OBSERVER AND MICRO-OBSERVER
• Observers have a very crucial role to play in the
conduct of an independent, free and fair election.
• Micro Observers are deployed where necessary in
order to strengthen the system of observation.
• Micro Observers would directly work under control
and supervision of the General Observer.
• The AC wise deployment of MO has already happened
• Exact polling station would be given to MO on the day
of departure.
• The micro-observers will be separately dropped to their
destinations.
MICRO-OBSERVER
• MO shall reach the PS one hour before the poll start
time, i.e. at 6.00 am
• If for certain reasons, it is not possible for MO to reach in
time, he should reach the PS on evening of previous day.
• All MO’s shall be given identity card by the DEO for
access to PS.
• Clustered polling stations will have one MO instead of
one MO per polling station.
• The MO will oscillate between assigned PS at frequent
intervals.
• General Observer will be in touch with MO for their
requirements relating to their PS
DO’S AND DON’T FOR THE MICRO OBSERVER
• Micro Observer is only an observer and is not a
member of polling party.
• They will not travel with polling party; they can
travel with the Sector Officers.
• Shall carry the communication plan from RO of
Constituency.
• MO will submit report on all the activities of poll
day of the assigned PS to Observer.

DUTIES OF P.O. 1
• P.O.1
• In-charge of Marked Copy of Electoral Roll.
• Responsible for identification of Electors.
• In-charge of ASD & Vulnerable Voters list.
• MO to ensure that Marked copy is correctly
marked.
• MO to ensure that identification of electors is in
accordance with the ECI guidelines.
• MO to ensure that guidelines for recording
voters from ASD list are followed.

• In-charge of Form 17A.
• In-charge of Indelible Ink.
• MO to ensure that the recordings on 17A are
correctly done.
• Indelible ink is applied as per the ECI guidelines.
OTHER DUTIES
• MO to ensure that the secrecy of voting is
maintained.
• MO to make observation on the conduct of the
polling agents and their complaints, if any.
• MO to immediately report to the observer in
case of any violation of poll procedure.
REPORTS
• MO to prepare reports in prescribed format and
hand over the envelope containing these reports
to General Observer in person at the Collection
centre.

• Reports of Micro-Observer along with scrutiny of
Register 17A may be taken into consideration for
taking a decision of re-poll.

Micro-Observers Report on Poll Day
(CHAPTER 13, PARA 13.44.1)
1. Whether mock poll has been conducted in presence of micro Observer? -

2. Whether data of mock poll from the Control Unit was cleared and the EVM
count was set to zero after the mock poll and before the beginning of real
poll? - Y/N.
3. How may polling agents and of which political party, were present during the
mock poll?
4. Whether Basic Minimum facilities were available at the polling station?
5. Whether more than one polling agent from the same political party were
present inside the polling station at any time?
6. Whether polling agents were allowed to note the serial numbers of balloting
unit and control unit and green paper seal?
7. Whether the entry pass system was enforced properly? Whether any
unauthorized person was inside the polling station at any point of time?

8. Whether marking of indelible ink on left forefinger was done properly?
9. Whether the identification document particulars were being filled up
meticulously in Register of Voters (Form 17-A)?
10. Whether the list of votes issued with Postal Ballot was available with the
Presiding Officer & Polling Agents? Did any person already issued Postal
Ballot appeared to vote again in person?
11. Whether events are recorded from time to time as and when they occur in
the Presiding Officer Diary?
12. Whether the Presiding Officer or Polling Officer was going towards voting
compartment or giving any undue instructions to the voters?
13. Whether the scrutiny of voters in the Absentee, Shifted and Duplicate list
was done meticulously by the Presiding Officers in accordance with ECI
Guidelines?
14. Whether copies of accounts of votes recorded in Form-17C have been given
to the polling agents?
