Project - Count Proposal

The Project COUNT proposal aims to strengthen numeracy skills among Grades 1-3 pupils in the Philippines by addressing significant gaps identified through a Rapid Math Assessment. The project seeks to reduce the number of pupils at the intervention level from 137 to at least 30% by the 2025-2026 school year, with further reductions planned in subsequent years. A structured work plan and budget matrix are included to ensure effective implementation and monitoring of the project's activities.

Problem Statement:

Based on the Rapid Math Assessment (RMA) conducted among

primary pupils, with a total of 431 learners assessed. The results
revealed an alarming concern, as 137 out of 431 pupils were identified
at the intervention level, indicating significant difficulties in basic
mathematical skills. These results reflect gaps in number sense,
understanding of fundamental operations, and problem-solving abilities
among Grades 1, 2, and 3 pupils.

Problem Objective Statement:

To reduce the number of Grades 1–3 primary pupils at the

intervention level in mathematics

 To reduce the number of primary pupils at the intervention

level in mathematics from 137 to at least 30% by School
Year 2025–2026.
 To further decrease the number of pupils requiring mathe-
matics intervention to at least 50% by School Year 2026–
2027.
 To achieve a 75% reduction in the number of primary pupils
at the intervention level by School Year 2027–2028.

Root Cause Analysis

The gap in foundational numeracy skills arises from insufficient mastery of

basic number concepts and low confidence in problem-solving which collectively
result in difficulty understanding applying and retaining the four fundamental op-
erations in mathematical tasks.

SWOT ANALYSIS

SWOT Context

A high number of primary pupils are currently at the intervention level,

indicating widespread learning gaps that require targeted and sustained support
to address foundational academic needs.

STRENGTHS

The school has dedicated and innovative Grade 1-3 teachers who use varied
instructional strategies in mathematics. Adequate learning materials and strong
leadership support ensure effective implementation of a structured project plan,
including assessment, targeted interventions and continuous monitoring. Small
group instruction allows personalized learner support.

PROPOSED MEASURES TO SUSTAIN STRENGHTS

Dedicated and innovative Provide continuous professional

teachers implementing strategies development, peer collaboration and
recognition programs to encourage
teachers to sustain innovative and
effective teaching strategies.
Availability of instructional Ensure regular inventory, maintenance
materials and interactive learning and timely replenishment of
tools instructional materials, manipulatives

classroom instruction.
Strong school leadership support Maintain strong leadership
and commitment to improve involvement through regular
pupil’s math competencies monitoring, mentoring of teachers and
continued allocation of resources to
support programs that improves
pupil’s Mathematic competencies.

WEAKNESSES

The school faces challenges in supporting 137 out of 431 or 32% of

primary pupils at intervention level, limited time for individualized remediation,
weak foundational skills among some learners, limited teacher training in
remediation strategies and inconsistent parental support at home for
Mathematics learning.

PROPOSED SOLUTIONS FOR ADDRESSING WEAKNESSES

Large number of pupils at the Implement additional small-group

intervention level (137/431) remedial sessions, prioritize learners
requiring intensive support based on need and provide extra
support through peer tutoring or
teacher-led interventions to ensure
pupils at the intervention level receive
intensive assistance.
Limited time for individualized Adjust class schedule s to include
remediation due to class size and dedicated time for individualized
curriculum demand remediation and implement small-
group or rotational activities to
maximize teacher attention within
existing curriculum demands
Inconsistent support or Engage parents through workshops,
reinforcement at home for regular communication and home-
Mathematics learning based learning activities to strengthen
their support and reinforcement of
Mathematics learning at home

OPPORTUNITIES

The school can leverage parent and parent and community engagement,
Deped program resources, technology and gamified learning tools, teacher
collaboration and documentation of best practices to enhance Mathematics
learning teaching experience.

POSSIBLE STRATEGIES FOR ACCESSING OPPORTUNITIES

Engagement of parents and Organize regular parent and

community in supporting learning community orientations, workshops
through orientation and home- and home-based activity programs to
based activities actively involve them in supporting
pupil’s mathematics learning
Availability of Deped Programs Utilize available Deped Programs,

THREATS

Pupil’s irregular attendance, socio-economic challenges, disruption from

illness or calamities, limited budget for resources and low motivation on test
anxiety may affect the continuity and effectiveness of Mathematics learning and
interventions.

Possible disruption (illness, Develop contingency plans, including

calamities or cancellation of flexible schedules, remote learning
classes) affecting the options and alternative activities, to

instruction during disruptions
Limited budget for materials, Maximize available resources by
resources or technology needed prioritizing essential materials, seek
for innovative interventions additional funding or donations and
utilize low-cost or free technology
tools to support innovative Math
interventions

SWOT ANALYSIS NARRATIVE

The school demonstrates several strengths that supports Mathematics learning

including dedicated and innovative teachers, availability of instructional materials
and interactive learning tools, strong leadership support, a structured project
plan with clear activities and small group instructions that allows personalized
support for learners.
However, there are internal weaknesses, such as large number of pupils
at the intervention level (137 out of 431) requiring intensive support, limited time
for individualized remediation due to class size and curriculum demands, weak
foundational skills among some pupils, limited teacher training in specialized
remediation strategies and inconsistent parental reinforcement learning at home.
Externally, the school can access significant opportunities to strengthen
instruction, including active engagement of parents and the community through
orientations and home-based activities, the availability of DepEd programs and
resources, the use of technology and gamified learning tools, collaboration
among teachers, and the potential to document and replicate best practices. At
the same time, the school faces external threats, such as irregular pupil
attendance affecting learning continuity, socio-economic challenges limiting
home support, disruptions from illness or calamities, limited budget for materials
and technology, and pupils’ test anxiety or low motivation affecting participation
in interventions and assessments.
