MEMORANDUM
TO : Acting Chief of Police

SUBJECT : Explanation for Failure to Attend Personnel Accounting on
June 8, 2026
DATE : June 8, 2026
1. This has reference to the Memoranda dated June 8, 2026 from the Acting Chief
of Police directing to submit duly notarized explanation within 24 hours for failure
to attend personnel accounting conducted at about 11:00 AM and 5:00 PM on
June 8, 2026;
2. I sincerely apologize for the non-attendance during the said personnel
accounting;
3. At the time of the personnel accounting, I was constrained to remain at home to
personally attend to my minor children. My wife, who ordinarily assists in taking
care of them, is currently attending an official training and was unavailable to do
so. Moreover, there was no relative or any responsible adult available whom I
could entrust with the care and supervision of my children during that time.
(Attached here is the DENR Special Order No. 303 dated May 11, 2026);
4. Considering the age of my children and their need for direct parental supervision,
I could not leave them unattended without jeopardizing their safety and welfare.
As a father, I was faced with an unavoidable situation requiring my immediate
presence and attention at home.
5. I respectfully submit that my failure to attend the personnel accounting was
brought about solely by these unforeseen family circumstances and was not
motivated by any intention to disobey orders, evade responsibility, or show
disrespect to the chain of command. Had there been any available person to
care for my children, I would have attended the activity as directed.

6. This incident is an isolated occurrence and does not reflect my commitment to
duty. Throughout my service in the Philippine National Police, I have consistently
endeavored to perform my duties faithfully and to comply with all lawful orders
and directives issued by my superiors.
7. In view of the foregoing, I respectfully request that my explanation be favorably
considered and that no disciplinary action be imposed against me. I assure this
Office that I shall exert all efforts to prevent a similar incident from happening
again and shall immediately communicate any unavoidable circumstances that
may affect my attendance in future activities.
