ASSEMBLY POINT LAYOUT


AVIATION TRAINING CENTER

1. PURPOSE
The Assembly Point is the designated safe location where all personnel, students, instructors, visitors,
contractors, and emergency response teams shall gather following an evacuation of the Aviation
Training Center.

The purpose of the Assembly Point is to:


Ensure personnel safety.

Facilitate accountability and headcount verification.

Provide a safe area away from hazards.

Support emergency response operations.

Prevent re-entry into affected buildings until authorized.

2. LOCATION REQUIREMENTS
The Assembly Point shall:
Be located outside the hazard zone.

Be at least 50 meters from the main building where practical.

Remain clear of vehicle traffic.

Allow access for emergency services.

Accommodate all building occupants.

Be clearly marked with permanent signage.

4. ASSEMBLY POINT ZONING


To facilitate accountability, the Assembly Point shall be divided into designated zones.

Zone A – Employees

Zone B – Students and Trainees


Includes:

Ground School Students

Simulator Trainees

Cabin Crew Trainees

Firefighting Trainees
Zone C – Visitors and Contractors

External Service Providers

5. EMERGENCY ACCOUNTABILITY PROCEDURE


Following evacuation:
Step 1

Personnel report immediately to the Assembly Point.

Step 2

Department Managers conduct personnel accountability checks.

Step 3

Instructors conduct student headcounts.

Step 4

Security verifies visitor and contractor attendance.

Step 5

Results are reported to the Incident Commander.

Step 6

Missing persons are immediately reported.


6. ASSEMBLY POINT EQUIPMENT
The following equipment should be available:

7. RESPONSIBILITIES
Incident Commander

Responsible for:
Overall emergency control.

Coordination with emergency services.

Authorization for re-entry.

Safety Manager

Responsible for:
Assembly Point management.

Accountability coordination.

Evacuation monitoring.

Post-drill evaluation.

Emergency reporting.

Security Manager
Responsible for:
Perimeter control.

Visitor accountability.

Access restriction.

Department Managers

Responsible for:
Staff accountability.

Reporting attendance status.

Instructors

Responsible for:
Student accountability.

Student welfare.

Reporting missing students.

8. ASSEMBLY POINT RULES


Personnel shall:
✔ Remain at the Assembly Point.

✔ Follow instructions from emergency personnel.

✔ Report injuries immediately.

✔ Participate in accountability checks.


Personnel shall NOT:
✘ Return to the building.

✘ Leave the Assembly Point without authorization.

✘ Obstruct emergency vehicles.

✘ Smoke in the Assembly Point area.

9. RE-ENTRY PROCEDURE
Re-entry to the facility shall only be authorized by:
Incident Commander, or

Fire Department, or

Emergency Services Authority.

No employee, instructor, student, or visitor may re-enter independently.

10. INSPECTION AND MAINTENANCE


The Safety Manager shall inspect the Assembly Point at least quarterly to verify:
☐ Signage is visible.

☐ Access routes are unobstructed.

☐ Equipment is available.

☐ Lighting is adequate.

☐ Capacity remains sufficient.

Inspection records shall be maintained by the Safety Department.


11. EVACUATION DRILLS
Assembly Point procedures shall be tested:
Quarterly for practical training facilities.

Semi-annually for classroom facilities.

Annually for full-scale evacuation exercises.

Results shall be documented and reviewed by the Safety Manager.
