What is a Project?
 A project is a time-bound
undertaking carried out to
create a unique service. It
combines resources and
efforts, which are channeled
into a temporary structure in
order to accomplish a
specific goal.
 It is an undertaking that
encompasses a set of tasks
or activities having a
definable starting point and
well-defined objectives.
 Community immersion in
NSTP relies heavily on the
creation of community-
based projects. Community-
based projects are activities
planned and carried out by
local people to address
needs or problems in their
community. They focus on
using local resources and
teamwork to improve
conditions and promote self-
reliance.
Community Needs Assessment
• In the formulation of a project, a
planner must take into consideration
the needs of the target clients (Needs
Assessment). The trainer, together
with the trainee, must assist the
community in identifying, analyzing
and prioritizing the needs and
concerns they must tackle.
• This process is an essential part of
project planning and proposal writing,
as it helps design interventions that
address real, current needs rather
than perceived or outdated issues.

What is a Project Proposal?
 Based on the identified needs,
projects must be made through a
proposal. A project proposal is a
guide for both trainees and trainers in
attaining tasks while they are in
community immersion. It is usually the
formal output of the planning stage
because it turns ideas and identified
needs into a written plan that can be
approved and implemented.
 It serves as a basis of designing
program of activities and key
instruments and inputs in monitoring
and evaluating the projects to be
undertaken in the community.
Purposes of Making Project Proposal in
the Light of NSTP

It guides trainees and trainers in designing a program for their clientele.

It facilitates implementation, monitoring and evaluation of the projects.

It serves as database in making reports as a requirement to the courses.

It makes work easier for it serve as reference for trainees to give the bright information
needed for the project.

It serves as a ready source of data for research work.


Parts of a Project Proposal for NSTP
Immersion Project

1. The Title. The title of the project must capture the need and present the
name of clientele to be served. It must be catchy to the readers. It must be
written in all capital letter, bold and centered.

2. Project Proponents. This part enumerates the names of persons to be
involved in the project, their year level (if trainers), rank (if trainers), contact
numbers and address or college. If there are several activities that require
several leaders in every undertaking, names must be specified per activity.

3. Implementing Units/Implementers. It must be noted that in writing this part
of the proposal, capital letters must be used to differentiate from the project
proponents.

4. Project Duration. Specify days, weeks and months needed to complete the
project. Specify when the project will commence and when it finished. Attach a
Gantt chart of activity based on the length of the project.

March 30, 2026- April 1, 2026.

5. Length of Implementation

The project shall be implemented for a total duration of three days. For the first
day, around 6–7 hours will be allotted (three hours in the morning for preparation
of the site and orientation/lecture, and another three to four hours in the
afternoon for the distribution and placement of waste segregation trash bins). For
the second day, monitoring and evaluation of the project implementation will be
conducted. For the third day, final inspection, documentation, and consolidation
of reports and outputs will be completed.
6. Objectives of the Project. The objectives of the project must be written in operational
terms on what you intend to do to solve identified problem related to the project. The
characteristics of the objectives must be specific, measurable, attainable, realistic and
time bound (SMART). State properly by using the right verbs that describe what you want
to address in relation to the underlying problems within a certain period of time. General
objectives can be framed as basis of formulating specific objectives of the project. It must
also consider the domain of learning:
cognitive (knowledge-mind)
psychomotor (skills-body); and
affective (values/behavior-heart)

The project aims to address the improper waste disposal practices of households in Barangay
Commonwealth, Quezon City by promoting awareness and encouraging active participation in
proper waste management through the implementation of OPLAN: CLEAN AND GREEN.

Specifically, it seeks to:


a. Explain proper waste segregation practices to at least 30 households within the three-day
implementation period;
b. Install waste segregation trash bins in designated areas of Barangay Commonwealth; and
c. Encourage positive environmental behavior among community members in practicing proper
waste disposal and cleanliness.
7. Project Description- The following standards must be observed in writing the
project description in facilitating the drafting of the proposal:
A. Background of the Project - This part requires at least three paragraphs that
provide a realistic background of the project describing the modifying
issues/problems that have influenced the identification of the project. You can
identify particular differences or advantages over existing projects or cite issues
in some publication as proofs of underlying problems or realistic serious or of
general occurrence.

Improper waste disposal remains a persistent environmental concern in densely


populated communities such as Barangay Commonwealth, Quezon City. Many households
lack consistent practice in waste segregation, which often results in clogged drainage
systems, unpleasant surroundings, and increased health risks. Although environmental
policies and programs are already in place, challenges in community compliance continue
due to limited awareness, weak enforcement, and established waste disposal habits. As
urban waste generation continues to increase, the need for localized and practical
interventions becomes more evident, especially in areas where community participation in
environmental initiatives remains inconsistent and waste management systems are already
strained. These conditions highlight the relevance of strengthening grassroots efforts such
as OPLAN: CLEAN AND GREEN to improve awareness and encourage proper waste
management practices…
B. Justification of the project. Discuss the importance of the prepared project
in solving or providing action to help solve existing problem inherent to the
project. Give the expected output of the project, benefits derived from it, and
most probable recipients of the project. It must be written in 3-5 paragraphs.

C. Benefits derived from project. This section should reflect the advantages or benefits
that the activity will bring about when it is implemented. If possible, it should mirror
outcomes-or the long term results that people will receive.

D. Coverage. The area or vicinity covered be the project and the type of clients
to be served should be reflected in the proposal. This gives focus to whom the
project is for and the extent of its implementation.

The project shall be implemented in Barangay Commonwealth, Quezon City and will
primarily serve the households and residents within the barangay as its main
clientele.
8. Methodology. This part cites the activities or strategies that should be undertaken
in order to achieve the objectives of the project. It should describe the general
approach of the project, agency counterpart in case of partnership, responsibilities
and obligations, manpower requirement and the manner on how the specific activity
will be undertaken if the project calls for it.

participatory approach that involves coordination with barangay officials and active engagement
of CWTS students in the planning, preparation, and execution of activities aimed at promoting
proper waste management. The project will begin with coordination and orientation, followed by

9. Detailed Budgetary Requirements. In preparation of the budget, the
budgetary requirement of all activities must be considered. The amount varies
depending on the extent of the project coverage. For more instances, the bigger
project, the larger the budget required. In many cases, budget depends on the
size of expenditures needed. Sources of fund must also be specified.

The sources of funds for the project shall primarily come from the CWTS students’ contribution and
possible assistance from the CWTS/NSTP program or partner stakeholders. These funds will be
allocated transparently and used solely for the project’s implementation to ensure efficiency,
accountability, and successful completion of all planned activities…

What is Project Management?
 Project management is the process of using the knowledge, skills, and methods to
complete a project and achieve its goals within set time, budget, and requirements. It
focuses on delivering results within agreed limits.
 It encompasses project planning, implementation, and monitoring and evaluation. After the
approval of the project proposal, implementation is carried out through project
management processes.
Waterfall vs. Agile Project Management
1. Waterfall- The traditional
approach involves a linear, step-
by-step process that follows a
predefined plan — with little
deviation or change — and is best-
suited for projects with a clear
scopes and well-defined timelines.
The basic model includes
initiation, planning, execution,
monitoring, and closure phases.
When using this approach, it’s
essential to define the scope and
project requirements at the start
of the project.
Waterfall vs. Agile Project Management
2. Agile- this approach is iterative
(i.e., repetitive), flexible
approach that emphasizes
collaboration, continuous
feedback, and rapid delivery of
working software or other project
deliverables. Agile projects are
broken down into small,
manageable pieces called sprints.
During each sprint, the project
team works to complete a set of
project deliverables that are
reviewed and refined at the end of
each sprint.
Waterfall or Agile?
SCENARIO 1: A film production team
shoots and edits scenes in small batches,
regularly reviewing footage and making
adjustments to the story, pacing, or
acting based on feedback. They
continuously refine the film throughout
production until the final cut is approved.

SCENARIO 2: A construction company


builds a house by first completing the
design, then finishing the foundation,
followed by the structure, and finally the
interior work. Once each phase is
completed, they move forward without
returning to previous stages for changes.
Waterfall or Agile?

SCENARIO 3: In a CWTS clean and green


project, the team first conducts a needs
assessment, then creates a proposal, and
waits for approval before implementation
begins. Once the trash bins are installed
and the project is finished, no changes
are made to the original plan.
Components of Project Initiation in
Project Management:
1. Goals – The overall purpose or desired outcome of the project.
2. Scope- The boundaries of what the project will and will not
cover.
3. Deliverables- The specific outputs or results produced by the
project.
4. Success Criteria – The standards used to determine if the
project is successful.
5. Stakeholders- The individuals or groups affected by or involved
in the project.
6. Resources – The materials, money, and manpower needed to
complete the project.
SITUATION

Imagine you are an operations manager working with a community cooperative that manages a
local public market. With a maximum budget of ₱150,000, you are assigned to develop and implement a
simple inventory and supply tracking system to help small vendors manage their products more
efficiently. The system should allow vendors to record their daily inventory and enable cooperative
officers to monitor product availability across different stalls.
The project will focus solely on inventory and supply tracking and should not affect other cooperative
services such as savings programs and loan services.
Before beginning the project, you meet with market vendors, cooperative officers, local
community leaders, and a volunteer IT team to discuss the project and gather their input. During these
meetings, you organize your ideas by identifying the key project components requested by stakeholders.
In addition to the set budget, these include:

-- Full vendor participation is required, with a target of 100% system adoption within the next
nine months
