II – Rationale
The Barangay Anti-Drug Plan of Action (BADPA) serves as a strategic blueprint for
Barangay Local Government Units (BLGUs) to ensure a safe and drug-free environment.
Whole-of-Nation Approach: Recognizes that drug abuse is a multifaceted social problem that
cannot be solved by law enforcement alone; it requires the active participation of families,
schools, workplaces, and faith-based groups.
Public Safety and Order: Grounded in the mandate to protect constituents from the risks and
crimes associated with illegal drugs, ensuring a more peaceful and orderly community.
Institutional Framework: Establishes a clear, quarterly target-driven roadmap for drug clearing
operations, prevention education, and capacity building for stakeholders.
Sustainability and Funding: Provides a basis for mandating budget allocations (at least 1–2%
of the annual budget) to ensure that anti-drug programs are adequately funded and consistently
implemented.
The CDBRP focuses on the recovery and reintegration of Persons Who Use Drugs (PWUDs)
within their own communities, primarily targeting those with low to moderate risk levels.
Accessible and Cost-Effective Care: Addresses the fact that roughly 94% of drug surrenderers
are considered "low risk" and do not require expensive, facility-based rehabilitation.
Holistic Healing: Employs a bio-psycho-social-spiritual approach to heal the body, mind, and
soul through counseling, life skills training, and family support, rather than just physical
detoxification.
De-Stigmatization and Reintegration: Aims to remove the social stigma of drug use by
treating it as a public health issue; this fosters acceptance and provides a "second chance"
through livelihood and aftercare support.
Evidence-Based Practice: Utilizes standardized frameworks, such as the Katatagan, Kalusugan
at Damayan sa Komunidad (KKDK), which are adapted to local cultural contexts while
remaining scientifically grounded.
Community Empowerment: Mobilizes local experts and volunteers (the Community
Rehabilitation Network) to take responsibility for the health and safety of their own neighbors.
III – Objective
1. Objectives of the Barangay Anti-Drug Plan of Action (BADPA) The primary goal is to
ensure security, public order, and safety through a "whole-of-nation" strategy.
Supply Reduction: Suppress the flow of illegal drugs through sustained, high-impact
law enforcement operations and the disruption of illicit drug organizations.
Demand Reduction: Enhance public awareness, specifically among youth, regarding the
harmful social and health effects of drug use to build community resilience.
Inter-sectoral Participation: Mobilize families, schools, workplaces, and faith-based
organizations to collaborate on drug-free environment initiatives.
Institutional Strengthening: Build the capacity of Barangay Anti-Drug Abuse Councils
(BADACs) to effectively implement and monitor anti-drug activities at the grassroots
level.
2. Objectives of the Community-Based Drug Rehabilitation Program (CDBRP) The
CDBRP aims to provide accessible, rights-based care for Persons Who Use Drugs (PWUDs)
categorized as low to moderate risk.
Holistic Healing: Focus on the "healing of the body, mind, and soul" through integrated
counseling, psycho-educational modules, and spiritual support.
De-Stigmatization: Reduce social stigma and discrimination by treating drug use as a
public health issue rather than solely a criminal one.
Family and Community Reintegration: Strengthen bonds within families and reconnect
recovering PWUDs to their communities as productive, law-abiding citizens.
Economic Empowerment: Provide essential life skills and access to livelihood or
employment opportunities through aftercare services to prevent relapse.
Standardized Care: Implement evidence-based intervention frameworks (e.g.,
Katatagan, Kalusugan at Damayan sa Komunidad or KKDK) that are culturally sensitive
to the local context.
IV – Methodology
The Day One (1) will be Workshop on the Formulation of BADPA which will help Barangay
Local Government Units (BLGUs) of Tandubas Municipality align their Plan of Action to the
Municipal Anti-Drug Abuse Council’s Goals and Objectives for FY 2026-2028.
The Day Two (2) will be the preparation of Documents and other required materials and man-
power for the upcoming Community-Based Drug Rehabilitation Program (CBDRP) of Tandubas
Municipality.
V – Budgetary Requirements
DAY 1
Meals and Snacks (Lunch, AM Snacks and PM Snacks) for 100

Supplies and Materials (Training Kits, Tarpaulin, Velum, Bond

Note: The Barangay Local Government Unit shall shoulder 40% of the Total Expenses for the
TWO (2) Day Workshop. (40% of 170,000.00 is 68,000.00 which will be divided equally to the
20 Barangays LGU) Each BLGU will contribute 3,400.00.
