A RESOLUTION CONSITITUTING THE BARANGAY DISASTER RISK REDUCATION AND
MANAGEMENT COMMITTEE OF BARANGAY _____, ZONE _____, DISTRICT____, MANILA
WHEREAS, the Barangay ____, Zone____, District____, Manila desire to strengthen
its resiliency against natural and human-include hazards by providing innovation,
policy, framework, and strategies encapsulating Disaster Risk Reduction and
Management (DRRM) by having engagements and partnership to Civil Society
Organizations that can further increase the coping capacity and disaster
preparedness of the barangay;
WHEREAS, Article II, Section 16 of the Philippine Constitution provides that the state
shall “protect and advance the right of the people to a balance and helpful ecology in
accord with the rhythm and harmony of nature”;
WHEREAS, Section 34 of Republic Act No 7160 otherwise known as the local
Government Code of 1991, provides the local government units (LGU’s) shall
promote the establishment and operation of Non-Government Organizations
(NGO’s) and People’s Organization (PO’s) to be come partners in the pursuit of local
economy;
WHEREAS, Pursuant to Republic Act 10121 otherwise known as the “Philippines
Disaster Risk Reduction Management Act of 2010” It is the policy of the state to
develop, promote, and implement a comprehensive National Disaster Risk
Reduction and Management Plan (NDRRMP) that aims to strengthen the capacity of
local government unit;
WHEREFORE, upon motion which was duly seconded and concurrence of the
majority of the of the present Sangguniang Barangay Members, it was
RESOLVED to revitalize the Barangay Disaster Risk Reduction and Management
Committee (BDRRMC) with following priority function:
- To reduce the damage cause by natural hazard like earthquakes and floods
through an ethics of prevention.
- To identify, assess and manage the hazards, vulnerabilities and risk that may
occur during and after disaster
- To identify and implement cost-effective risk reduction measures and others
relevant strategies
- To disseminate information and raise public awareness about those hazards,
vulnerabilities, and risk.
RESOLVED Further that the official composition and organization, and the specific
function in managing the operation of Barangay Disaster Risk Reduction and
Management Committee (BDRRMC) shall be:
THEREFORE, I, ___________________, Chairman of the Barangay ____, Zone __,
District ____, Manila by virtue of the power vested in me by 1987 constitution, the
Local Government Code of 1991, and existing laws, herby order the constitution of
the Barangay Disaster Risk Reduction and Management Committee (BDRRMC):
Section 1: Composition and Organization. To effectively pursue the objectives of
this resolution, there is a need for barangay to clearly establishment lines of
succession and redefine function of the existing BDRRMC;

Section 2: Responsibilities and Functions. A side from the applicable function under
Section 6 of the RA 10121. The BDRRMC shall also be charged with the following
functions:
1. Approve, monitor, evacuate, and implement the Barangay Disaster Risk
Reduction and Management Plan (BDRRMP) consistent with the Manila
Disaster Risk Reduction and Management Plant (MDRRMP) and other
national plans;
2. Ensure the integration of Disaster Risk Reduction and Climate Change
Adaption into local development plans;
3. Recommended the implementation of forced and pre-emptive evacuation of
local resident in times of calamities, if necessary; and
4. Convene once every three months or as my deem necessary; and
5. Facilitate the implement of projects and assist the City of Manila in term of
disaster preparedness and capacity-building strategies.
NOW THEREFORE, for and consideration of the foregoing, the Barangay
Sanggunian establishes the BDRRMC of the Barangay ____, Zone ____, District
____, Manila.
