International Public Sector Accounting Standards
The primary objective of International Public Sector Accounting Standards (IPSAS) is to
establish a global framework for financial reporting in the public sector, aiming to
improve transparency, accountability, and comparability across countries. Their main
functions include developing and maintaining public sector financial and sustainability
reporting standards, and raising awareness and promoting the adoption and
implementation of these standards.
Objective of IPSAS:
IPSAS aims to improve the quality of general purpose financial reporting by
public sector entities, leading to better informed assessments of the resource
allocation decisions made by governments, thereby increasing transparency and
accountability. This objective is to be delivered by developing and maintaining
IPSAS and other financial reporting guidance, and by raising awareness and
adoption of accrual-based accounting in the public sector
Functions of IPSAS
i. Facilitate high-quality financial reporting:
IPSAS aims to ensure that financial statements are reliable, relevant, and comparable,
allowing users to assess the financial performance and position of public sector
entities.
ii. Strengthen public financial management globally:
By establishing a common framework, IPSAS helps countries improve their public
financial management practices, leading to better resource allocation and utilization.
iii. Enable accountability:
High-quality financial reporting allows users, including citizens, to hold governments
and other public sector entities accountable for their stewardship of public resources.
iv. Promote sustainable development:
IPSAS also includes standards for sustainability reporting, helping public sector

for developing and revising IPSAS standards.
