1. This memorandum presents a Problem Determining Report focusing on the
challenges encountered in the investigation of the murder of Pedro, which
involves an unidentified suspect and unresolved ballistic evidence.
2. The primary issue identified in this case is the inability of investigators to match
the recovered shell casings to a specific firearm due to the absence of the
weapon, combined with the lack of eyewitness accounts, limited surveillance in
the area, and insufficient physical evidence, all of which contribute to the difficulty
in identifying the suspect responsible for the crime.
3. As a result of these limitations, the investigation process is significantly delayed,
thereby hindering the immediate resolution of the case and the delivery of justice
for the victim.
4. Additional information may be obtained through continued investigation, evidence
re-evaluation, and coordination with other law enforcement units to identify the
suspect.

Dumingag, Zamboanga del Sur, mostly during nighttime.
2. Incident occurred in poorly lit areas, and stolen items include mobile phones,
cash, and other personal belongings.
3. Witnesses reported seeing unidentified individuals roaming suspiciously prior to
the incidents.
4. Investigation is still ongoing, and no suspects have been identified still of this

1. On or about April I to April 5, 2026, the performance of Police Personnel in
responding to theft incidents in the Municipality of Dumingag, Zamboanga del
sur was evaluated, based on reports and patrol activities conducted within
identified high-risk areas.
2. Police Officers responded to reported incident and conducted regular patrol
operations in identified high-risk the municipality.
3. Response time was generally acceptable; however, delays where noted in
certain cases due to limited personnel and resources.
4. Patrol visibility was not consistent in all affected areas, indicating the freed for
improved deployment and coordination among responding units.
