The aim of this document is to detail the technical solution offered as part of the bid for the
Air Traffic Control Centre (ATCC) Ho Chi Minh City project. This technical description covers
details of the system level solution, datasheets for the included equipment and background
technical information that has informed design decisions.
Park Air Systems Limited (Park Air) is pleased to offer the Sapphire range.
The aim of Sapphire is to optimise the customer's experience. The result is a coherent and
unified collection of system components, backed up by a tailored suite of support services.
From radios, controllers and filters to headsets and antennas, the Sapphire portfolio includes
everything required for ATC communication systems. Just as importantly, the Sapphire
components are designed to integrate perfectly for stress-free implementation and
operation.
- Park Air T6 VHF radios utilise modern electronics and DSP technologies and are
developed with secure software methodology in mind to achieve Eurocae ED-109A Software
Assurance Level 5 (AL5)
- The T6 radios have enhanced security features, which include SNMP v3 and the
option to enable/disable ports and protocols on demand to protect radio assets against
cybersecurity threats
- The T6 radios provide three IP/Ethernet ports, which are individually configurable
and compliant with the latest Eurocae ED-137C specifications
- The T6 radios allow up to ten (10) VoIP/SIP sessions without procuring any
additional licence. The T6 also allows four (4) ED-137 recorder sessions, ten (10) RCMS
connections and four (4) NTP server connections
- The T6 radios allow remote maintenance access via a secure web interface (using
HTTPS). The web access feature allows detailed configuration and management of the
radio’s parameters
- The T6 radios allow remote firmware upgrade using standard Web Browser (HTTPs)
interface. The radio’s memory bank can hold two versions of the firmware at one time. This
allows the operational radios to be tested with the new firmware/patches on site in safe
manner
- The T6 radios support G.729 codec and automatic simultaneous call transmission
detection features. These features are available as options and can be added at any time via
web browser access
- The T6 radios are backwards compatible with the T6 Series 2 and so allows seamless
connections with existing Park Air S4 Remote Controller and MARC Server
- The T6 radios can store 100 frequency pre-sets in ICAO frequency display format and
the frequency pre-sets are identified as 'Pre-set 1' to 'Pre-set 100'. By default, all frequency
pre-sets are set to 118.000 for the VHF radios
- The T6 radio’s HMI front panel displays major parameters settings such as
Loudspeaker/Headset volume, Channel spacing, Reference frequency, Carrier offset,
transmit output power, Modulation depth, transmit automatic level control, receive audio
AGC, Squelch option, Receive squelch level, Active inactive control Simultaneous Call
Transmission (SCT) detection (option), IP address (for LAN 1, 2 & 3), Subnet mask (for LAN 1,
2 & 3) and default gateway
- Intuitive user interface is available with high resolution OLED graphical display, main
rotary input control, context-specific soft buttons, indicator icons and visual indications of
radio activity
- The T6 radios are compatible with semantic software versioning for major, minor
and patch updates
- Park Air follows, and is certified to, the ISO 27001 Information Security Management
standard. This provide further assurance that stringent processes are in place to develop our
products and systems in a secure and safe environment
- The T6 radios reduce operational and maintenance costs with lower overall power
consumption as well as with a service interval period of 10 year
- The T6 radios are designed for continuous operation (24 hours a day and 365 days in
a year) with environmentally managed equipment room/s with sufficient capacity for the
system described in this document
Remote control and MARC Server Remote Control & Monitoring System (desktop
management mounted) including 24" LCD monitor with integral speaker,
system (RCMS) mouse, keyboard, printer is offered for monitoring and control of
the offered radios
Park Air T6 radios comply with all relevant international standards (i.e., ICAO, ETSI,
EUROCAE) and meets the customer requirements as stated in the RFP document. The
following VHF Transmitters and Receivers from Park Air Sapphire range are proposed for this
project:
- A professional air traffic control transmitter compliant with ICAO Annex 10,
Eurocae ED-137 A/B/C and related ITU standards. Radio parameters are
fully compliant with relevant ETSI EN 300 676 clauses. Carrier power output
adjustable from 5 to 50 Watts in 1W steps. Installed with AM-voice mode
for operation at 25 kHz and 8.33 kHz channel spacing. Frequency stability
compliant with ICAO requirements for 2, 3, 4 and 5-offset carrier
applications. The audio/control interface comprises 600 Ω balanced audio
lines with PTT signalling being configurable for all types of E&M signalling.

Park Air T6-RV Receiver (118-137 MHz)
- A professional air traffic control Receiver compliant with ICAO Annex 10,
Eurocae ED-137 A/B/C and related ITU standards. Radio parameters are
fully compliant with relevant ETSI EN 300 676 clauses. Installed with AM-
Voice mode for operation at 25 kHz and 8.33 kHz channel spacing. The
audio/control interface comprises 600 Ω balanced audio lines with squelch
signalling being configurable for all types of E&M signalling. Further
specifications can be found in Section 4
All other proposed ancillary equipment such as cavity filters, antennas and feeder cables are
from high quality manufacturers that Park Air have used over many years.
Please find below assumed high-level schematic illustrating network connectivity between a
radio site and VCCS/RCMS site:
At each radio station, the system will provide the required number of VHF radio channels
using Park Air T6 VHF transmitters and receivers in main and standby configuration. The
main and standby radios at each station connect to VCCS Main and VCCS Fallback (at
ATCC/HCM) simultaneously via redundant networks.
The offered radios also provide 4-wire and IP interface (VoIP ED137) to VCCS at AACC HCM
and RCMS data to MARC server located at ATCC/HCM.
Any external delay units (offset device) are not considered as there is adjustable receive and
transmit audio delays (adjustable upto 500ms) built in the Park Air T6 radios. In case of
ED137-VoIP interface the offset is achieved through the dynamic delay compensation (DDC)
mechanism governed by the ED-137 VoIP standard which is supported by our radios.
However, the Best Signal Selection (BSS) should be performed by the VCCS.
The proposed schematic and cabinet layout for the transmitter and receiver sub-system for
Quy Nhon VHF radio communication system is illustrated in following sub sections

The RF ports are 50Ω N-type female, and the microphone/headset interface is a self-locking
5-way Lemo port. All other interfaces, excluding those for AC/DC power, are presented as
RJ45 ports.
For this project, the IP interfaces on each radio is utilised for RCMS purposes and connection
to the new VCCS (Main and Fallback) at ATCC HCM and new VCCS at AACC/HCM as
illustrated in Fig.1 above. This same interface is used to access the built- in web server for
each radio, which is used for setting the fixed audio delays.
Aruba 6000 24G 4SFP (R8N88A) Layer 2 switches, two (02) per cabinet are offered for
consolidating the IP interfaces from each of the radios and providing IP interfaces to VCCS
sites.
The analogue audio connectors are utilised on each radio for connection to the existing VCS
at AACC/HCM. This interface includes a programmable fixed delay which can be utilised
instead of external hardware.
A fully redundant Main and Standby system is proposed. The standby sub-system will be
configured in the same manner as the main sub-system to provide the requested number of
VHF channels. Main/Standby radio selection is assumed to be controlled by VCCS.
Park Air T6 Radios are designed for both AC (99-264V/47-63Hz) and DC (21.6V-32VDC) power
inputs. When both sources are connected, the AC will act as the primary supply and the DC
as the backup. If the AC power is removed, the radios will automatically switch to the DC
supply without interruption. The removal of AC source will be reflected in the radios' service
status. When the mains supply is restored, the radios will automatically switch back to the
AC supply and will also return to full health status.
Each radio is connected to the individual antenna via single cavity filter. The cavity filter
outputs are to be connected with RG214 flexible co-axial cable within the building to
connect to an in-line co-axial lightning protection device installed at the point where the
antenna feeder exits the building. External to the building, the connection to the antenna
will be via low loss, helical co-axial cable.
We have proposed following type of antennas to meet the RFP requirements detailed in
Section 2 above:

We have proposed high gain antennas as requested by the customer. In most circumstances,
it is unnecessary for near-field working at airports, as it results in increased interference and
desensitisation of the receivers. Moreover, the weight and dimensions of the high-gain
antennas introduce complexities during installation. Park Air usually recommend standard
dipoles for this application, appropriate coverage analysis can be offered upon request
The MARC (RCMS) application is installed on supplied server located in the ATCC HCM site.
The MARC system provides monitoring and control of all compatible Park Air equipment in
the entire system. MARC Server will notify the user of reduced service state so that any
issues can be rectified early.

Excellent RF performance
Strong interference Strong or nearby transmissions and noise have much less effect
immunity on the reception of distant or weak signals than in other systems.
This allows transmit and receive sites to be installed closer
together.
Unrivalled connectivity
Multiple ground Analogue, E1 (optional), and IP networks can all connect and
network interfaces operate with a single radio simultaneously for redundancy of
telecoms networks. This also assists in the staged transition of
systems between digital IP and E1 or analogue systems.
Configurable access The T6 Radio provides fully configurable access control to services
from each port. This allows the Radio to be configured to match
your network security philosophy.
Intelligent built-in- The T6 radio continually monitors its own environment and
test performance. If an issue is detected but operation is still possible,
the radio enters a 'reduced service' state and alerts the operator
with diagnostic information to prevent a loss of service. Where a
radio returns to normal operating condition, full operation will
resume.
Low operating costs Lower equipment room running costs are provided by our most
efficient radio and reduced thermal output from the system.
Simple fault Maintenance visits require less time due to an equipment MTTR
diagnosis of less than 15 minutes and ease of fault diagnosis using the radio
BIT function.

Having Park Air R4 as part of the ATC infrastructure provides peace of mind and easy
