INTRODUCTION
1.1 Background to the Study
Small and Medium Enterprises (SMEs) have become an
important component of economic development in both
developed and developing countries. They contribute
significantly to employment generation, poverty reduction,
wealth creation, industrial development, and economic
diversification. SMEs provide opportunities for
entrepreneurship and innovation while serving as a source of
income for millions of people. In many countries, the growth
and sustainability of SMEs have been linked to supportive
government policies, access to finance, infrastructural
development, and capacity-building programmes. As a
result, governments across the world have continued to
introduce various measures aimed at promoting the growth
and competitiveness of SMEs (Bank of Industry, 2024).
In Nigeria, SMEs constitute a substantial segment of the
economy and play a crucial role in promoting economic
growth and development. The sector contributes
significantly to the Gross Domestic Product (GDP) and serves
as a major source of employment, particularly among youths
and women. Recognizing the importance of SMEs, the
Nigerian government has introduced several policies and
programmes designed to support their development. These
include the establishment of the Small and Medium
Enterprises Development Agency of Nigeria (SMEDAN), the
Bank of Industry (BOI), the Nigerian Export Promotion
Council (NEPC), and various entrepreneurship development
initiatives aimed at enhancing the capacity and productivity
of small businesses (SMEDAN & NBS, 2022).
Government intervention in SME development has taken
various forms, including financial assistance, tax incentives,
business advisory services, entrepreneurship training,
infrastructure provision, and regulatory reforms. These
interventions are intended to address the numerous
challenges confronting SMEs such as inadequate access to
credit facilities, poor infrastructure, limited managerial skills,
multiple taxation, and an unfavorable business environment.
Through these programmes, government seeks to create an
enabling environment that encourages business growth,
innovation, and sustainability (Danladi et al., 2023).
Despite the various interventions introduced by the
government, many SMEs in Nigeria continue to face
significant operational challenges. Access to finance remains
limited for many business owners due to stringent lending
conditions and collateral requirements. Inadequate
electricity supply, poor transportation networks, and
bureaucratic bottlenecks have also hindered the growth and
survival of many enterprises. Consequently, the
performance and sustainability of SMEs have remained a
concern among policymakers, researchers, and development
practitioners (Akinwale, 2024).
The importance of government support for SMEs is
particularly evident in developing economies where private
sector growth is often constrained by structural and
institutional challenges. Effective government policies and
programmes can facilitate business expansion, improve
productivity, stimulate innovation, and create employment
opportunities. Conversely, ineffective implementation of
policies may limit the intended benefits of government
interventions and reduce the ability of SMEs to contribute
meaningfully to national development (Bello et al., 2025).
Sokoto Local Government Area, located in Sokoto State, is
home to numerous small and medium-scale enterprises
operating in sectors such as trade, agriculture,
manufacturing, services, and crafts. These enterprises
contribute to local economic activities and provide
livelihoods for many residents. However, like their
counterparts in other parts of Nigeria, SMEs in Sokoto LGA
face challenges related to financing, infrastructure, business
management, and market access. The extent to which
government interventions have addressed these challenges
and contributed to the development of SMEs in the area
remains an issue worthy of investigation (Muhammad et al.,
2025).
1.2 Statement of the Problem
Small and Medium Enterprises are widely recognized as
important drivers of economic growth, employment
generation, and poverty reduction. In Nigeria, governments
at various levels have implemented numerous programmes
and policies aimed at supporting the establishment, growth,
and sustainability of SMEs. These interventions include
financial support schemes, entrepreneurship training
programmes, tax incentives, and institutional frameworks
designed to create a favorable business environment.
Despite these efforts, many SMEs continue to experience
serious challenges that affect their growth and survival.
Limited access to finance, inadequate infrastructure, poor
managerial capabilities, multiple taxation, and bureaucratic
obstacles remain persistent problems confronting many
businesses. As a result, a considerable number of SMEs fail
within a few years of operation, thereby reducing their
contribution to economic development.
Furthermore, there appears to be a gap between
government policies and their actual implementation at the
grassroots level. Many SME operators are either unaware of
available government support programmes or unable to
access them due to administrative bottlenecks and eligibility
requirements. This situation raises concerns regarding the
effectiveness of government interventions in achieving their
intended objectives.
In Sokoto Local Government Area, numerous SMEs operate
under challenging business conditions despite the existence
of government support initiatives. However, there is limited
empirical evidence on the extent to which these government
interventions have contributed to the development and
sustainability of SMEs within the area. Consequently, this
study seeks to investigate the role of government in the
development of SMEs in Sokoto LGA and determine whether
government programmes have significantly influenced
business growth and performance.
1.3 Objectives of the Study
The general objective of this study is to examine the role of
government in the development of small- and medium-scale
enterprises in Sokoto Local Government Area, Sokoto State.
The specific objectives are to:
1. To Examine the government policies designed to
support SMEs in Sokoto LGA;
2. To assess the effect of government financial
assistance on the development of SMEs in Sokoto LGA;
3. To determine the influence of government
entrepreneurship training and capacity-building
programmes on SME growth;
4. To identify the challenges faced by SMEs in accessing
government support programmes
5. To evaluate the contribution of government
interventions to employment generation and business
sustainability in Sokoto LGA.
1.4 Research Questions
The study seeks to answer the following research questions:
1. What government policies are available to support
SMEs in Sokoto LGA?
2. What effect does government financial assistance
have on the development of SMEs in Sokoto LGA?
3. How do government entrepreneurship training
programmes influence SME growth in Sokoto LGA?
4. What challenges do SMEs face in accessing
government support programmes?
5. To what extent do government interventions
contribute to employment generation and business
sustainability in Sokoto LGA?
1.5 Research Hypotheses
The following null hypotheses will guide the study:
H01: Government financial assistance has no significant
effect on the development of SMEs in Sokoto LGA.
H02: Government entrepreneurship training programmes
have no significant influence on SME growth in Sokoto LGA.
H03: Government interventions have no significant
contribution to employment generation and business
sustainability among SMEs in Sokoto LGA.
1.6 Significance of the Study
The findings of this study will be beneficial to government
agencies responsible for SME development by providing
information on the effectiveness of existing policies and
programmes. The study will assist policymakers in designing
more effective interventions aimed at promoting
entrepreneurship and business growth.
The study will also be beneficial to SME owners and
entrepreneurs by identifying available government support
mechanisms and highlighting the challenges associated with
accessing such programmes. This knowledge may enable
business owners to take advantage of existing opportunities
for business development.
Furthermore, financial institutions and development
agencies will benefit from the findings by gaining insights
into the financing needs and operational challenges of SMEs.
Such information may support the formulation of strategies
aimed at improving access to credit and business support
services.
The study will contribute to academic knowledge by
providing empirical evidence on the relationship between
government interventions and SME development. It will also
serve as a useful reference material for students,
researchers, and scholars interested in entrepreneurship,
public policy, and economic development.
Finally, the study will contribute to national development
efforts by providing recommendations that can strengthen
the role of government in fostering SME growth, employment
generation, and economic sustainability.
1.7 Scope and Delimitation of the Study
This study focuses on the role of government in the
development of small- and medium-scale enterprises in
Nigeria, with particular emphasis on Sokoto Local
Government Area of Sokoto State.
The study covers government policies, financial assistance
programmes, entrepreneurship training initiatives, and other
interventions targeted at SMEs. It also examines the
challenges encountered by SME operators in accessing
government support programmes and evaluates the impact
of such interventions on business growth and sustainability.
The geographical scope of the study is limited to Sokoto
Local Government Area, while the target population
comprises owners and managers of SMEs operating within
the area. Therefore, findings from the study may not be
generalized to all SMEs in Nigeria without considering
differences in geographical and socio-economic conditions.
1.8 Operational Definition of Terms
1. Government: Refers to federal, state, and local
authorities responsible for formulating and implementing
policies and programmes aimed at promoting economic
development and supporting SMEs.
2. Small and Medium Enterprises (SMEs): Business
organizations operating with relatively limited capital,
workforce, and scale of operation as defined by relevant
government agencies such as SMEDAN.
3. Development: The process of growth, expansion,
improvement, and sustainability of business enterprises
in terms of productivity, profitability, employment
generation, and market competitiveness.
4. Government Intervention: Policies, programmes,
regulations, financial support schemes, and institutional
arrangements established by government to promote
SME growth and development.
5. Entrepreneurship Development: Activities aimed at
improving the skills, knowledge, and capabilities of
entrepreneurs to establish, manage, and expand their
businesses successfully.
6. Financial Assistance: Loans, grants, credit facilities,
subsidies, and other forms of monetary support provided
to SMEs by government institutions or government-
backed agencies.
7. Business Sustainability: The ability of an enterprise to
maintain continuous operations, achieve profitability,
and adapt to changing economic conditions over time.
