TOPIC: Promoting Global Disarmament via Nuclear Weapon ban Treaty

Calls upon all Member Recognizing the pressing need for concreted global efforts to address the
formidable challenges posed by the existence, proliferation, and potential use of nuclear
weapons,
Acknowledging the catastrophic consequences of nuclear conflict and the paramount importance
of preventing such devastation,
Reaffirming our commitment to the principles and purposes of the United Nations Charter,
including the preservation of international peace and security,
Emphasizing the fundamental role of disarmament, arms control, and peaceful conflict resolution
in achieving global stability,
Acknowledging the significance of confidence-building measures, transparency, and cooperation
among nations as essential elements of nuclear disarmament,
Affirming the importance of strengthening existing agreements, frameworks, and international
organizations dedicated to disarmament and non-proliferation,
Taking into consideration the imperative of promoting a No First Use (NFU) policy as a
confidence-building measure to reduce the risk of nuclear conflict,
1. Establishes the right implementations of CTBT to oversee the implementation of this
treaty, ensuring transparency, accountability, and compliance by;
A. Calls for the establishment of clear and robust consequences, including sanctions,
for states found in violation of the Comprehensive Nuclear-Test-Ban Treaty
(CTBT), with the aim of deterring non-compliance and ensuring the treaty's
effectiveness;
B. Encourages the CTBT Organization (CTBTO) and its Preparatory Commission
to work closely with member states in developing guidelines and protocols for
the implementation of these consequences, ensuring transparency, fairness, and
adherence to international law;
C. Reiterates the importance of CTBT and its role in nuclear disarmament;
2. Emphasizes the importance of disarmament and the reduction of nuclear weapons to
ensure global security and peace;
A. Emphasizing the importance of disarmament and the reduction of nuclear

B. Urges nuclear-armed states to regularly report their progress on nuclear
disarmament efforts to the international community, fostering transparency and
trust among nations;
C. Requests the United Nations to establish a dedicated forum for nuclear-armed
states to engage in sustained and constructive dialogue, exchange best practices,
and address concerns related to disarmament and non-proliferation;
3. Calls upon the international community to address and eliminate the perceived
discriminatory aspects of the NPT by;
A. Supporting the expansion of NPT membership to include all states possessing
nuclear weapons, provided they commit to disarmament and non-proliferation
goals, rejecting any discriminatory criteria for membership;
B. Encouraging dialogue and engagement with non-signatory states to the NPT to
promote nuclear disarmament, fostering constructive discussions within and
outside the NPT framework;
4. Reiterating the fundamental principle of the United Nations Charter that all states,
whether possessing nuclear weapons or not, should enjoy the right to live in peace
and security without the threat of the use or the use of force;
A. Urges all nuclear-armed states to commit to a policy of no-first-use of nuclear
weapons, pledging not to use nuclear weapons against non-nuclear-armed states
under any circumstances;
B. Calls on all states to engage in dialogue and diplomacy to resolve conflicts and
disputes, emphasizing peaceful means of conflict resolution, and discouraging
the use of nuclear weapons as a means of coercion or aggression;
C. Affirms that the proliferation of nuclear weapons and the threat or use of nuclear
force against non-nuclear-armed states are contrary to the principles of the United
Nations and international law, and should be condemned and prevented;
5. Recognizes the importance of achieving nuclear disarmament in a manner that does
not unduly burden the economies of nuclear-armed states; Acknowledging the
complex economic implications associated with the reduction of nuclear arsenals;
Hereby Proposes the Following Amendment to the TPNW; Amendment Article;
A. Helps parties of the Treaty on the Prohibition of Nuclear Weapons (TPNW) shall
establish a Nuclear Disarmament and Economic Stabilization Committee with
the primary objective of facilitating the gradual and responsible reduction of
nuclear arsenals of nuclear-armed states while minimizing adverse economic
impacts;
B. Recognizes The Nuclear Disarmament and Economic Stabilization Committee
shall consist of representatives from nuclear-armed states, non-nuclear-armed
states, and international experts in disarmament, economics, and related fields;
C. Recognizes nuclear-armed states shall submit regular reports to the Committee
outlining their progress in implementing nuclear disarmament measures and the
associated economic adjustments;
D. Calls upon to cooperate with relevant international organizations, such as the
United Nations and the International Atomic Energy Agency, to ensure the
responsible management and verification of nuclear disarmament processes;
6. Recognizes the importance of preventing the proliferation of nuclear weapons and
ensuring the safe and peaceful use of nuclear energy;
A. Calls upon all new countries that seek to develop nuclear weapons to submit to
the authority and oversight of the United Nations (UN) for the purpose of
preventing nuclear proliferation;
B. [Link] all new countries that intend to use nuclear energy for peaceful purposes
to adhere to guidelines and standards established by the International Atomic
Energy Agency (IAEA), with a focus on transparency, safety, and non-
proliferation;
C. Invites the international community to engage in diplomatic efforts aimed at
promoting disarmament, confidence-building, and cooperation with new
countries in their pursuit of peaceful nuclear energy programs, while
safeguarding against proliferation risks;
7. Calls all Member States to actively engage in diplomatic efforts for global nuclear
disarmament,
8. Emphasizes that political will and dialogue are essential for success;
9. Encourages investment in research and development of advanced nuclear
reprocessing technologies, which can substantially reduce the volume and
radioactivity of nuclear waste;
10. Promotes the adoption of these technologies for the peaceful recycling of
nuclear materials;
11. Calls upon all nuclear-armed states to commit to a gradual and verifiable reduction
of their nuclear arsenals with the goal of achieving a substantial reduction in the total
number of nuclear weapons in their possession;
12. Recognizes the imperative to prevent the proliferation of weapons to terrorist
organizations and to maintain international peace and security;
A. All countries subject to this Disarmament Resolution shall be prohibited from
knowingly and intentionally selling, transferring, or otherwise providing
weapons, ammunition, explosives, or related military equipment to any
organization or entity recognized as a terrorist organization by the United
Nations or relevant international bodies;

catastrophic consequences of the use of nuclear weapons;
A. Affirms the adoption of a No First Use (NFU) policy by all states possessing
nuclear weapons, whereby they commit not to use nuclear weapons as a means
of initiating or escalating hostilities in any conflict;
B. Clarifies that under this NFU policy, the sole purpose of nuclear weapons is to
deter the use of nuclear weapons by others and to provide a credible and
effective response in the event of a nuclear attack;
C. Encourages nuclear-armed states to communicate their NFU policy clearly and
transparently to the international community, including their intended
commitment to avoiding the use of nuclear weapons in non-nuclear conflicts;
D. Calls upon all states to engage in dialogue and diplomacy to promote mutual
understanding and build trust around NFU policies, thereby reducing the risk of
nuclear miscalculation and ensuring global peace and security.
