If this committee is serious about civilian protection prove it. Apply the law
equally.
Israel therefore proposes a three-pillar framework:

Iran. Israel. Anywhere.

400 military sites within Lebanese civilian villages, in direct violation of UN
Security Council Resolution 1701. This committee has met both with
silence.
Meanwhile, Israel a democracy operating under the laws of armed conflict,
issuing warnings, conducting precautionary reviews under Additional
Protocol I, Article 57 faces relentless scrutiny.
Selective accountability does not protect civilians. It incentivises the
actors who weaponize them.
Israel calls for a universal accountability framework grounded in UN
Charter Article 24 and Security Council Resolution 2286 applying equal
forensic and legal scrutiny to every party in every conflict. State and non-
state alike. Including Iran. Including its proxies.
If this committee is serious about protecting civilians, it must be equally
serious about prosecuting those who turn civilians into weapons.
