Preambulatory Clauses

Acknowledging that civilians constitute the majority of victims in modern conflicts,

Recognizing that traditional UN peacekeeping mandates are insufficient to


address today’s complex and fast-changing crises,

Recalling UN Security Council Resolutions 1265 (1999) and 1894 (2009)


emphasizing the protection of civilians and accountability in peacekeeping
operations,

Expressing concern over the growing challenges faced by peacekeepers in volatile


regions such as the Sahel, Sudan, and the Democratic Republic of the Congo
(DRC),

Affirming the importance of youth participation in peacebuilding, early warning,


and humanitarian programs,

Recognizing that veto power should not prevent urgent humanitarian action
where civilian lives are at immediate risk,

Reaffirming the commitment of all Member States to the principles of SDG 16 —


Peace, Justice, and Strong Institutions,
RESOLUTION

Operative Clauses

1. Calls upon the Secretary-General to review and update UN peacekeeping


mandates to ensure faster and stronger protection of civilians in volatile
regions;

2. Encourages the development of specialized training, communication tools,


and modern equipment for peacekeepers, including community engagement
and youth participation programs;

3. Requests the establishment of independent monitoring and investigation


teams to examine incidents of civilian harm, promote transparency, and
ensure justice for victims;

4. Urges permanent members of the Security Council to exercise restraint in


the use of veto power in humanitarian crises, ensuring that lifesaving action
is never delayed;

5. Supports the creation of a Peacekeeping Cooperation Office (PCO) under


the Department of Peace Operations to coordinate between the UN, African
Union (AU), and Southern African Development Community (SADC) for
region-specific strategies;

6. Encourages Member States to invest in youth-led peacebuilding projects


through a UN Youth Peace Fund managed jointly by UNDP and local partners
to support early-warning systems, mediation, and peace education;

7. Calls for annual reporting to the Security Council on the effectiveness of


peacekeeping operations, civilian protection measures, and youth
engagement initiatives, including best practices and lessons learned;

8. Reaffirms the Security Council’s dedication to promoting peace, justice, and


strong institutions through reformed peacekeeping, accountability, and
meaningful youth empowerment.
