Abstract

The vision of Viksit Bharat-2047 is aimed to transform India into a developed nation by
leveraging cooperative federalism and a technology-driven civil service. Both state civil
services and federalism would play a crucial role in ensuring stability, integrity and
effectiveness of governance. State civil services are crucial for grassroots implementation,
while federalism ensures coordinated development, bridging policy between national goals
and local needs through good governance. Both aimed at cultivating a sense of ‘Service
Spirit’ among government officials, making them more accountable, compassionate and
solution-oriented which touches the last mile as the priorities for Viksit Bharat @ 2047. The
success of Viksit Bharat requires both competitive and cooperative federalism. Economic
competitiveness and strong fiscal relationship between the Centre and States will help to ease
of doing business and governance standards which is indeed the engine of growth and
prosperity. The growth of cooperative federalism will help to promote Centre-State
cooperation and citizen participation to build a resilient society where public services are
transparent and accessible. In this paper, an attempt has been made to assess the
performance of state civil services which are considered as the ‘Steel Frame’ in governance
in achieving the crucial components of Viksit Bharat @ 2047. The objective of the paper is
also to make an assessment on the role of federal state in the “2047 Vision” for India’s
economy to transform the country into a developed nation.
