Draft Resolution on Enhancing Regional Cooperation on Nuclear Safety and Security in the Middle
East

The Security Council,

Reaffirming the principles of the United Nations Charter,

Recognizing the imperative of maintaining regional peace and security,

Emphasizing the significance of nuclear safety and security in preventing conflict and promoting
sustainable development,

Taking into account the role of the International Atomic Energy Agency (IAEA) in monitoring and
verifying nuclear activities,

Recalling relevant international treaties and agreements on nuclear non-proliferation and disarmament,

1) Demands the revision of time-limited provisions in existing agreements based on progress and
stability, under the supervision of the Security Council;
a) Calls for biennial reviews by the Security Council sanctions committee to assess progress
and stability in implementing revised provisions,
b) Mandates the establishment of a joint working group comprising technical experts and
regional stakeholders to monitor compliance and provide recommendations for further
adjustments;

2) Establishes a binding regional security framework that addresses both nuclear and non-nuclear
concerns of all regional players, to be monitored and enforced by a designated Security Council
committee;
a) Directs the committee to convene quarterly meetings with representatives from all member
states to discuss regional security threats and progress in implementation,
b) Requires the committee to issue annual reports assessing compliance with the framework
and recommending measures to enhance cooperation and address emerging challenges;

3) Requires the establishment of a parallel framework or agreement involving all signatory members
of the JCPOA to address regional nuclear and non-nuclear concerns, with Security Council oversight;
a) Calls for biannual joint sessions between the IAEA and the Security Council to review the
implementation of the parallel framework and ensure alignment with international standards,
b) Urges member states to designate focal points within their governments to facilitate
communication and cooperation under the parallel framework;

4) Calls for full and immediate cooperation with the IAEA for comprehensive monitoring and
verification of all nuclear-related activities, under the supervision of the Security Council;
a) Requests the IAEA to enhance technical assistance to member states in building capacity
for nuclear safety and security measures,
 b) Directs the Security Council to allocate additional resources to support IAEA inspections
and monitoring activities in the region;

5) Mandates the establishment of a regional security dialogue framework involving all Gulf
Cooperation Council (GCC) countries and Iran, to be monitored and facilitated by a designated
Security Council liaison;
a) Instructs the liaison to facilitate confidence-building measures and joint military exercises
among participating states,
b) Encourages the inclusion of civil society organizations and academic institutions in the
dialogue framework to promote transparency and public engagement;

6) Implements phased sanctions relief tied to verified progress in Iran's nuclear compliance, under
strict monitoring by the Security Council sanctions committee;
a) Specifies that sanctions relief will be contingent upon IAEA verification of Iran’s
compliance with agreed-upon benchmarks,
b) Requires the sanctions committee to conduct quarterly reviews of Iran's compliance and
adjust sanctions relief accordingly;

7) Directs the expansion of IAEA monitoring capabilities in Iran, including real-time satellite
surveillance, with Security Council support and oversight;
a) Allocates funds from the Security Council budget to enhance the IAEA’s technological
infrastructure for monitoring nuclear activities in Iran,
b) Calls for regular briefings by the IAEA to the Security Council on the effectiveness of
enhanced monitoring capabilities and any challenges encountered;

8) Facilitates joint energy projects between Iran and neighboring countries to promote economic
interdependence, under the supervision of the Security Council economic development committee;
a) Encourages the establishment of a joint investment fund to finance infrastructure projects
that enhance energy connectivity and resource-sharing among regional states,
b) Recommends the creation of a dispute resolution mechanism within the economic
development committee to address potential conflicts arising from joint projects;

9) Establishes a mandatory regional crisis management mechanism to address potential nuclear-related

10) Introduces a binding UN-backed regional disarmament initiative, including the establishment of
a Middle East Nuclear Weapons-Free Zone, to be enforced by Security Council resolutions;
a) Invites nuclear-armed states in the region to declare their commitment to the initiative
through voluntary transparency measures and confidence-building measures,
 b) Calls for the appointment of a Special Envoy by the Security Council to facilitate
negotiations and monitor progress towards the establishment of the Nuclear Weapons-Free
Zone;

11) Promotes cultural and educational exchanges to foster mutual understanding and trust among
regional countries, under the supervision and promotion of the Security Council cultural
exchange initiative;
a) Encourages the creation of scholarships and academic partnerships aimed at promoting the
study of nuclear science, technology, and safety across regional borders,
b) Supports initiatives that highlight the cultural heritage and diversity of the Middle East
region to foster tolerance and cooperation among communities;

12) Launches a mandatory UN-led cybersecurity initiative to protect critical infrastructure in the
region, with oversight and enforcement by the Security Council cybersecurity task force;
a) Establishes minimum cybersecurity standards and protocols for nuclear facilities and
critical infrastructure in the Middle East region,
b) Calls for the development of cooperative frameworks for information sharing and
capacity-building among regional states to enhance cybersecurity resilience;

13) Establishes a mandatory multilateral fund for regional development projects, incentivizing
cooperation and stability, to be managed and enforced by the Security Council development
assistance committee;
a) Specifies criteria for funding eligibility, prioritizing projects that contribute to sustainable
development, environmental protection, and socio-economic integration,
b) Directs the development assistance committee to conduct annual audits and evaluations of
funded projects to ensure accountability and effectiveness;

14) Convenes a high-level summit on regional security, including key stakeholders from the
Middle East and beyond, under the auspices of the Security Council, to ensure implementation
and adherence to this resolution,
a) Outlines the agenda and objectives of the summit, focusing on the review of progress,
identification of challenges, and commitment to collective action,
b) Calls for the adoption of a declaration or joint statement reaffirming commitment to
nuclear safety, security, and regional cooperation in the Middle East;

15) Decides to remain actively seized of the matter and to take further measures as necessary to
ensure the cessation of hostilities and the achievement of a lasting peace between Iran and Iraq.
