A widespread women’s movement is changing the image of 21st-century India.
Discriminated against from birth, and even before they are born, Indian women are
beginning to reclaim their place in this society. Stories such as that of Savita, a nine-
year-old girl who is forced to marry, may seem to come straight from the Middle
Ages, but they are everyday occurrences in India. Women’s unions, micro-credit
systems and private struggles to ensure that the untouchables will be considered
people are more active than ever in 2004, the International Year of the Indian Woman.
(0:36) Two thousand years ago, the legislator Manu defined the role of women in Indian
society. (0:42) A woman first should be cared for by her father, then by her husband, and
when she grew old, (0:47) by her male children. (0:49) She was expected to marry.
Her parents would arrange her marriage as well as the dowry, (0:54) the goods that would be
handed over to the husband. (0:57) Prohibited since 1961, this custom is still deeply
entrenched in society, (1:02) perpetuating a situation of dependence. (1:06) Today, many
women are breaking this circle of submission.
(1:10) Women who abandon well-known positions to protect biodiversity, (1:14) who
denounce a system which permits discriminatory traditions, (1:17) who create intelligent
strategies so that other women can have a future worthy of them, (1:23) creating close ties of
sisterhood. (1:27) Women, and also men, who decide to fight for the rights of those excluded
from the system. (1:32) Men, who because of the experiences of their mothers, sisters,
daughters, or wives, (1:37) understand their pain.
(1:38) All of them are a part of a plural and dynamic movement, (1:41) a network that crosses
borders and takes strength from Shakti, (1:45) female creative energy, the ancestral Mother
Earth, (1:48) the strength of the universe itself, (1:51) the heart of this struggle to change the
world into a better place. (2:06) 31 years back, I was born in a village called
Kalamati. (2:14) I was meant to be a priest or work at my family's field, but I refused.
(2:22) I wanted to get education. (2:25) In my village, when someone gets education, he
leaves. (2:33) My point was different.
(2:36) I wanted to be educated and then educate the people and show them (2:43) how to
fight for their rights. (2:52) My name is Subhash Mahapatra. (2:55) I founded the
organization called Forum for Fact Finding, Documentation and Advocacy.
(3:02) It stands for no fear and no tear in India. (3:11) Child marriage is a crime in
India. (3:14) In 1929, the British ruler enacted a law called the Child Marriage Restriction
Act.
(3:23) But after 74 years of that law and more than half a century of Indian
independence, (3:32) the child marriage still practices going on. (3:36) And the marriage age
is from two years to 15 maximum. (3:41) More than 30 million children get married every
year in India.
(3:51) This practice is most frequent in the states of Rajasthan, Chhattisgarh,
Bihar, (3:57) Madhya Pradesh, Andhra Pradesh, Tamil Nadu and Kerala. (4:01) However,
according to the organization FFDA, (4:04) these marriages are not recorded as child
marriages. (4:07) There are layers of complicated bureaucracy in which everyone gets
something, (4:11) a spider web in which the children, the true victims of this tradition, are
trapped.
(4:17) In April 2002, Subhash Mahapatra contacted the organization Human Rights Law
Network (4:23) and submitted the results of years of research, a complete database on child
marriage, (4:28) which he and a large group of female volunteers had put
together. (4:32) The organization's lawyers set to work immediately. (4:36) With this
material, they could file a public interest suit with the Indian Supreme Court.
(4:41) The court's response was conclusive. (4:44) They declared that there was sufficient
cause to admit the suit. (5:09) According to the religious tradition, (5:17) a woman should get
married before the age of 12.
(5:25) This is the religious belief. (5:29) What is this red thing? (5:36) Show me. (5:37) Show

(5:40) What is it? (5:41) Vermilion. (5:42) Vermilion? (5:43) Why do you apply it? (5:45) To
get married. (5:47) To get married? (5:48) For 12 years, (5:51) according to the religious
belief, (5:56) girls stay away from their maternal duties.
(6:03) Before the maternal duty is fulfilled, (6:13) a girl is married. (6:17) This is given
special importance in our religion. (6:30) When did you get married? (6:33) Two years ago.
(6:35) Two years ago? (6:36) Really? (6:37) At the age of 11 and 12, (6:40) even the sex
organs like uterus and vagina are not so mature (6:45) as compared to a lady of 19 to 20 years
or more. (6:50) And mentally, they are not prepared for such kind of
activities. (6:55) Sexually, they are not prepared for such kind of activities.
(6:58) Usually, they are coming very late to us. (7:01) They come at the age of 13 or 14
years. (7:05) But they are already married, they have a child in their lap.
(7:08) So we cannot do much for them. (7:10) Because if we see any child marriages
happening in front of our eyes, (7:14) then we can report to the police and the thing can be
hushed up and then can be stopped. (7:19) But after the marriage is over and they already
have a baby, (7:22) then it is very difficult for us to face them.
(7:25) There was a survey conducted by UNICEF in 1999 (7:29) where they had given three
main reasons for child marriages. (7:34) They had said that dowry, the dowry
system. (7:37) A girl's father was quoted to say that (7:40) he could get his three minor
daughters married off at the ages of 3, 7 and 10 respectively (7:47) for the amount of 6,000 or
7,000 rupees.
(7:50) But if she went on to study or became a little older, (7:54) as in 17 or 18 years old, he
would have to spend three times that amount. (7:58) Also, the second reason they said was
that if at the age of puberty, (8:04) when she enters puberty, a girl gets tainted through
external factors, (8:09) then nobody would marry her. (8:11) She would carry that stigma.
(8:15) And of course, the main reason is illiteracy and lack of awareness. (8:29) I don't have
money for my studies. (8:32) Who? (8:33) My father.
(8:35) Your father? Why? (8:37) Don't you have a brother? (8:38) I have. (8:39) How old is
he? (8:41) He's younger than me. (8:43) Younger than you? Does he go to
school? (8:45) And don't you have money for your brother? (8:48) He's younger than me, he's
studying.
(8:51) Oh. (8:53) Child marriage is not a single issue. (8:56) It is related to poverty, related to
slavery, related to class.
(9:10) If they will go to the school, they will be educated. (9:14) They will not serve the
landlords and rich people. (9:50) I am doing this for the higher education of my children.
(10:01) I want them to get a PG or a diploma. (10:08) I want them to get married at the age of
28, 31 or 32. (10:50) Because it is illegal.
It is not in the interest of the children and women. (10:56) A girl who gets married at a tender
age of 7, 5 or anything below 18 years old, (11:05) first of all there are wide implications.
There is no childhood.
(11:09) A girl who is married off at 18 without a proper ceremony. (11:13) Initially we
observed the ceremony of Gauna where the girl, (11:16) even though she was married young,
she lived with her parents till she entered puberty. (11:21) And thereafter she moved to her
matrimonial house.
(11:25) But in these states of Chhattisgarh, the girl child is married off (11:32) and
immediately she moves to her matrimonial home. (11:36) And what happens from then
onwards is, she is more like a chattel. (11:40) She is a part of the house but only her
contribution to the house is domestic work for free, (11:50) sexual slavery.
She is used physically and sexually by all male members of the house. (12:00) Married too
early, when their bodies are not yet prepared (12:03) and their minds do not understand what
is happening, (12:05) these children see their childhood nipped in the bud. (12:09) Like cut
flowers they will never complete their cycle.
(12:12) The girls die young, victims of premature pregnancy. (12:15) The life expectancy for
women does not reach 45 years. (12:19) Abandoned, worn out before their time, their aged
young bodies serve as a mute accusation.
(12:26) FFDA affirms that both police officers and other officials earn money by looking the
other way. (12:31) The solution is not to arrest the illiterate parents, (12:34) but to assign
responsibility so that the true guilty parties pay, (12:39) so that sexual relations with minors
within marriage is considered rape, punishable by prison. (13:32) Why? (13:37) Because I
am small.
(13:41) Childhood of the Indian children is lost. (13:48) Even in my case it was lost and it is
stolen. (13:52) Stolen by the traditional beliefs, imposing education (13:57) and so-called
socio-cultural context of Indian situation.
(14:05) So we want to say, we want to educate them that they are not meant to be
abused. (14:12) They are not meant to suffer. (14:48) What is Seva? (14:50) Structurally it is
difficult to describe Seva.
(14:55) It is like a banyan tree. (14:57) Have you seen a banyan tree? (14:58) So it's a tree,
it's a very Indian tree, you know, of the fig family. (15:06) It has its branches and those
branches again go down to the earth and take roots (15:12) and then they spread, they spread
and spread.
(15:16) And the beauty of it, the charm is that even if you cut anywhere, it doesn't
die (15:25) because it always sucks the life from other branches, from other
leaves. (15:34) So that is how the structure of Seva is. (15:39) The self-employed women's
association, Seva, (15:42) originated as part of the workers' movement founded by Gandhi in
1917.
(15:48) At that time Elaben Bhatt was a young lawyer working for the textile
union, (15:51) getting an up-close look at the work of thousands of unprotected independent
workers (15:56) who earned a measly pay but survived. (15:59) These women survived on a
couple of rupees a day with no legal or official recognition. (16:06) Elaben decided to
unionize them.
(16:09) Seva was officially registered in April 1972, (16:12) despite the skepticism of
government officials. (16:15) Today, with more than 700,000 members, it is the largest union
in India. (16:31) Seva pioneered a system of micro-credits.
(16:34) The organization has a bank, offers insurance to members (16:37) and carries out a
number of campaigns, (16:39) all designed to improve the economic and social status of
associates. (16:44) But why only women? (16:47) Women because women are poorer than
poor men. (16:54) And to remove poverty, women's active involvement, participation is very
important.
(17:04) Without women's participation, poverty cannot be removed. (17:10) 80% of women
in India are rural, poor, semi-illiterate, illiterate and economically active. (17:23) So it is
these women who should be playing a leading role in the women's movement of India.

want to be a member of Seva.

private moneylenders and wholesalers, (19:50) and including her husband or grown-up
son. (19:55) Here is her own cooperative bank where she is responsible (19:59) for the loss
and for the profit of the bank.
(20:03) And the profit, fortunately, except the first year, (20:07) it was no profit, no
loss. (20:09) From the next year until now, that is 30 years, (20:13) they had made surplus,
and that profit has been shared (20:16) through dividend. (20:18) They are getting 15%
dividend every year.
(20:22) So that is how the system has been changed in the sense (20:27) that the poor can
save, (20:30) the poor who are considered unbankable are bankable. (20:52) My dream is to
save money. (20:56) I want to buy a house.
(20:59) That is my dream. (21:14) Always our main thrust is employment. (21:19) So
whatever campaign or whatever we see, (21:22) our first consideration is the woman and her
economic status.
(21:36) Forest campaign. (21:38) We have been involved with the members who
are (21:41) small forest produce gatherers and firewood pickers. (21:48) We had surveyed
and studied their problems.
(21:53) Mainly that their life and their livelihood (21:56) totally depends on the
forest. (22:01) The forest department sees them as exploiters. (22:18) We get employment
only for 10-15 days a season.
(22:22) We don't have time to take care of our house. (22:26) That is why we don't have any
children. (22:32) I am a farmer.
(22:34) Before I was not a farmer, (22:37) but now I am the owner of the forest
department. (22:50) To be alone for a poor person (22:59) makes them live in a very
vulnerable position. (23:04) Those who have a little bit of asset (23:06) are able to fight
vulnerability slightly better (23:11) than those who are totally assetless.
(23:14) I am a farmer. (23:14) So generating asset in her own name, woman's
name, (23:20) that brings a tremendous shine in her eyes (23:29) and a
confidence. (23:32) And it takes time.
(23:34) But that process is what I call empowerment. (23:42) Sewa's priorities are work,
food, clothing and a decent home. (23:46) Then comes education.
(23:49) With undeniable common sense, (23:51) the organization's results
translate (23:53) into providing a license to create a future, (23:56) a better
reality. (23:58) The secret lies in an intelligent strategy (24:01) to change society from the
very center of the system. (24:05) One example is the case of the Dayans.
(24:07) Traditional midwives who care for women in rural areas (24:11) and who are paid
one-tenth of what a hospital receives. (24:15) Dayans had no official recognition and barely
survived. (24:20) Sewa offered training, (24:21) obtained a government identity card for
them (24:23) and provided materials for their work.
(24:26) Today, these barefoot doctors, as they are called in the villages, (24:30) perform their
jobs with full recognition. (24:38) My name is Poonambian Dalpatbhai Vaghela. (24:41) I am
from Ghadi Nagar, Taluka district.
(24:43) I have been working as a Dayan for the last 15 years. (24:46) If there is a decent
house, (24:48) we are given a bus fare, (24:50) 100 rupees, (24:52) and if not, (24:54) we are

(25:34) So we try to combine our strengths together (25:38) and make a dent into the
decision-making level. (25:42) My village name is Ranbhai Bhenrao. (25:46) I am from
Taluka, Santalpur district.
(25:49) I used to live in Sewa. (25:50) Before that, I used to live in this district. (25:52) Now
I live in the 4th district.
(25:54) I am a chief labourer. (26:00) Why not a gum collector be the president of
Sewa? (26:04) Because no woman in Sewa is identified (26:08) as a widow or deserted or
divorced (26:13) or prostitute or destitute (26:16) or belonging to that community or this
religion (26:21) or speaking that language. (26:23) We are all workers.
(26:34) And it's sort of Gujarat-Maharashtra border. (26:38) Fifteen years ago, Dr. Vandana
Shiva, (26:41) a philosopher and physicist specializing in nuclear energy, (26:44) worked for
the Indian government. (26:46) She was asked to carry out a study of the Dehradun
Valley, (26:49) the place where she had been born.
(26:51) In the course of her research, (26:53) Dr. Shiva confirmed the
deforestation (26:54) taking place in the region (26:56) and learned of the Chipko
movement, (26:59) a women's movement dedicated to protecting the forests (27:02) which
were threatened by the timber industry. (27:05) These women became famous for hugging
the trees (27:07) to prevent them from being felled. (27:10) Vandana Shiva decided that she
had to take sides, (27:13) and she did so in defense of nature, (27:15) in defense of
biodiversity.
(27:18) I guess I've been an activist all my life. (27:21) Anyone who has a
conscience (27:22) can't but be an activist to engage in (27:26) preventing
injustice, (27:28) preventing destruction of nature. (27:30) Anyone who cares will do
something.
(27:32) To be an activist is to act. (27:34) And in a world of destruction and
injustice, (27:36) to not be an activist is to accept injustice as the norm, (27:40) which means
to kill your conscience. (27:43) I think anyone who is not an activist today (27:48) is
accepting violence, (27:51) is accepting exploitation.
(27:56) In recent years, a current of thought and action (27:59) has spread throughout the
planet. (28:02) Eco-feminism. (28:04) Dr. Shiva is a noted theorist of this
movement, (28:07) which proposes a philosophy of life, (28:09) a way of understanding the
world from a non-violent standpoint, (28:12) from a respect for all life forms.
(28:17) Eco-feminism is a struggle. (28:18) It's a struggle of the millions of
women (28:21) who have said, (28:22) you cannot log these forests, they're destroying our
lives, (28:25) and hug the trees. (28:27) The women of these mountains are the ones who
taught me ecology.
(28:30) They taught me eco-feminism. (28:31) And they came out and hugged the trees and
said, (28:33) no, you'll kill us before you kill our trees. (28:36) For me, eco-feminism is the
struggles of the women in the coastal areas (28:40) who lay down in front of the bulldozers
and said, (28:42) you will not make industrial shrimp farms, (28:45) which destroy our water.
(28:49) In India, ten years ago, (28:51) and we're talking about ten years of radical
change (28:53) in the way people live in this country. (28:55) Ten years ago, (28:57) there
was nothing like waste in an Indian home. (29:00) We used to buy our vegetables, (29:02) we
usually go with a cloth bag, (29:05) and at the end of cooking our meals, (29:09) whatever
scraps were left, (29:10) people used to go out and look for the cow in the street to feed it to
her.
(29:14) So the cows got their food, (29:16) and we had no waste. (29:18) Now that we've
moved into the plastic and fossil fuel culture, (29:22) it's basically the petroleum
culture. (29:24) The carelessness that it generates, (29:27) it creates the carelessness of
climate change, (29:29) it creates the carelessness of throwing your waste away, (29:32) and
it creates the carelessness of not knowing (29:34) that your waste is then killing the cows
who you pretend to worship.
(29:39) In the 1960s, the so-called Green Revolution (29:42) became the world's great hope
for ending hunger. (29:46) Norman Burleau, winner of the 1970 Nobel Peace
Prize (29:50) and acknowledged father of this revolution, (29:52) declared that the
massive use of pesticides and fertilizers (29:55) would double, even triple, harvests
and production.
