ISPS code International Ship and Port facility Security Code

ISPS code
*Formed the basis for security system for international shipping.
*Set of measurements for international security by set responsibilities to a
government authority, shipping companies and seafarers
*Implemented by IMO 1st 2004
*Protect the Ships from the security threats such as Piracy, stowaway, terrorist
attack which haunt the ship and crew
Application
It applies to the ships of 500 t and above doing international voyages
Advantages
• Increase the safety and security of the ship so minimize threats risks
• Control of cargo flow and persons access
• Make work environment more secured
Security levels
The current scenario related to the security threat to the country and its coastal
region including the ship visiting that country
Level 1: Normal level that the ship and port facility operates on a daily basis
Level 2: High level for a time period during a security risk that has become visible to
security personnel
Level 3: Include additional security for an incident is soon coming or already
happened
SSP ship security plan: monitor crew duties at different security levels
Security equipment
Minimum security equipment like scanner and metal detector must be available all
time to avoid security breach
The main objectives of the code
1-Detect security threats on board vessel and in port and implement the measures
as per the situation
2-Provide a security level to the ship and provide crew duties at security level
3-Implement roles for port state officers to detect maritime security threats at the
international level
4-Collect data from all over maritime industry concerning security threats
5-Ensure exchange of security information with worldwide ports an and ship owners
6-Find the shortcoming in the ship security and port security plan and improve them
7-Establish cooperation between contracting governments, governments agencies,
local administrations and the shipping and port industries
8-Detect threats to ships or port facilities and Implement preventive measures
9-Provide a methodology for development of ship, company and port facility security
plans and procedures
10-ensure maritime security measures are in place on board ships and ports
To achieve the above objectives
SOLAS contracting governments, port authorities and shipping companies are
required under the ISPS code to
Designate security officers in ship, port facility and shipping company. These PFSO,
SSO, CSO should implement security plans to manage any security threat.
