Abstract

This study examines the use of a cantilever retaining wall as a flood mitigation measure along the Lalud River in Calapan City, Philippines, addressing the area's vulnerability to seasonal floods. The design adheres to national and international engineering standards, ensuring stability against various loading conditions. The findings suggest that the design not only provides structural protection but also enhances local flood monitoring and disaster preparedness, making it a viable model for similar regions.

Abstract

The Philippines, a familiar face, and a regular customer or what some Filipino called “suki” to a

typhoon render it highly vulnerable when flooding because of its geographic location especially when

there is near water. This study investigates the benefits of a cantilever retaining wall as a flood mitigation

measure along the Lalud River in Calapan City, Oriental Mindoro—an area frequently impacted by

seasonal floods. The design complies with the National Structural Code of the Philippines (NSCP, 2015)

and the American Association of State Highway and Transportation Officials Load and Resistance Factor

Design (AASHTO LRFD) specifications. It considers critical loading conditions, including lateral earth

pressure, hydrostatic and hydrodynamic forces, surcharge loads, and seismic activity. Engineering

analysis was conducted using ASDIP Retain v5.5.2 software, supplemented by manual calculations and

Excel-based modeling. The structural system was assessed for stability against sliding, overturning, and

bearing capacity failure. Findings indicated that while the initial base width was insufficient, the

incorporation of a shear key significantly improved sliding resistance. The final design met all safety and

structural requirements. In addition to its primary function, the retaining wall also serves as a water level

marker, contributing to local flood monitoring and early warning systems. This dual-purpose approach

enhances community resilience and disaster preparedness. The study concludes that the proposed design

offers a viable and replicable model for flood control infrastructure in similarly vulnerable regions,

providing both structural protection and environmental monitoring capabilities.
