1)What is SIR and its feature
Ans.
SIR broadly consists of Enumeration Phase; Draft Roll Publication; Claims &
Objections Phase; Final Roll Publication & Appeal period.
Key Features of SIR:
● EROs to ensure:
○ No eligible citizen is left out, while
○ No ineligible person is included.
● The Electoral Roll (ER) of last intensive Revisions have been given
probative evidence of eligibility, including presumption of citizenship.
● ERO to check eligibility of those whose details do not match from the ER
of the last SIR.
● Partially pre-filled Enumeration Form (EF) will be given to all electors.
● BLO to make at least three visits for collecting EFs.
● All electors who submit the EF will be included in the draft ER.
● In case EF is not received, elector will not be included.
● No name will be deleted from the draft Electoral Roll without giving
hearing opportunity.
● Provision of two levels of appeal (to DM/CEO) for any aggrieved party.
● New electors to submit Form 6 along with Declaration Form.
2) What is the Objective of SIR
Ans.
Objective of SIR is “to ensure every eligible Elector gets enrolled in the voter list
and no ineligible name is included”
3) Eligibility to become an Elector in India
Ans.
● Citizen of India,
● At least 18 years of age,
● Ordinarily Resident of the constituency,
● Not disqualified under any law.
4) What is the need for SIR
Ans.
● Maintaining integrity of ER is fundamental for Elections,
● SIR was a regular exercise till 2004,
● Intensive verification is warranted after 20 years due to
○ Significant changes in the electoral rolls,
○ Possibility of repeated entries due to:
■ Rapid urbanization, and
■ frequent migration for education and livelihood
● Political parties have seen raising issues of quality of Rolls,
● Removing dead/duplicate/ineligible electors.
5) Why SIR being conducted now? What is the rule
Ans.
● Electoral Rolls shall be revised before every Elections [S. 21(2)(a)].
● Revised annually as per ECI’s orders [S. 21(2)(b)].
● Special Intensive/Summary Revision
○ in such manner as ECI may think fit [S. 21(3)].

6) Is AADHAR sufficient to get yourself enrolled as Elector?
Ans.
a. The Aadhaar Card shall be treated as the 12th document, in addition to the
11 documents listed as Indicative (not exhaustive) documents
b. The Aadhaar Card is to be accepted and utilized as a proof of identity and
not as a proof of citizenship, in terms of Section 9 of the Aadhaar (Delivery of
Financial and Other Subsidies, Benefits and Services) Act, 2026.
c. Under Section 23(4) of the Representation of People Act, 1950, the Aadhaar
Card is already one of the documents enumerated for the purpose of
establishing the identity of a person.
7) Any special measures taken for particularly old, sick, PwD, poor and other
vulnerable groups
Ans.

and are facilitated to the extent possible.
