Online e-tenders are invited in Two-Bid System for various works in e-mode and free view Tender documents are
available on HAL Website [Link] under link Tenders, e-Procurement portal. Interested bidders are
requested to sign-in (new user signin only with DSC) online to obtain user-lD and password using Digital Signature. The
tender documents comprises of (i) Technical Bid comprising terms and conditions, Pre-qualification profile and (ii) Price
bid. It is requested to download the Tender on acceptance of terms & conditions. The pre-qualification profile and price
bid duly filled may be uploaded on e- Portal of HAL using Digital Signature before the last date & time for submission as
mentioned in the tender notice. The credentials as listed below shall be uploaded online.

The Experience and requisite documents should be in the name of Bidder only and prior experience as any other
business entity and /or requisite documents in the name of any other business entity shall not be considered.

A. Essential / Prequalification criteria: -|Agencies have to upload all supporting documents duly self attested with
seal along with the Tender for the following criteria failing which offer is liable for rejection. After price bid
evaluation, the L1/successful ageney has to submit the original documents for verification].

1) Annual Turn Over: Average annual financial turnover during the last 5 years, ending 31ST March of the previous
financial year, should be at least 30% of the estimated amount put to tender. The agencies should upload Profit
& Loss Statement for the last three years duly certified dy Chartered Accountant with UDIN.

2) Sol`/encv: The Solveney required will be 40% of the approx. estimated amount put to tender. The solvency
certificate shall be procured from a nationalized or scheduled bank and issued within a period of 12 months
from the final date of submission of tender.

3) lntegritv Pact: - Bidder should upload duly signed Integrity Pact strictly as per the HAL format without any
deviation. Formats attached at Bid document{CC.

4) Experience: Experience of having successfully completed similar works during last 7 years;ending on previous
day of last day of submission of tender should be either of the following: -

a) Three similar completed works each costing not less than the amount equal to 40% of the approx
estimated amount put to tender.

Or
b) Two similar completed works each costing not less than the amount equal to 50% of the approx
estimated amount put to tender.

Or

C) One similar completed work costing~not less than the amount equal to80% of theapproxestimated
amount put to tender

Note:

(i) The work shall be completed as a whole. Partial value / completion are not to be considered.

(ii) ln case of experience certificate obtained from organizations other than Government, the same shall be
supported with TDS certificate by the agency. Work experience as sub contractor is not acceptable.

(iii) The meaning of ``Similar work" for the purpose of tender is defined in Work Detail Table.

(jv) ln case of work combined with civil, electrical, utility services, the experience in similar nature shall include
civil as well as electrical and utility services.

 (v) Work experience completed under JV/as a subcontract will not be considered for evaluation of experience
criteria.

4. BID CAPACITY:

(i) The Bid Capacity shall be worked out for the works costing above Rs.100.00 Lakhs and above as one of their
eligibility criteria. The necessary documents sought elsewhere in Tender Document to be submitted along
with the Technical Bid in Part 'A'.
(ii) Assessed available bid capacity: The Construction agencies who meet the minimum qualifying criteria shall
be qualified only if their available bid capacity is more than the total estimated project /package cost. The
available bid capacity of a construction ageney may be calculated as under: -

Assessed available bid capacity = A x N x 2 -a, where

N= Number of years prescribed for completion of subject [Link] / contract (indicate contract period N years)

A= Maximum value of works executed in anyoneyear during last five years of which will be broughtto
current price level by applying a weightage of 10 % per year. Value of works executed during last five
years shall be certified bv Chartered Accountant and shall be considered for e`,aluation.

a = Value at current price level of existing commitment and ongoing works to be completed in the nejct `N'
years. This statement should be submitted dulv verified bv Chartered Accountant

5. Registration certificate for GST No: All the bidders should have a valid & active GST Registration

6. ESI & PF code: The contractors are required to comply with the provisions of Esl & PF act. The contractor shall be
required to Indemnify HAL for any liabilities arising on account of ESI & PF act.

7. License: In case of Tender invited work is combined with civil and Electrical, the Ageney shall have either of the
following: The agency themselves should have a valid Electrical contractor licence of appropriate voltage issued
by any state Govt. Under clause 45 of Indian Electricity Rules 1956 or as amended from time to time.
OR
Should engage an Electrical Contractor for execution of Electrical Works, who has the above mentioned Licence
and requisite experience. In such cases, the main ageney shall give an Undertaking in the Technical Bid that he
would engage an Electrical Contractor who possesses a valid Electrical contractor licence of appropriate voltage
issued by any state Govt. Under clause 45 of Indian Electricity Rules 1956 or as amended from time to time.

8. Document to be submitted along with tender: -

i. Constitution, legal status and power of attorney in case of pvt. Limited / Limited companies
ii. Registration with HAL/otherorganization if any
iii. Copyof PAN card issued by lncomeTaxAuthority

Proposed Work completion schedule in the form of bar-chart

Balance sheet for the last Five years
Details of ECS viz., Name of the Bank, MICR NO., Branch, Account No. where payments areto be
credited.

xv. EMD of required amount in the form of Demand Draft/Bankers cheque/Pay order or through SBI Collect e -
Portal.
xvi. Integrity pact agreement (Omni / standalone) is to be executed by the Contractor and the original Integrity
Pact shall reach the office of DGM(CCC) bef ing of Price Bid. Offer of a bidder shall only consider
fully technically qualified only if the original act is received.

 C. The general details:

1. Earnest Money Deposit: The cost as specified against each work to be paid preferably through SBI Collect e-
Portal in On Line mode under the head EMD SD EMPLOYEES DEPOSIT GUEST HOUSE HOSPITAL or to be
furnished in the form of DD/ bankers cheque drawn in favour of "HAL Sukhoi Engine Division. KoraDut "Payable
at "Sunabeda" to be submitted to the address mentioned below so as to reach Latest by 12:00 Hrs on the last
date of submission of tender as mentioned in work details. However, the details of DD No. date, SBI COLLECT
receipt copy etc. to be provided in the prequalification profile along with scanned image of the same to be
uploaded.

2. Any clarification in the tender document shall be addressed in writing to above address on or before bid
clarification date and time as mentioned at tender notification in HAL e-portal.

D. General Instructions:

1. Tenders of those Tenderers who fulfil the criteria mentioned at `A' will only be considered for opening of Price
Bid. Incomplete / invalid tenders are liable for rejection and no correspondence will be entertained in case of
rejection.

2. Non uploading of requisite documents due to negligence or ignorance by the bidders leading to disqualification
will be having to be borne by the tenderer only. There shall be no claim whatsoever in this regard.

3. ECS/lFS code details are to be uploaded including the name of the bank, branch and account No. where
payments are to be credited along with the scan copy of Blank Cheque leaf..The original RTGS form duly signed
by the Bank is to be submitted by a new vendor, participating in any HAL tender for the first time.

4. The contractor must upload genuine & authenticated documents. In case at any stage, any document is found
to be false/fabricated, his tender is liable for rejection without any correspondence. In case the work has
already been awarded, the same will be cancelled forthwith. Further actions as deemed fit will be initiated as
per prevailing procedure of HAL.

General Terms:

1. Bid must be submitted online through HAL's `'e-procurement system" at [Link] Bidder
shall submit both '`Technical Bid" and `'Price Bid" through HAL's e-Procurement Portal only. Bids submitted in
any other form, such as courier/post/in-person/fax/telegram/telex, shall not be accepted against this Tender.

2. Any change in bid after the '`Due date & time of Bid-Submission" of tender is not allowed.

3. Contractors / agencies are subject to be disqualified, even though they meet the qualifying criteria, if they make
misleading or false representations in the request, statements and attachments submitted in proof of
qualification requirements including holding information.

4. Have record of poor performance such as abandoning the works, not properly completing the contract,
inordinate delays in completion, litigation history, or financial failures, requesting for claims not admissible
under the contract conditions, etc

5. Tender Documents duly filled & uploaded within the last date of submission as mentioned in the tender notice.
The last date for receipt of Tender will not be extended under any circumstances, unless otherwise the date is
declared a holiday for HAL, in which case the next day will be treated as the last date of receipt of
Tender document.

 6. Since this is an electronic mode of tendering, any manual or mechanical errors committed before uploading or
during the process of uploading, the document shall bound to be duly accepted by the tenderer. The tenderer
shall not have any claim whatsoever in this regard.

F. The Tenderer including MSME/NSIC/MSEs registered Tenderer shall pay the EMD (Earnest Money Deposit) in DD
Form for participating in the Tenders as mentioned at Para: C -General Details.

[Note: Agencies who are registered with MSME/NSIC/MSEs shall not be exempted from the pavment of EMD.)

G. Clarification on Technical Bid Evaluation:

1. The technical bids shall be evaluated based on the available documents submitted by the bidder. To assist in the
examination, evaluation, comparison of the bids and qualification of the bidders, HAL may, at its discretion, ask
any bidder for a clarification of its bid. Any clarification submitted by a bidder that is not in response to a
request by HAL shall not be considered. HAL's request for clarification and the response shall be in writing.

2. If a bidder does not provide clarifications of its bid by the date and time set in HAL's request for
clarification, their bid may be rejected.

3. HAL also reserves right to seek confirmation/clarification from the issuer agency on the supporting documents
submitted by the bidder.

H. PRE BID MEETING: Pre-Bid Meeting shall be held under the chairmanship of ATA for clarification of any doubts of
the prospective tenderer on any conditions of the contract, specification etc. It is not mandatory for agencies to
attend the Pre-Bid meeting, however the agencies can send their clarifications prior to pre-bid meeting. The place
and Time of Pre bid meeting shall be as follows.
