METHOD STATEMENT – MV PANEL
COMMISSIONING
1. Purpose
To define safe procedure for testing and commissioning of Medium Voltage (MV) switchgear
panels.
2. Scope
Applicable for MV panels (e.g., 11kV / 33kV) including inspection, testing, protection checks,
and energization.
3. Responsibilities
Electrical Engineer: Overall responsibility
Supervisor: Execution
Technicians: Testing
Safety Officer: PTW, LOTO, PPE
4. Tools & Equipment
IR Tester, Primary/Secondary Injection Kit, Multimeter, CT Analyzer, Breaker Timing Kit
5. Safety Requirements
PTW, LOTO, PPE, arc flash protection, barricading. Refinery: gas test, fire extinguisher,
coordination.
6. Procedure
6.1 Visual Inspection
Check panel alignment, damage, labeling, busbar condition, cleanliness.
6.2 Mechanical Checks
Breaker operation (manual/electrical), interlocks, racking mechanism.
6.3 Insulation Resistance Test
Busbar to earth, phase to phase, cables.
6.4 HV Testing (if applicable)
Hi-pot test as per standard.
6.5 Protection Testing
Relay settings, secondary injection, trip checks.
6.6 CT/PT Checks
Polarity, ratio, wiring verification.
6.7 Functional Checks
Breaker open/close, indication, alarms.
6.8 Interlock Checks
Ensure mechanical & electrical interlocks working.
6.9 Pre-Energization
All tests OK, protections active, clearances obtained.
6.10 Energization
Energize panel, monitor voltage, abnormal sound, indications.
6.11 Post-Energization
Check load current, voltage balance, temperature.
7. Acceptance Criteria
All tests satisfactory, no abnormality.
8. Emergency Procedure
Trip breaker in case of fault, inform control room, follow safety protocol.
9. Documents
Test reports, relay settings, approvals.
