II. Program Background and Rationale

The Five-day Training Program focuses on the advancement of teachers’ competencies and
knowledge on the compulsory topics that are deem needed to cope up with the emerging
challenges that the recent situation and the changes made in the landscape of the entire
education system. With the current situation, it is imperative for decision-makers and goal-
setter to not deter on the threat imposed by the health crisis without compromising the

minimum health standards set by the authorities. As what our beloved DepEd Secretary have
told, “education must continue” and so, it is also our duties to continue the programs of the
department like the advancement of teachers’ professional development.
In line with the DepEd Order No.022, s. 2022 (Amendment to DepEd Order No. s. 2022), the
selected facilitator will conduct a School-Based In- Service Training for teachers on February 2 -
8, 2022. This five-day session aims to further expand the participants’ skills and knowledge on
different digital teaching materials, systems and approaches that are useful in delivering
quality instruction. It envisions developing the teachers’ effectiveness amidst this pandemic
time. For some schools whose internet connections are poor, the teachers will have to join to
other schools with good internet connections. The aforesaid In-Service Training for Teachers is
not only for their Personal and Professional Development but for the reason they are required
to focus on the School-Based INSET and ensure that all necessary outputs or required actions
shall be undertaken especially on the registration set up by the Central Office. Safety
protocol is encouraged to be followed.

This program serves as an avenue to retool teachers on the things with great importance
and with severity in the conduct of their functions as teachers. In addition, teachers will be
engaged with the different academic pursuit that will sharpen their skills and knowledge on
different digital teaching materials, systems and approaches that are useful in delivering
quality instruction.

Being competent and well-performing teacher is one of the most important resources in
any educational institution. The teacher is considered the professional agent and the most
directly responsible person in the process of learning; he is the one in charge of
making/helping students learn and benefit or suffer from the quality of his teaching. That is
why Teachers’ professional training and professional development is a necessary ingredient to
support innovative and beneficial teaching. Thus, this training is designed.

This INSET is an output- based, teachers are required to prepare and submit their outputs
on time. Therefore, meals and snacks of the participants of the Five- day School -Based In-
Service Training for Public School Teachers will be served on their respective schools/ venues.
Hence, meals which include lunch (80.00), two snacks (70.00) and transportation expenses of
participants whose residences are located at least 15 kilo meters away from the training
venues shall be charged to the School MOOE Funds subject to the usual accounting and
auditing rules and regulations.

End of Program Outputs:

By the end of the session component, the participants would produce the outputs
required by the training team which are essential in teaching and useful in delivering
quality instruction during pandemic time.

Outcomes/Success Indicators:

The program outcome is at least to:

1. Learn/ understand to make a Concept Paper, Summative Test, item analysis and
intervention.
2. Evaluate the implementation of Teachers and review of the Performance of Teachers.
3. Teachers learn to integrate grammar into lesson.
4. Understand approaches which are communicative and pedagogical.

III. Program Description :

This is School – Based In – Service Training for Teachers to be conducted by the School Head

among all public school teachers in the Department of Education, Philippines. The Consuelo
National High School teachers of the District of San Francisco, Division of Cebu Province will be
participating to School – Based In – Service for Teachers conducted by School Head and Master
Teacher.

The School – Based In – Service Training for Teachers will also use the DepEd Professional
Development Learning Management System (PD-LMS) to assess the participants and shall
follow the “ No Output, No Certificate Policy”

This five-day session aims to further expand the participants` skills and knowledge on different
digital teaching materials, systems and approaches that are useful in delivering quality
instruction.

The 31 teachers of Consuelo National High School and 1 School Head will be participating in
the School – Based INSET and are recipient of the various learning opportunities which aims to
advance their competencies and skills that will enable them to help learners, address every
potential challenges that might come along in their journey of achieving quality education.

Purpose/s:

The “School - Based In-Service Training for Public School Teachers” is a


training for all public elementary and secondary teachers of the Department of Education
which whom San Francisco 1 District teachers will be participating. Thus, making them
advocates ready to initiate/support in the full implementation BE-CLP.

Terminal Objectives:

By end of the program, the participants will be able to:

1. Learn/ understand to make a Concept Paper, Summative Test, and Writing Personality
Communication by correcting Grammar errors and give feedbacks.
2. Evaluate the implementation of Teachers and review of the Performance of Teachers.
3. Teachers learn to integrate grammar into lesson and comprehend the causes and effect
in reading.
4. Understand the two approaches which are communicative and pedagogical.
