Part 1: DigiLocker
What is DigiLocker?
DigiLocker is a flagship initiative of the Ministry of Electronics & IT (MeitY) under the Digital India
programme. It is a secure, cloud-based platform that allows Indian citizens to store, share, and verify digital
copies of their important documents electronically. The platform was launched in 2015 and has grown to
over 13.7 crore registered users, with more than 562 crore documents available through 2,311 issuer
organisations.
The core idea behind DigiLocker is to eliminate the need to carry physical documents for official purposes. A
document issued on DigiLocker is treated as equivalent to the original under the IT Act, 2000 and Rule 9A of
the IT (Preservation and Retention of Information by Intermediaries) Rules.
Services Provided under DigiLocker
Service / Feature Description
Document Wallet Each user gets a personal cloud storage space (1GB)
to upload self-attested documents like certificates,
mark sheets, and ID proofs.
Issued Documents Government departments and verified organisations
(e.g., CBSE, UIDAI, RTO) issue documents directly to
the user's DigiLocker — these are digitally signed and
legally valid.
e-Sign Facility Citizens can digitally sign their documents using
Aadhaar-based OTP authentication, making it legally
equivalent to a physical signature.
Document Sharing Users can share documents with government
agencies, employers, or educational institutions via a
secure link or URI — eliminating photocopies.
Aadhaar Linking DigiLocker is linked with Aadhaar for verified,
biometric-backed identity. Users must have an
Aadhaar number to register.
Driving Licence / RC Integration with MoRTH / Parivahan allows citizens to
access their Driving Licence and Vehicle Registration
Certificate directly on DigiLocker.
Academic Records Boards like CBSE, ICSE, state boards, and NAAC-
accredited universities issue mark sheets and
certificates directly to DigiLocker.
COVID-19 Certificate CO-WIN vaccination certificates are issued directly to
DigiLocker, making them accessible anywhere without
internet dependency.
Registration Process – DigiLocker
Visit [Link] or download the DigiLocker app from
1 Google Play Store / Apple App Store.
Click on 'Sign Up'. Enter your mobile number linked with Aadhaar
2 and verify it via OTP.
Enter your Aadhaar number. An OTP will be sent to the Aadhaar-
3 registered mobile number for biometric verification.
4 Set a 6-digit security PIN for your DigiLocker account.
Your account is created. You will see your personal dashboard with
5 'Issued Documents' and 'My Documents' sections.
To fetch issued documents (e.g., Aadhaar, Driving Licence), go to
6 'Search Documents', select the issuer, and pull documents directly.
To upload your own documents, go to 'My Documents' > Upload,
7 select the file (PDF/JPG up to 10MB), and save.

Part 2: e-Kranti – Electronic Delivery of Services
What is e-Kranti?
e-Kranti is one of the nine pillars of the Digital India programme, officially known as the National e-
Governance Plan 2.0 (NeGP 2.0). Its core objective is to transform e-Governance by making the delivery of
public services electronic, integrated, and citizen-centric. Unlike the first generation of e-governance, e-
Kranti emphasises transformative technology — not incremental automation — to ensure that benefits of
digital technologies reach every citizen.
e-Kranti is guided by five key principles: Transformation and not Translation, Integrated Services and not
Individual Services, Government Process Reengineering, ICT Infrastructure on Demand, and mandating
standards and protocols. The initiative targets 44 Mission Mode Projects (MMPs) across various government
departments.
Seven Key Technology Domains under e-Kranti
Service / Feature Description
Technology for All schools are to be connected with broadband. Free

into the formal financial system.
Technology for The Interoperable Criminal Justice System (ICJS) is

Course Enrolled on Swayam
As part of the in-class activity, I registered on the Swayam platform ([Link]) — India's national
online education platform developed by MeitY and UGC. I enrolled in the NPTEL course 'Introduction to
Data Analytics' offered by IIT Madras. The course is 12 weeks long, carries 4 academic credits, and covers
topics including data wrangling, statistical inference, machine learning basics, and data visualisation.

Conclusion
Both DigiLocker and e-Kranti represent transformative steps in India's journey toward a digitally empowered
society. DigiLocker effectively eliminates the friction of physical document management by creating a
trusted, government-backed digital vault for every citizen. Its legal validity, Aadhaar-based authentication,
and integration with over 2,300 issuing organisations make it one of the most impactful citizen-facing digital
tools in India today.
e-Kranti, on the other hand, provides the overarching framework that ensures technology is deployed across
every critical sector — health, education, justice, finance, farming, and disaster management — in an
integrated and citizen-centric manner. Together, these initiatives fulfil the Digital India vision of governance
and services on demand for every citizen of the country.
