ABOUT THE ROLE
We are looking for a Senior Java Engineer to join a strategic enterprise platform programme based in Dubai,
UAE, within a leading government entity. You will be working at the core of a sophisticated event-driven
orchestration platform — one that manages complex business rule evaluation, stateful workflow processing,
and high-volume asynchronous event handling across a large-scale ecosystem of integrated systems.
This is not a typical application development role. You will be working with enterprise middleware, rules
processing frameworks, and event-driven architecture — requiring both deep Java engineering capability and
the intellectual curiosity to master specialised runtime environments.
WHAT YOU WILL BE DOING
• Designing and implementing rule functions and rule conditions that evaluate real-time business events
against configurable policy definitions
• Building and maintaining event processing components — consuming, transforming, and routing events
across an enterprise message bus
• Working with stateful object models — understanding how concept instances are created, modified, and
persisted through event-driven transitions
• Contributing to rule authoring workflows — translating business requirements into structured rule logic
with clearly defined triggers, conditions, and actions
• Collaborating with solution architects and business analysts to ensure rule implementations accurately
reflect governed configuration — not hardcoded assumptions
• Participating in the design and maintenance of the working memory model — understanding how fact
objects and their relationships are managed at runtime
• Debugging and performance-tuning complex rule execution flows, including forward-chaining inference and
priority-based rule firing sequences
• Writing clean, testable Java to extend and customise framework behaviour where the platform's native
tooling requires it
WHAT WE ARE LOOKING FOR
Core Java Engineering — Non-Negotiable
• 5+ years of strong, production-grade Java development
• Solid understanding of object-oriented design — classes, inheritance, encapsulation, polymorphism; you
think in objects, not just scripts
• Comfortable with Java Collections, concurrency, threading models, and memory management
• Experience with event-driven or message-driven architecture — JMS, queues, topics, publish/subscribe
patterns
• Ability to write and interpret rule-like conditional logic — if/then structures, priority hierarchies, conflict
resolution between competing conditions
• Experience integrating Java applications with enterprise middleware or messaging platforms (e.g.
ActiveMQ, IBM MQ, RabbitMQ, or similar)
Conceptual Alignment — Critical for Onboarding Success
The following conceptual areas are central to the platform environment you will be operating in. We will
assess your understanding of these — and your ability to reason through them — even if you have not used
the specific tooling before:
• Event-condition-action (ECA) paradigm — how events trigger rule evaluation, how conditions filter
applicability, how actions produce side effects
• Working memory / fact models — understanding mutable state held in a runtime container and how rule
engines reason over it
• Forward chaining inference — how a rules engine propagates changes through a fact network, and the
implications for rule ordering and conflict sets
• Stateful vs stateless processing — when to hold state across events vs process each event in isolation
• Rule prioritisation and agenda management — how competing rules are ordered and which fires when
multiple conditions are satisfied simultaneously
• Concept modelling — mapping business entities to typed, property-rich objects that a rules engine can
reason over
• Separation of rule logic from application code — the principle that business rules should be
externalised from procedural code and managed as first-class artefacts
Nice to Have
• Exposure to any BRMS (Business Rules Management System) — Drools, IBM ODM, Pega, or
equivalent
• Experience with CEP (Complex Event Processing) frameworks or stream processing (Kafka Streams,
Flink, Esper)
• Familiarity with XML-based rule authoring formats or domain-specific rule languages
• Experience in a government or enterprise platform programme with formal architecture governance

correctness and architectural integrity matter more than speed of delivery.
