What is P.D. 1096?
The primary law ensuring the safety, health,
and welfare of the public through building
standards.

Jurisdiction: Applies to all public and private


buildings.
Goal: To provide a uniform standard for design,
construction, use, and maintenance.
Enforcement: Managed by the Building Official
under the DPWH.
Building Permits
Requirement: No building can be started without a
permit (Section 301).
Key Requirements:
Technical plans (Architectural, Civil/Structural,
Electrical, Mechanical, Sanitary).
Lot ownership documents.
Exemptions: Traditional indigenous dwellings
(costing < ₱15,000).
LIGHT AND VENTILATION
(RULE VIII)
Habitable Rooms: Minimum 6.00 sq. meters with a
least dimension of 2.00 meters.
Ceiling Heights:
2.70 meters for the Ground Floor (Natural
Ventilation).
2.40 meters for Air-conditioned rooms.
Window Openings: Must be at least 10% of the total
floor area of the room.
Fire-Resistive Requirements
Fire Zones: Classifies areas based on fire risk (Non-
Restrictive to Highly Restrictive).
Firewalls:
Must have a 2-hour fire-resistance rating.
Must extend 0.30 meters (300mm) above the
roofline.
Egress: Strict rules for exits, stairways, and corridors
to ensure safe evacuation.
STRUCTURAL & ANCILLARY CODES
The Building Code is an "Umbrella" that references:
NSCP: For earthquake and wind load
calculations.
PEC (Philippine Electrical Code): Standards for
wiring and power electronics.
Mechanical / Plumbing Codes: Rules for
elevators, HVAC, and water systems.

Mandatory accelerographs for tall buildings.
Green Building Compliance: New standards for
