How do negative and positive liberty differ in shaping individual freedom in


modern democracies?

Why did I choose this topic?

The main reason why I decided to take up this topic is mainly because the concept
of liberty lies at the foundation of democratic societies and somehow is still yet
neglected and often debated on and at this point in time. Liberty is divided into two
types, Positive and Negative. These two types were distinguished by Isaiah Berlin;
he made a strong yet powerful framework to understand and analyse the
interpretation of freedom and how it works in a society. Negative liberty focuses on
freedom from certain interference, whereas, Positive Liberty focuses on the
freedom to achieve one’s potential. In today’s world and generation, there are
constant debates and conflicts about individual rights, state intervention and social
justice. This distinction becomes extremely relevant, which is why I was mainly
drawn towards this topic as it helps explain why and how different democracies
prioritize freedom differently. Some emphasize minimal government control, while
others focus on equality and empowerment. By studying both the forms of liberty, I
believe that I will be able to understand the distinction between both types of
liberty and how freedom is controlled in modern society.
Hypothesis: What will your project aim to achieve?

This project aims to examine the differences between Positive and Negative
Liberty and analyse how each influences the understanding and practice of
freedom in modern democratic societies. My educated guess is that while negative
liberty emphasizes the absence of any external restrictions and interference,
positive liberty focuses on the presence of opportunities and an individual’s
capacity for self actualization. Both forms of liberty focus on presences of various
opportunities and are essential but can often come into conflict when applied in
governance and policymaking.

This research will explore and understand how liberal democracies such as the
United States often value Negative Liberty protecting individual rights and limiting
state power, while on the other hand, social democracies like those in Scandinavia
emphasize political liberty, promoting equality, welfare and personal development.
The project aims to show that a successful democracy needs to strike a balance
between both ideas: ensuring citizens are free from oppression while also
providing conditions that enable them to use their freedom meaningfully.
Ultimately, this study will will demonstrate that understanding both the forms of
liberty helps explain the philosophical foundations of democracy and the
continuing debate between freedom and equality in modern politics
