The Barangay Government Unit of Fuyo, City of Ilagan, Isabela through the
Bids and Awards Committee (BAC) invites Contractor registered with and
classified by the Philippine Contractor Accreditation Board (PCAB) to apply for
eligibility and if found eligible, to bid for the hereunto contract:
Name of Project : Construction of Barangay Stage
Location : Barangay Fuyo, City of Ilagan
Approved Budget Cost : P 324, 128. 00
Contractor Duration : 20 Calendar days
Prospective Bidders should possess valid PCAB License applicable to the
contractor, have completed a similar contract with value of at least 50% of the
ABC, and have a key personnel and equipment (Listed in the Eligibility Forms)
available for a prosecution of the contract. The BAC will use non-discretionary
Pass/fail criteria in the eligibility Check/Screening as well as the Preliminary
Evaluation of Bids. The BAC will conduct post qualification of the lowest calculate
bids.
All particulars relative to Eligibility Statement and Screening, Bid Security,
Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-
Qualification and Award of Contract shall be governed by the pertinent provisions
of R.A. 9184 and its Implementing Rules and Regulation (IRR).

The Barangay Government Unit of Fuyo, this City assumes no responsibility
whatsoever to compensate or indemnify bidders for any expenses incurred in the
preparation of the bid.
The Barangay Government Unit of Fuyo, this City reserves the right to accept
or reject any bid, to annul the bidding process and reject all bids at time prior to
contract, without thereby incurring any liability the affected Bidder or Bidders.

BAC Resolution Declaring Failure of Bidding
Resolution No. __, series of 2024
WHEREAS, the Barangay Government Unit of Fuyo, City of Ilagan,
Isabela advertised/posted the Invitational to Apply for Eligibility and to Bid for
the Construction of Barangay Stage. Advertisement should be posted in the
conspicuous places and premises/ bulletin board of the Barangay Government
Unit of Fuyo and also at the premises/ bulletin board of the City Government
of Ilagan, City Hall continuously for 14 days from;
WHEREAS, upon invitation, no bidders purchased the bidding documents
and participated on the scheduled Opening of Bids on April 29, 2025 at 9:00 in
the morning at Barangay Session Hall of Fuyo;
WHEREAS, Section 35.1 (a) of the Revised IRR of R.A. 9184 provides that
the BAC shall declare the bidding a failure when no bids are received;
WHEREAS, Section 35.2 of the same Act provides that in order to
determine the reason for the failed bidding, the BAC shall conduct a mandatory
review and evaluation of the terms, conditions and specification in the Bidding
Documents, including its cost estimates;
WHEREAS, Section 35.3 of the same Act provides that the BAC shall
conduct a re-bidding with re-advertisement and/or posting as provided for Section
21.2 of the IRR;
NOW, THEREFORE, the BAC hereby resolves, as it is hereby resolved, to
recommend to the Punong Barangay the approval of the declaration of failure of
bidding for the Construction of Barangay Stage amounting to P 324,128.00 only.

interested to Bid for the above-mentioned
project. And presiding officer instruct the
Committee Chair on Infrastructure to take in
charge on the implementation of said project.
