General framework of study
1.1 Introduction:

In our contemporary world, sustainable development has become an urgent

necessity to ensure a better future for future generations, (Bakalzi, 2019) It is not
just economic progress, but encompasses social and environmental dimensions that
require coordination and cooperation among all segments of society, on the one
hand, and between state institutions and civil society, on the other hand. In this
context, community participation emerges as one of the critical factors contributing
to achieving this development. (Al-Desouki, 2020), The success of implementing
sustainable development strategies largely depends on the interaction of society
across all its segments, through effective participation that contributes to identifying
priorities and guiding development policies in a way that aligns with the needs and
aspirations of the population.

Community participation is considered a fundamental entry point for

achieving sustainable development because it ensures direct interaction between
individuals, communities, and institutions, enhancing transparency and increasing
the effectiveness of implementation. When individuals engage with local
communities in the decision-making process, it ensures that development goals are
achieved more accurately and realistically, focusing on the actual needs of each
group. Moreover, involving everyone in this process—including women, youth, and
people with disabilities—strengthens the power of developmental initiatives and
increases their chances of success and sustainability.( Awda,2019)

Community participation also contributes to enhancing a sense of

responsibility and belonging among individuals and groups toward society. It allows
them to have a tangible influence on the decision-making process and direct policies
toward achieving the overall well-being of society. By involving the community in
developing and implementing sustainable development strategies, it ensures that
programs and projects align with the actual needs of communities, thereby
contributing to increased transparency, accountability, and ensuring the
sustainability of initiatives.

Community participation is also a key factor in ensuring integration between

different sectors such as education, health, the environment, and infrastructure. It
contributes to enhancing cooperation between governments, the private sector, and
civil society, thereby creating a favorable environment to achieve development goals
sustainably. From here, the importance of researching the role of community
participation as an entry point for implementing sustainable development strategies
emerges, as well as examining the mechanisms that can be used to strengthen this
role.

This study aims to explore the pivotal role of community participation in

implementing sustainable development strategies, focusing on the mechanisms
through which community involvement in planning and execution can be enhanced.
It also seeks to analyze the positive impact of this participation across various sectors
such as education, health, and the environment, and how local communities can be
effective partners in achieving development goals.

Through this research, we aim to clarify the importance of community

participation as a primary entry point for implementing sustainable development
strategies, highlighting the challenges and opportunities it provides, and reviewing
practical experiences that could serve as models for achieving tangible results that
contribute to building a sustainable future for future generations.

Activating Community Partnership to Achieve Sustainable Development in the
Kuwait community
The study aimed to activate community partnership to achieve sustainable
development in the Kuwaiti society. The study made use of the descriptive analytical
method as the community partnership and sustainable development were analyzed
in the light of what was discussed in the educational literature and previous studies.
The study depicted some requirements and principles which could be utilized to
activate community participation and attain their potential impact represented on
sustainable development. The study was delimited to the Kuwaiti community, and it

consisted of a general framework included an introduction, statement of the study

problem, questions, objectives, significance, method, term, and the previous studies.
The first dimension included the conceptual framework of the community
partnership, the second dimension included the conceptual framework for
sustainable development, and the third dimension included the methods and
requirements for activating community partnership to achieve sustainable
development. The study concluded with the most prominent results,
recommendations and suggestions and ended with the references.

Developing Awareness of People with Special Needs within the developing
requirements sustainable
The study aimed to explore the Sustainable development is a global and local
demand to rationalize the use of available resources without prejudice to the needs
of future generations. Egypt, like other countries, has prepared its agenda for the
year (2030) and has begun to implement it with serious steps. Given the importance
of community participation from civil society institutions and from all individuals,
including those with special needs - whose percentage represents about 10.67% of
the population of Egypt. From here, the issue of awareness has become one of the
most important national issues and an important axis for achieving the goals of
sustainable development in Egypt and the world for building homelands. And since
meeting human needs is 4 considered one of the basic human rights that are
guaranteed by the heavenly laws for all members of society, and because God created
man for the sake of building the earth, including the category of people with special
needs, from here the international community paid attention to the development of
human beings before the earth, and recently countries have paid attention to the
development of human beings. Awareness of community members, including people
with special needs Therefore, the international community decided in 2015 to
develop a blueprint for sustainable development through the gathering of leaders and
leaders of most (one hundred and seventy countries) to agree on seventeen goals to
achieve sustainable development, including the development of human capabilities,
including those with special needs, but it was left to each country to develop its local
plans according to its economic conditions social, political, etc., to achieve these

seventeen goals through achieving the one hundred and sixty-nine sub-goals And
since disability is not always a mental or mental disability only, but there are many
types of disabilities, including: physical, visual, motor, auditory, intellectual and
mental, so the mental ability of the disabled person was the decisive factor, according
to the circumstances of each case separately in terms of its causes. And its
circumstances and in recognition of the person's interest and the public interest, so
the issue of awareness also differed according to each of these categories. And since
awareness is the basis of everything in life to achieve various goals, including the
achievement of sustainable development goals, where conflicts between countries
are no longer resolved by wars and weapons, but rather wars between countries are
based on demolishing awareness and forming another intellectual awareness that
achieves the destructive plans of the homeland.

institutions, to support welfare and social development efforts in order to achieve
coordination and integration of roles and plans, through the involvement of all
segments of society. The state must also be the incubator for the success of the
partnership between all components of the local community, by adopting policies
and effective steps that work to achieve effective community partnership to achieve

Island ecosystem evaluation and sustainable development strategies
Island ecosystems are vulnerable and require sustainable development.
However, sustainable development of island ecosystems should be based on an
accurate evaluation. In this paper, principal component analysis (PCA) was adopted
to construct a framework for the evaluation of island ecosystems, followed by the
design of sustainable development strategies. The Zhoushan Archipelago in China
was used as a case study. First, 15 typical island ecosystem indices were selected to
represent five dimensions: climatic, geographical, landscape, social, and biological.
According to scores of these five dimensions, islands of the Zhoushan Archipelago
were then categorized into three groups: Specially Promoting Islands, Partially
Renovating Islands, and Ecologically Controlling Islands. Finally, sustainable
development strategies were designed for each island type. This research has an
important theoretical contribution because existing studies have previously treated
island ecosystems as homogeneous when in fact island ecosystems are
heterogeneous. The heterogeneity of islands ecosystems was incorporated into
analysis by PCA. The empirical contribution of this study was that, after taking
heterogeneity into account, an accurate evaluation of island ecosystems could be
obtained to enable the design of targeted sustainable development strategies for
different islands.

A Proposed Vision for Activating Community Partnership in the Public
Education Departments in the Kingdom of Saudi Arabia According to the Saudi
Vision 2030
The study aimed at defining the role of education departments, identifying the
requirements and obstacles to activating community partnership in public education
departments in accordance with the Saudi Vision 2030, and building a proposed
scenario to activate the school’s partnership with the family and society in education
departments in order to achieve the Saudi Vision 2030. To achieve the goals of this
research, this study draws on a descriptive approach by using the Delphi method and
interviewing experts. The research sample consisted of 19 leaders from the
administrative leadership in the Department of Planning and Development in the
education departments in the Kingdom of Saudi Arabia. The results indicated that
there are thirteen indicators that represent the role of education departments in the
Kingdom of Saudi Arabia in activating the community partnership; there are twenty-
four requirements for activating the community partnership; and there are thirteen
indicators that represent obstacles to activating the partnership of the school with the
family and society in education administrations in the Kingdom of Saudi Arabia
according to Vision 2030, in the opinions of the experts participating in the study.
Accordingly, a proposed vision was built to activate the community partnership, the
community, and the home in the education departments in the Kingdom of Saudi
Arabia. Those in charge of implementing community partnership programs can
benefit from it.

1.2.2 Commentary on previous studies:

The studies reviewed all focus on various aspects of community participation
and its role in achieving sustainable development, with each study emphasizing
different dimensions, regions, and approaches.
The studies collectively explore the importance of activating community
partnerships and the significant role they play in achieving sustainable development
goals. For example, Alobaid's (2020) study focuses on activating community
partnership in Kuwait for sustainable development. It emphasizes how community
engagement in the context of local capacities and integration is key to achieving
long-term development. Similarly, Badhy (2021) underlines the essential role of
community partnerships, especially between the public and private sectors, to
mobilize society's resources toward sustainable development. Shaban (2020) also
discusses the importance of awareness and inclusion of special needs groups in the
community for sustainable development, highlighting their involvement as an
essential part of Egypt's social framework.
Several studies delve into the youth’s involvement in sustainable
development, with KGM (2021) focusing on the role of youth in achieving the
Sustainable Development Goals (SDGs) and the support provided by social service.
Youth are seen as critical agents for change, and raising their awareness on
sustainability is crucial for long-term societal progress. The importance of education

and raising awareness is similarly echoed in other studies, such as that of Hethor
(2021), who stresses the role of environmental education in fostering social and
environmental consciousness within communities, an important element for
sustainable development.
A key theme across many studies is the challenges and mechanisms for
achieving sustainable development. For instance, Alefa (2020) addresses how
community partnership can be a tool for local development and highlights the need
for integrating all community sectors to achieve change. Similarly, studies such as

allocation, governance, and societal inequalities.
Several studies explore the contribution of education and institutions in
advancing sustainable development. For example, Soultan (2022) highlights the role
of universities in achieving SDGs by integrating social responsibility into their
frameworks. Shiref (2023) investigates the role of education departments in Saudi
Arabia and the challenges they face in activating community partnerships in line
with Vision 2030. The integration of educational frameworks and social
responsibility can play a significant role in building awareness and advancing
sustainable development.
A common finding in these studies is the role of the government in facilitating
and fostering community partnerships. Hassan (2022) discusses the strengthening of
local community organizations through participatory approaches, particularly in
national initiatives, which is a crucial step in overcoming challenges. Similarly,
Alawy (2022) addresses the need for proper planning, policies, and community
participation in achieving local sustainable development goals. Public relations and
media are also highlighted by Ahmed (2023), where they are seen as crucial for
community engagement and support for development efforts.

1.2.3 What distinguishes the current study from previous studies:

This study is its specific focus on the role of community participation as a key
factor in achieving sustainable development goals, through activating community
partnerships across various sectors and individuals in society.
This study addresses the practical tools and mechanisms through which
community participation can be activated, such as developing implementation plans
or awareness programs that encourage active participation in developmental
projects.
The study highlights how local communities can be empowered to determine
their own developmental priorities, reflecting an approach that focuses on local
community needs rather than imposing external development strategies.

1.3 Study Problem:

There are issues related to trust between citizens and government institutions,
as many community members feel a lack of transparency or effectiveness in
government policies, which weakens their participation in development processes.
On the other hand, most development strategies are often imposed from outside the
local community without considering the actual needs and specific orientations of
the community, leading to a lack of effectiveness in these strategies.
There are challenges in activating community participation in implementing
sustainable development strategies in local communities. Although community
participation is considered one of the key elements in achieving sustainable
development, many factors hinder effective participation from communities in
different countries, especially in developing nations. These factors include a lack of
awareness among community members about the importance of participation in the
development process, insufficient resources to support community initiatives, and
weak coordination between the public and private sectors and civil society
organizations.
Therefore, the problem of the study lies in understanding the barriers that
prevent effective community participation and how to design executive mechanisms
and awareness initiatives that contribute to motivating individuals and communities

to actively participate in achieving sustainable development goals. The main

research question of the study is:
How can community participation implement the sustainable development
strategy?

1.4 Aim of Study:

1. Identify the role of community participation in enhancing the
implementation of the sustainable development strategy within the health
sector.
2. Explore effective mechanisms to activate community involvement in
developing and improving the quality of healthcare services.
3. Understand the role of community participation in achieving the sustainable
development goals within the health sector.
4. Evaluate the impact of community initiatives on improving the efficiency
and effectiveness of healthcare services.
5. Provide practical recommendations to strengthen partnerships between
various community groups and stakeholders to achieve sustainable health
development.

The current importance of the research lies in the contributions it offers from
both scientific and practical perspectives as follows:

1.10 Curriculum:

To achieve the research objectives and test its hypotheses, the study relied on both:

1. The inductive method: This approach was used to conduct a theoretical

study, extrapolating and analyzing key studies, research, and references
related to community participation and sustainable development strategy
implementation, with a focus on the health sector.
2. The deductive approach: This method was used to formulate the theoretical
framework of the research, covering the research problem, objectives,
significance, and hypotheses, based on scientific references relevant to the
study topic. Additionally, a field study was conducted in which a
questionnaire was used to collect data from the study sample, aiming to assess
the impact of community participation on sustainable development goals in
the health sector.

1.11 Study Terminology

The current study included the following definitions and terms:
1. Participation: It is defined as:
"The process through which stakeholders participate and influence
development initiatives, decisions, and resources that affect them"
(Koralagama et al., 2007, 150).
2. Community Participation: It is defined as:
"The financial and material contributions provided by community members
and some of its sectors to the programs of services provided, including the
provision of resources to support these programs and achieve their goals in
community development and building a knowledge society" (Al-Qasim and
Al-Nuwaiser, 2012(

3. The operational definition of community participation:

It is what the local community members in Ismailia Governorate, Egypt, can
do, with effort and financial and material support, to achieve sustainable
development in the governorate.
4. Development:
It is defined as: "The efforts made by governmental bodies and the community
in order to achieve a specific social and economic development" (Moda, 2012,
01).
5. Sustainable development:
It is defined as: "That development that meets current needs, without having
a positive impact on the ability of future generations to meet these needs"
(UNEP, 1987, 15).
6. Operational definition of sustainable development:
It is the process of developing and improving the health system to meet the
current health care needs of the population of Ismailia Governorate in a
comprehensive and sustainable manner, while ensuring the preservation of
health resources and infrastructure to serve future generations.
