2.1 Assumptions and dependencies
A number of assumptions and dependencies, listed below, have been made in producing this
proposal.

■ We have proposed high gain antennas as requested by the customer. In most

circumstances, it is unnecessary for near-field working at airports, as it results in
increased interference and desensitisation of the receivers. Moreover, the weight
and dimensions of the high-gain antennas introduce complexities during
installation. Park Air usually recommend standard dipoles for this application,
appropriate coverage analysis can be offered upon request
■ It is assumed that equipment will be installed in an environmentally managed
equipment room with sufficient capacity for the system described in this
document
■ Unless explicitly stated otherwise, it is assumed that appropriate power and
communication line interfaces will be available in the same room as the
equipment is installed
■ It is assumed that supply of DC battery backup system is the responsibility of the
prime contractor.
■ It is assumed that the customer has supplied all relevant information on the RF
environment on-site and that no further sources of interference are present
■ It is assumed that, with 2 dB filter insertion loss, the distance between transmit
and receive antennas is assumed to be no less than 5m vertically to avoid
interference issues based on the frequencies known so far. As all channel
frequencies are not available at this stage, specific co-location analysis is not
conducted at this stage and further analysis can be done once all the frequencies,
antenna positions and types are finalised
■ It is assumed that no more than 5 carriers are used in each offset carrier system.
The T6 is a professional air traffic control transceiver compliant with ICAO Annex
10 requirements, and its frequency stability is compliant with ICAO requirements
for 2, 3, 4 and 5-offset carrier applications.
■ It is assumed that radios' IP interfaces are used for RCMS purposes and
connection to the new VCCS (Main and Fallback) at ATCC/HCM and new VCCS at
AACC/HCM
■ It is assumed that radios' 4-wire interfaces are used for connection to the old
VCCS at AACC/HCM
■ Our proposal includes layer-2 Ethernet switches at radio sites; any kind of
ethernet switches and associated cabling and accessories at VCCS sites (ATCC
HCM and AACC HCM) do not form part of Park Air's offer and is assumed to be
the responsibility of the prime contractor /others

Project number: Technical Description

44092-C1752-A Issue 1
COMMERCIAL IN CONFIDENCE Page 17 of 45
■ It is assumed that all fibre optic equipment (if required) and associated cabling
between radio sites and the VCCS sites is the responsibility of the prime
contractor /others
■ Routers, Firewalls and related ancillaries for interconnectivity between the radio
stations and the VCCS sites do not form part of Park Air's offer and is assumed to
be the responsibility of the prime contractor /others
■ It is assumed that any 4-wire to IP /IP to 4-wire gateways required for connecting
the offered radios to the old VCCS at AACC/HCM are existing/responsibility of the
prime contractor/others
■ Any external delay units (offset device) are not considered as there is adjustable
receive and transmit audio delays (adjustable upto 500ms) built in the Park Air T6
radios. In case of ED137-VoIP interface the offset is achieved through the
dynamic delay compensation (DDC) mechanism governed by the ED-137 VoIP
standard which is supported by our radios. However, the Best Signal Selection
(BSS) should be performed by the VCCS
■ It is assumed that no redundant MARC server is required as clarified by the
customer
■ Only standard antenna brackets are included, any special
brackets/mounts/antenna mount fabrication works are excluded from our scope
of supply as the site details are currently unknown
■ It is assumed that the existing infrastructure i.e., buildings, mast, AC/DC power
distribution, grounding system will be used (or provided by the prime
contractor/others)
■ It is assumed that installation of antennas is the responsibility of the prime
contractor/others
■ As RF feeder cable lengths are unknown, we have considered 10m of RG214
Flexible cables and 100m of 7/8" helical feeder cables for each antenna at all sites
■ It is assumed that all required test equipment is supplied by the prime
contractor/others
■ Park Air's scope of supply is as listed in the commercial offer accompanying this
technical proposal. Any additional equipment and services that may be required
due to unforeseen circumstances will be subject to separate quotation
■ This proposal is based on information provided by the customer regarding project
requirements. The actual solution and associated costs may change once all
project elements are finalised or negotiated

- A professional air traffic control transmitter compliant with ICAO Annex 10,
Eurocae ED-137 A/B/C and related ITU standards. Radio parameters are
fully compliant with relevant ETSI EN 300 676 clauses. Carrier power output
adjustable from 5 to 50 Watts in 1W steps. Installed with AM-voice mode
for operation at 25 kHz and 8.33 kHz channel spacing. Frequency stability
compliant with ICAO requirements for 2, 3, 4 and 5-offset carrier
applications. The audio/control interface comprises 600 Ω balanced audio
lines with PTT signalling being configurable for all types of E&M signalling.
Further specifications can be found in Section 4
Park Air T6-RV Receiver (118-137 MHz)

- A professional air traffic control Receiver compliant with ICAO Annex 10,
Eurocae ED-137 A/B/C and related ITU standards. Radio parameters are
fully compliant with relevant ETSI EN 300 676 clauses. Installed with AM-
Voice mode for operation at 25 kHz and 8.33 kHz channel spacing. The
audio/control interface comprises 600 Ω balanced audio lines with squelch
signalling being configurable for all types of E&M signalling. Further
specifications can be found in Section 4
All other proposed ancillary equipment such as cavity filters, antennas and feeder cables are
from high quality manufacturers that Park Air have used over many years.

Please find below assumed high-level schematic illustrating network connectivity between a
radio site and VCCS/RCMS site:

Project number: Technical Description

44092-C1752-A Issue 1
COMMERCIAL IN CONFIDENCE Page 19 of 45
Fig.1 High-Level Schematic illustrating Network connectivity between Radio and VCCS/RCMS sites

At each radio station, the system will provide the required number of VHF radio channels
using Park Air T6 VHF transmitters and receivers in main and standby configuration. The
main and standby radios at each station connect to VCCS Main and VCCS Fallback (at
ATCC/HCM) simultaneously via redundant networks.

The offered radios also provide 4-wire and IP interface (VoIP ED137) to VCCS at AACC HCM
and RCMS data to MARC server located at ATCC/HCM.

Any external delay units (offset device) are not considered as there is adjustable receive and
transmit audio delays (adjustable upto 500ms) built in the Park Air T6 radios. In case of
ED137-VoIP interface the offset is achieved through the dynamic delay compensation (DDC)
mechanism governed by the ED-137 VoIP standard which is supported by our radios.
However, the Best Signal Selection (BSS) should be performed by the VCCS.

3.1.2 Interfaces

Park Air T6 radio comprises the following interfaces as standard:

- Audio lines (Audio + PTT/Squelch)

- Facilities (general purpose outputs, including a Ready output)
- RF (2 ports)
- Ethernet (3 individually-addressable interfaces)
- Microphone
- AC and DC power sockets

The RF ports are 50Ω N-type female, and the microphone/headset interface is a self-locking
5-way Lemo port. All other interfaces, excluding those for AC/DC power, are presented as
RJ45 ports.

For this project, the IP interfaces on each radio is utilised for RCMS purposes and connection
to the new VCCS (Main and Fallback) at ATCC HCM and new VCCS at AACC/HCM as
illustrated in Fig.1 above. This same interface is used to access the built- in web server for
each radio, which is used for setting the fixed audio delays.

Aruba 6000 24G 4SFP (R8N88A) Layer 2 switches, two (02) per cabinet are offered for
consolidating the IP interfaces from each of the radios and providing IP interfaces to VCCS
sites.

The analogue audio connectors are utilised on each radio for connection to the existing VCS
at AACC/HCM. This interface includes a programmable fixed delay which can be utilised
instead of external hardware.

3.1.3 Main/Standby Radio switching

A fully redundant Main and Standby system is proposed. The standby sub-system will be
configured in the same manner as the main sub-system to provide the requested number of
VHF channels. Main/Standby radio selection is assumed to be controlled by VCCS.

3.1.4 Redundant Power

Park Air T6 Radios are designed for both AC (99-264V/47-63Hz) and DC (21.6V-32VDC) power
inputs. When both sources are connected, the AC will act as the primary supply and the DC
as the backup. If the AC power is removed, the radios will automatically switch to the DC
supply without interruption. The removal of AC source will be reflected in the radios' service
status. When the mains supply is restored, the radios will automatically switch back to the
AC supply and will also return to full health status.

Project number: Technical Description

44092-C1752-A Issue 1
COMMERCIAL IN CONFIDENCE Page 25 of 49
The offered cabinets are equipped with DC-AC inverter that automatically activates in the
event of an AC mains power failover. This ensures continuous operation of the Ethernet
switches. The DC battery backup system is assumed to be the responsibility of the prime
contractor.

3.1.5 RF and Antenna System

Each radio is connected to the individual antenna via single cavity filter. The cavity filter
outputs are to be connected with RG214 flexible co-axial cable within the building to
connect to an in-line co-axial lightning protection device installed at the point where the
antenna feeder exits the building. External to the building, the connection to the antenna
will be via low loss, helical co-axial cable.

We have proposed following type of antennas to meet the RFP requirements detailed in
Section 2 above:

RFQ requirements Proposed Antenna Types

Directional Antenna VHF, gain ≥ 5dBd S.M2.127

Directional Antenna VHF, gain ≥ 8dBd S.M4-127

Omnidirectional Antenna VHF, gain ≥

S.M4-127
3.5dBd

Directional Antenna VHF, gain ≥ 3.5dBd S.M2-127

Omi directional Antenna VHF, gain ≥5dBd S.M4.127

Please refer to supporting documents for more details on the proposed antennas.

We have proposed high gain antennas as requested by the customer. In most circumstances,
it is unnecessary for near-field working at airports, as it results in increased interference and
desensitisation of the receivers. Moreover, the weight and dimensions of the high-gain
antennas introduce complexities during installation. Park Air usually recommend standard
dipoles for this application, appropriate coverage analysis can be offered upon request

4.2 T6 Radios
The T6 Radio is the latest evolution in the Park Air range of professional ground to air ATC
radios. It sets new standards for providing high levels of safety, efficiency and performance
in a compact unit. Scalable, flexible and secure, the T6 Radio ensures robust and future-
proof voice and data communications for years to come.

The Park Air Sapphire portfolio contains a full range of T6 VHF Transmitters, Receivers and
Transceivers for both civil and
military settings. Each model
has all of the features
expected from a professional
ATC voice and data radio. The
T6 Radio range has the
flexibility to operate in any
ATC scenario. This includes
country wide networks,
international airports and
regional airports.

All of this is integrated into the smallest, lightest package Park Air has ever produced.

4.2.1 Summary of benefits

Excellent RF performance

Small installations The RF performance of the T6 radio allows installation in

congested RF environments with the use of fewer and smaller RF
ancillaries.

Strong interference Strong or nearby transmissions and noise have much less effect
immunity on the reception of distant or weak signals than in other systems.
This allows transmit and receive sites to be installed closer
together.

Continuous The T6 radio allows continuous transmission when switching

operation between AC and DC power sources. This provides reliability where
power supplies are less stable.

Unrivalled connectivity

Multiple ground Analogue, E1 (optional), and IP networks can all connect and
network interfaces operate with a single radio simultaneously for redundancy of
telecoms networks. This also assists in the staged transition of
systems between digital IP and E1 or analogue systems.

Flexible Including integral RF/line changeover and external changeover

main/standby units for high availability applications.
features

Intelligent built-in- The T6 radio continually monitors its own environment and
test performance. If an issue is detected but operation is still possible,
the radio enters a 'reduced service' state and alerts the operator
with diagnostic information to prevent a loss of service. Where a
radio returns to normal operating condition, full operation will
resume.

Connectivity and expansion

Low operating costs Lower equipment room running costs are provided by our most
efficient radio and reduced thermal output from the system.

Low maintenance Reduced frequency of preventative maintenance visits, full

costs feature monitoring and control, and remote software updating
lead to lower maintenance costs.

Appendix A Cyber Security Recommendations
Based on the United States of America’s National Institute of Standards and Technology
(NIST) standards, Park Air recommends the use of the following steps to reduce the risk from
cyber threats:

1.C hange the default password on your equipment. Default passwords must be
changed on all equipment and accounts during installation.
2.M aintain a password management policy. Passwords must obey the rules set in
your password management policy.
3.D o not share accounts between users. All accounts must be unique to an
individual.
4.B ackup data on a scheduled or regular basis.
5.B ackup the configuration of each piece of equipment on a scheduled or regular
basis. Keeping a backup of the configuration helps to minimise downtime if a
piece of equipment is compromised or fails.
6.T est backups to make sure they work and you have the data and configurations
you need.
7.K eep the Windows™ firewall on and limited to only the ports and Internet
Protocol (IP) addresses you need open. Opening ports which are not required will
expose services to attack.
8.K eep equipment physically secured. This prevents access to equipment by
unauthorised persons and must include secure rooms and disabling of unused
ports and interfaces.
9.K eep backup media secure. This must include both physical security, such as fire-
proof storage in an off-site location, and cyber security, such as password
protection or encryption.
[Link] stall an anti-malware solution. This will help prevent system damage from
viruses or malware.
[Link] stall updates for your Operating System (OS). Keep your OS up to date to make
sure you have the latest protection against security threats. Updates must be
installed on a frequent basis to limit the risk of attacks.
[Link] ep your applications up to date to make sure you have the latest protection
against known security threats.
[Link] ep an up-to-date record of your network configuration to help restore it
quickly in the event of equipment compromise or failure.
[Link] t an automatic lock or log of equipment when not used for some amount of
time. This will prevent unauthorised persons from gaining access while
equipment is unsupervised.
