-related work
practices using relevant safety standards (NFPA 70E), manufacturer's guidelines,

so that electrical systems are maintained in a safe and compliant manner,
minimizing risks of electrical hazards and ensuring safe protocols for equipment

safety regulations, an understanding of safety protocols, and the importance
of adhering to safety policies

i. Requisite Knowledge – Key electrical safety terminology, their definitions,
and context within safety regulations, the importance of accurate
terminology in compliance with workplace safety protocols, and the
potential consequences of misinterpretation
ii. Requisite Skills – Ability to accurately define, contextualize, and critically
analyze safety terms, proficiency in applying correct terminology in practical
scenarios, and effective communication skills for conveying the significance
of accurate definitions to various audiences

K. Explain emergency response requirements related to electrical safety given
relevant reference materials so that protocols, procedures, and responsibilities in
emergency situations are followed effectively.
i. Requisite Knowledge – Techniques for releasing individuals from electrical
contact, understanding of electrical shock principles, regulatory
requirement, and responsibilities and skills of first responders
ii. Requisite Skills – Ability to develop and implement emergency response
procedures with appropriate PPE, proficiency in communicating emergency
procedures clearly, and critical thinking skills to assess and respond
effectively to electrical emergencies
L. Understand the proper use of and requirements for portable electric equipment,
GFCI devices, and test instruments, given the standards and guidelines, so that
hazards are eliminated and risk is effectively managed.
i. Requisite Knowledge – Guidelines for safely using portable electric
equipment, understanding GFCI operation, and employing test instruments
emphasize adhering to federal government regulations, NFPA, and NEC
standards to minimize risks, mitigate shock hazards, and ensure proper use
and maintenance
ii. Requisite Skills – The ability to assess and use portable electric equipment,
GFCI protection, and test instruments, combined with hazard mitigation,
device maintenance, safe use and testing practices, communication skills for
training and educating personnel on safe practices and limitations

II. Establishing an Electrically Safe Work Condition


A. Explain the requirements for a LOTO program including employer and employee
responsibilities, forms of hazardous energy control, and the importance of proper
LOTO equipment/devices given relevant reference materials necessary so that
unexpected or accidental exposure to electrical hazards during workplace
activities are prevented.
i. Requisite Knowledge – NFPA 70E Article 120. industry practices for LOTO
program applications and execution, methods of hazardous energy control
including simple and complex LOTO, and familiarity with LOTO devices and
equipment
ii. Requisite Skills – Ability to understand and implement LOTO procedures
effectively in various scenarios, proficiency in identifying appropriate LOTO
devices for specific equipment and their functions, and effective
communication skills to instruct personnel on the correct application of
LOTO principles and devices
B. Explain the application of simple and complex LOTO procedures, including the
requirements for planning, identification of hazardous electrical energy sources,
and application of devices, given the relevant reference materials, so that the risk
of exposure to electrical hazards is eliminated and an electrically safe work
condition is achieved.
i. Requisite Knowledge – NFPA 70E Article 120, electrical single line, and
power distribution drawings, symbols and diagrammatic references, and

behavior and theory of electrical energy and effects of exposure due to
inadvertent contact
ii. Requisite Skills – Ability to understand and implement LOTO procedures
effectively in various scenarios, proficiency in identifying appropriate LOTO
devices for specific equipment and their functions, and effective
communication skills to instruct personnel on the correct application of
LOTO principles and devices
C. Explain the requirements for, and proper application of, temporary protective
grounding equipment, including proper sizing requirements, installation
practices, and function in the protective circuit in establishing an electrically safe
work condition given relevant reference materials so that grounds, when required,
are applied correctly.
i. Requisite Knowledge – NFPA 70E Article 110, electrical theory of operation
of protective devices when ground faults occur, and industry standards for
identifying proper sizing of temporary grounds when required.
ii. Requisite Skills – Ability to assess and select appropriate temporary
grounding equipment for specific electrical tasks, proficiency in grounding
techniques in accordance with accepted industry standards, and effective
communication skills to instruct personnel on the proper use and
importance of temporary protective grounding
D. Explain the proper sequence for establishing and verifying an electrically safe
work condition, given references and specific electrical work scenarios, so that
the application of procedures and processes eliminates the risk of inadvertent or
accidental exposure to electrical hazards
i. Requisite Knowledge – NFPA 70E Article 120.6, proper steps in establishing
electrically safe work conditions (e.g., determining sources of electrical
energy, proper interrupting techniques, verifying de-energization, release of
stored energy when applicable, application of LOTO procedures and devices,
and the use of adequately rated testing equipment), and knowledge of
equipment configuration, system characteristics, and use of tools, devices,
and testing equipment
ii. Requisite Skills – Ability to implement the correct sequence of steps for
establishing safe work conditions, and effective communication skills to
instruct personnel on the importance of following step-by-step
methodologies, processes, and procedures

III. Work Involving Electrical Hazards


A. Identify the criteria for the justification of energized work, given relevant
reference materials so that energized work is performed within controls and only
when required.
i. Requisite Knowledge – NFPA 70E Article 130, and risk assessment and
hazard analysis procedures that identify associated control requirements of
energized electrical work
ii. Requisite Skills – Ability to evaluate work situations to determine if
energized work is justified, proficiency in conducting risk assessments and
hazard analysis and application of requirements derived from assessments

and analysis, and effective communication skills to articulate process and
procedure requirements to personnel involved in electrical work
B. Explain when an energized electrical work permit is required and when it is not
required or an exemption is allowed and relevant elements of a permit when it
has been determined one will be used, given relevant reference materials so that
the conditions and criteria governing the necessity of such permits are
understood.
i. Requisite Knowledge – NFPA 70E Article 130, ability to identify system
characteristics including voltage and available fault current, understand the
definition of a normal operating condition, and the various methods of
performing risk assessments and hazard analysis
ii. Requisite Skills – Ability to evaluate work conditions and equipment
configuration to determine the need for an energized electrical work permit,
proficiency in interpreting manufacturer's labels and industry standards for
maintenance and operation of electrical equipment, effective
communication skills to inform personnel about the permit requirements,
exceptions, and application of permit requirements
C. Describe how to perform a risk assessment for both shock risk exposure and arc
flash risk exposure including the associated boundaries of each, given relevant
reference materials so that the level of risk is determined and adequate hazard
analysis is performed.
i. Requisite Knowledge – NFPA 70E Article 130, principles of electrical theory
and the characteristics of electric shock and arc flash, characteristics of
voltage and approach boundaries where shock hazards are possible, and
characteristics of arc flash related to available fault current and equipment
design, including the characteristics of fault current interrupting devices
ii. Requisite Skills – Ability to perform comprehensive electric shock and arc
flash risk assessments, review existing risk assessments, proficiency in
analyzing and documenting findings, and effective communication skills to
convey risks and recommended hazard analysis as required
D. Describe incident energy in the context of electrical theory related to available
fault current and fault clearing time and the relationship between incident energy
and working distance, given relevant reference materials so that its definition,
measurement, and implications for personnel safety are understood and
effectively applied.
i. Requisite Knowledge – NFPA 70E Article 130, definition of incident energy,
methods for calculating incident energy levels, arc magnitude, and arc
duration, and factors affecting incident energy calculation methods such as
x/r ratio (impedance factors) and equipment design
ii. Requisite Skills – Ability to explain incident energy conclusions and
concepts clearly, proficiency in interpreting incident energy calculations and
applying results to work practice requirements, and critical thinking skills to
assess the impact of incident energy on electrical safe work practices
E. Explain the use, limitations, and differences of each method for determining
proper PPE requirements given reference materials so that the PPE selection
meets requirements for electrical safe work practices defined by the risk
assessments and hazard analysis.

classification method and incident energy analysis method, and PPE
selection methodologies for both methods

limitations of each method, and effective communication skills to convey the
importance of proper PPE selection to personnel
F. Identify the information required on equipment electrical hazard warning labels
related to electrical safe work practices, given relevant reference materials so
that labeling standards and their significance in promoting safe operation and
maintenance are recognized and applied.
i. Requisite Knowledge – NFPA 70E Article 130, and requirements for
minimum labeling for equipment electric hazards (e.g., voltage levels, hazard
symbols, safety warnings)
ii. Requisite Skills – Ability to assess and verify the adequacy of equipment
labels, proficiency in interpreting hazard information correctly, and effective
communication skills to educate personnel about the importance of labeling
in ongoing electrical safe work practices
G. Define the general requirements for PPE associated with electrical safe work
practices, including the limitations of time restrictions, inspections, and
certifications.
i. Requisite Knowledge – NFPA 70E article 130, and requirements for
electrically rated PPE including time limitations, inspection requirements,
and certifications
ii. Requisite Skills – Ability to examine PPE and determine if it is suitable for
use, skills necessary for recording frequency of inspection and testing
results, and effective communication skills necessary to inform workers of
their responsibilities regarding examination and use of PPE
H. Explain the required use of alerting techniques in safe electrical work practices,
given reference materials so that alerting techniques and their significance in
enhancing safety awareness are effectively conveyed.
i. Requisite Knowledge – NFPA 70E Article 130, standard types of alerting
techniques (e.g., visual signals, audible alarms, verbal communications), and
the function of alerting techniques in electrical safe work practices
ii. Requisite Skills – Ability to identify appropriate alerting techniques for
different work scenarios, proficiency in implementing these techniques
effectively, and effective communication skills to educate personnel on the
importance of alerting methods in maintaining safety
I. Explain how to identify look-alike equipment in electrical safe work practice
scenarios given relevant reference materials so that the characteristics that
differentiate similar pieces of equipment are clearly understood.
i. Requisite Knowledge – NFPA 70E Article 130, features that distinguish look-
alike equipment, common examples of look-alike equipment in electrical
applications, and the implications of misidentifying such equipment for
safety and operational efficiency
ii. Requisite Skills – Ability to accurately assess and differentiate between

IV. Safety Requirements for Special Equipment

electrolytic cells, batteries, and battery rooms, given the precautions and
procedures necessary to ensure safe operations in laboratory environments, so
that risks are minimized, compliance is achieved, and hazards are effectively
managed.
i. Requisite Knowledge – NFPA 70E Article 310, key safety practices,
applicable electrical safety standards and regulations (e.g., federal
government regulations, NFPA, ANSI), specific safety requirements for
electrolytic cells, batteries, and battery storage (e.g., insulation and
grounding, ventilation requirements, chemical handling thermal and
mechanical hazards), and the risks associated with electrolytic processes
and battery rooms, including chemical exposure and electrical hazards
ii. Requisite Skills – Ability to assess and apply electrical safety requirements
and implement safety-related work practices specific to electrolytic cells
and batteries, proficiency in evaluating battery rooms for compliance with
safety standards, proficiency in conducting risk assessments, and effective
communication skills to inform personnel about the electrical safety
practices necessary for electrolytic cell operations and battery rooms
B. Explain safety-related work practices and requirements for lasers, given the
precautions and procedures necessary to ensure safe operation in environments
where lasers are utilized, so that risks associated with laser operations are
effectively mitigated.
i. Requisite Knowledge – NFPA 70E Article 330, essential safety practices for
laser operations, including the use of proper eye protection, access control
measures, and appropriate hazard signage, familiarity with applicable safety

grounding, thermal management and overloading , energy storage
precautions, control electrostatic discharge [ESD], ventilation and cooling,

regulations (e.g., NFPA, IEC, UL, EN, federal government regulations), and
the potential hazards related to power electronics (e.g., electrical shock, fire
risks, arc flash, electromagnetic interference, mechanical hazards , chemical
hazards , thermal hazards, static electricity discharge, radiation hazards)
ii. Requisite Skills – Ability to implement safety-related work practices specific
to power electronic equipment, proficiency in evaluating systems for
compliance with safety standards, proficiency in identifying and mitigating
risks during operation and maintenance, and effective communication skills
to educate personnel on safe work practices related to power electronics
D. Explain safety-related work practices and electrical safety requirements for
research and development laboratories, given the precautions and procedures
necessary to ensure safe operations in laboratory environments, so that risks are
minimized, compliance is achieved, and hazards are effectively managed.

Certification Maintenance
Once you attain your CESCP certification, you must recertify every three years. Failure to meet all
recertification requirements within that three-year period will result in the expiration of your
certification and will require you to reapply as a new CESCP candidate. NFPA will send reminder
emails in advance of your certification expiration date to the email address you provide in your CMS
account. It is your responsibility to ensure this email is up to date.

Recertification Points System


Recertification of your CESCP is accomplished by accumulating a required amount of
recertification points, as shown in the table below, before your three-year certification period ends.
It is important that you begin accumulating the required points as soon as possible. If college
courses are declared for training hours, the same course cannot be taken twice within the three-
year recertification period, and the candidate must convert credit hours to actual hours spent in the
classroom.
It is highly recommended that you track your accumulated recertification points over the three-year
