BCBP mission is not exhausted by Chapter’s evangelizing businessmen and professionals and adding them to
their number. The mission includes also community building in the sense of assisting other groups of
businessmen and professionals to organize and over time develop into chapters. This section describes the
mechanics and procedures governing mission that lead outreach development.
1. Mission Stage
As prelude to an outreach, a new mission usually takes the form of the regular Saturday breakfast. The
“breakfast” may be held on other days, however, and even take other forms such as lunch, “merienda”
or dinner, depending on the target group.
A new mission can also be a split from the mother chapter and can start as a mission or direct to
outreach. If a direct outreach is intended, the President approves, upon endorsement of the Regional
Council Director (RCD) and Area Managing Director (AMD).
Other mission modalities or options (breakfast, lunch, dinner, "Kapihan", etc.) can also follow the
development pattern from mission to outreach to chapter. The requirements and the approval process
will be in accord with the establishment of a new mission.
New evangelization modalities that are just extension missions - be it a satellite breakfast, “Kapihan” or
dinner - will not result into an outreach or a chapter. Instead, the members may be integrated into an
existing outreach or chapter. These new modalities will fall under MEPs/special projects and be
approved by the RCD, and reported to the AMD and the President for information and record purposes.
2. Outreach Stage
The upgrading of a mission to an outreach will generally require meeting the conditions enumerated
below
When a Mission Breakfast is elevated to an Outreach, the Outreach Head becomes a member of the
Action Group of the RCD and is invited to attend the Regional Meetings.
3. Chapter hood
The authority to elevate an outreach into a chapter lies with the Board of Trustees. The Board acts upon
recommendation by the President, at the initiative of the sponsoring chapter head and the
endorsements of the RCD and AMD concerned. As a general rule, the time frame for an outreach to
become a chapter is seven (7) years from its opening as a Mission Breakfast.
B. Requirements for Opening a Mission Breakfast leading to an Outreach (Includes chapter Splits to
first open a breakfast, then an Outreach then a Chapter)
Before an area or a group may be considered for mission development, the Chapter Head through his
Mission Director needs to ascertain that the following basic requirements are present:
1. Organizing a Mission Team. With a decision to go on mission, and a mission field, a business center
identified, the chapter (or existing outreach) head forms a Mission Team of not less than seven (7) men
composed of the Mission Director, Outreach Coordinator, a tentative survey group, a Senior Leader,
documenter, the Chapter Head, etc.
2. Conduct of Preparatory Planning Sessions. The Mission Team sets a basic mission exploratory plan, to
include such activities as validation of target mission field, location profile and marketplace surveys, and
meetings with potential contacts or the core group. The plan includes team planning sessions,
orientation on the conduct of the surveys, visit to local bishop with a written request for the opening of
a BCBP Mission (An endorsement from Bishop of the Diocese of the sponsoring organization is similarly
obtained to be submitted to the local bishop), developing initial contacts, setting criteria, etc.
3. Conduct of Initial Mission Location Surveys. After the preparatory steps, a team is formed to do the
mission field and marketplace surveys and interviews to obtain info and data for determining viability
and sustainability of establishing a mission; as well as identifying contacts and getting info on possible
breakfast venues.
4. Crossroads Decision Making. After data gathering and evaluation, Mission Team makes
recommendations to Chapter Head in writing to include the market survey. In a Governance meeting
for the purpose, if conditions are favorable, Chapter Head approves planned mission. Subsequently,
confirmation of RCD is secured for the start of the mission, with information to President and AMD again
to include the written request for approval with the outreach survey.

5. Mission Planning and Implementation. Mission Team, with Chapter Head (CH) and Mission Director,
drafts a two-year framework plan (to include Guideposts to Opening an Outreach by Sadie Saguisag per
attached Annex C), and prepares corresponding budget and resource allocation. This highlights the
inaugural breakfast, and broadly schedules all the other breakfasts and BCLPs in the initial six (6)
months. After the plans and budget are done, CH endorses to Governance for consideration and
suggestions, if any. CH then approves Mission Plan and Budget in a Governance meeting. A Recruitment
and Breakfast Team is constituted to plan for deployment a month or two to target launch. This shall
include a small music ministry who can train a local group.
The men need to be oriented on the rationale for the Breakfast, and taught how to conduct an evangelistic
men’s breakfast in a way that it is welcoming to other businessmen and professionals.
a) The core group of the planned outreach needs to be taught how to evangelize and whom to
evangelize so that they bring the right men into the breakfast in line with our Vision and Mission.
b) Breakfast head need to be trained.
c) A music ministry needs to be formed. As quickly as possible the local group outreach should be able
to handle its own music requirements.
a. With the approved mission plan, mobilization for the inaugural breakfast and those that immediately
follow, is undertaken, with stress on recruitment and invitations, aligned with BCBP benchmarks. A
preliminary local core group of no less than 7- 10 couples is formed as soon as possible, and oriented
on BCBP and involved on the preparations, especially on the recruitment of targets and strategies.
b. The formal endorsement from local bishop based on the written request must have been already
secured about two (2) months of the maiden breakfast.
c. Invitations for and visits to heads of businesses, business or professional groups, identified local
leaders are to be personally undertaken by Mission Team to secure commitments.
d. Preparation for requirements like promotional activities and materials, contracted venue and
inaugural breakfast needs, program, dry-runs, etc. are initiated at least two (2) months before the
event.
2. Some Guidelines:
a.) The objectives of BCBP would best be served if the first few breakfast are Men's Breakfasts. Joint
breakfasts can be done before a BCLP. If conditions dictate, however, the initial breakfast may be
joint, provided men to women ratio is at least 1:1. Either way, invitees are to be active in business
or the professions.
c.) A "Kapihan", lunch or dinner may be resorted to in between if the conditions warrant it.
d.) An evaluation is to be done immediately after the first and all breakfasts.
D. Preparing for Community Building and BCBP Life and Mission Post Inaugural Breakfast.
1. Preparations for the subsequent breakfasts, BCLPs and Formation Programs for the first six (6) months
are set; to include schedules, sharers and assigned teams, and drive for new breakfasters, and potential
BCLP participants. Please refer to document prepared by Sadie Saguisag on Opening an Outreach or
Annex C.

a) Organization is started soon after inaugural breakfast is set, with priority for getting commitments
from participants. An initial BCLP composed of a minimum of ten (10) couples is preferred.
b) Other considerations:
• Constituting the teams for the first BCLP coming from the sponsoring chapter and
the corresponding Basic Formation program a month after the first breakfast.
• Scheduling the first BCLP within two to three months from initial breakfast, depending on
number of participants.
- An accelerated program as an option for the initial BCLPs and basic formation program.
• Flexi-teams covering the breakfasts, BCLPs and the formation program for economy, following
a multi-tasking approach.
• Organizing and scheduling the subsequent cycles of BCLPs and formation essentially follow the
initial runs.
• Leadership training for emerging local leaders, including potential AGLs
• Milestone evaluations following first BCLP and formation program.
c) Training Programs. After the first CLP, the following Training Programs should be made to empower
the BCLP graduates and give them ownership over the Mission:
• Breakfast Training to include training of emcees, music ministry, registration, program and
scripture response turn over the breakfast management to BCLP 1.
• BCLP Training for BCLP 1 as Asst. Discussion Leaders, Asst. Course Leader and BCLP Service
Team.
• Training for Speakers.
• BCBP Way of Life such as Actions Group Meetings, First Friday Mass and Teaching, Chapter
Assemblies, Breakfasts, Retreats, Fellowships, Lord’s Day Celebrations
d) Training Program after BCLP 2. Assuming there are enough participants, the Mission Team will
conduct BCBP 2 and the Basic Formation Program. After BCLP 2, the following Training Programs
should be given:
e) Organize Governance Team and discern for approval by the sponsoring chapter’s Chapter Head the
following: Outreach Head, Unit Leader/s, Breakfast Head, Music Ministry Head, Treasurer, and
Secretary. Other Governance Team members can be appointed based on the numbers.
1. The sponsoring chapter can submit for approval of the President thru the RCD and AMD, the Mission to
become an Outreach (covers chapter splits with one becoming an outreach first) under the following
guidelines:
a. Presence of trained leaders such as Outreach Head, Outreach Governance Team, Unit Leaders,
Action Group Leaders, Breakfast Head, Music Ministry Head.
b. The local leaders of the Mission Team have taken over responsibility in running the following
activities of the Mission which can be seen in their mission schedule, to wit:
c. Likewise, the local Mission has local speakers/sharers for the Breakfast and Formation Teachings
Talks.
d. The local Mission have already completed a minimum of two (2) BCLPs with a local CLP Course
Leader/s and Discussion Leaders.
e. Their tithes average can already fund the local needs of the Mission excluding fare for visiting
speakers.
f. The local Mission has a minimum membership young base of forty (40) members whose members
are growing in their personal relationship with Jesus, are missionary and evangelistic and are
“inculturated” into the BCBP Way of Life.
2. Recommending for Elevation to Outreach Status shall require the following steps:
a. Mission Team does a final review when the time for elevation is ripe, recommends accordingly. The
recommendation is accompanied by a three (3) year Outreach Development Plan (an Outreach
Roadmap) crafted with local BCBP leaders.
b. The Chapter Head makes a case for endorsement to the RCD/AMD, for approval of the President.
3. For an Outreach
a. Submission on regular Reports on the Status of the Outreach to the Chapter Head of the sponsoring
chapter and the RCD shall be made on a quarterly basis.
b. A yearly Outreach Review and Visitation (ORV) shall be made by the sponsoring chapter thru
another chapter in the region and submitted to the RCD.
The following general conditions should exist in good order before an Outreach can be established as a
chapter of the BCBP. It has as guidepost an up-to-date Outreach Development Plan (Roadmap to Chapter
hood, a copy of which is attached as Annex D).
The Outreach should have at least eighty (80) committed full members. Those who joined but are no longer
active do not count. In addition, the Outreach needs to have at least an equal number of men and women.
A majority of men is acceptable; a majority of women may be a sign that the Outreach needs more training
in evangelization and in understanding the vision and mission of the BCBP.
The Outreach must have been in operation for at least two (2) years and well-integrated into the Region. In
addition, the following should be present.
1. A well‐trained Outreach Head, who has grown in his understanding of the vision and mission of the
BCBP and shows it by consistently living out faithfully the stipulations of the commitment card of the
BCBP, and has the gifts and leadership qualities to serve as the first Chapter Head.
2. The Outreach is capable of running on its own its men’s breakfast on a regular basis (at least twice a
month) and providing well‐trained sharers from its own ranks. It can offer a well‐run BCLP and again can
provide the speakers from its own ranks together with the needed discussion group leaders.
3. The Outreach is capable of running its own Formation Program for all members including Members in
Formation, being able to provide most of the speakers from its own ranks.
4. The Outreach has well‐trained Action Group Leaders to care for new people coming into the Outreach.
5. Most important, the Outreach has shown itself capable of evangelizing businessmen and professionals
and bringing such men and their wives regularly into the Outreach where they now serve as active
members. A well‐run and successful Men’s Breakfast is a must.
6. The Outreach needs to be able to finance its own community life and mission and have been faithful in
remitting 25% of their tithe income to its Mother Chapter; with their tithe at no less P30,000 per month,
and their tithing rate at no less than 75%. (Outreaches which are independent financially from their
mother chapter as determined by the RCD and AMD, shall pay their 25% no longer to the mother
chapter but to the National office.)
7. Toward the end of its training and development the Outreach should have opened a Mission Breakfast
in a Business Center as approved by the president thru the MANCOM based on the guidelines in the
Outreach Development Manual, and have begun to help develop it into an outreach of the BCBP.
If no more Business Center is available in the region where the Outreach is located, the Outreach can
open an MEP based on the attached guidelines for Market Evangelization.
