PROBLEM AND IT’S SETTING

Background of the Study

Waste management is one of the biggest problems in the Philippines today.

In every barangay, officials are expected to lead the community in keeping the

surroundings clean and safe. In Barangay San Roque, Bato, Catanduanes, officials

face many challenges in following the rules and making sure people practice proper

waste disposal.

The main law about waste management in the Philippines is Republic Act

9003, Ecological Solid Waste Management Act of 2000. This law says that waste

should be separated, recycled, and reduced. It also requires barangays to have a

Materials Recovery Facility (MRF). But even with this law, many barangays still

struggle to follow it because of lack of money, facilities, and cooperation from the

people.

According to FOALEX (2021), the legal frameworks supporting RA 9003

require barangays to strictly manage waste, yet many rural communities lack technical

expertise to meet the standards mandated by national law. A study by Kidapawan

GSJ (2024), the role of community engagement as a critical factor in determining

compliance levels, where positive participation supported better local implementation.

Other countries show that waste management can be done well. Some of

them are, Singapore, Japan, and Switzerland are known as very clean countries

because they have strict rules, advanced recycling systems, and disciplined citizens.

On the other hand, India struggles with pollution because many people burn crop

waste and use old vehicles that release heavy smoke. Bangladesh faces pollution from
textile factories that dump waste into rivers, and from poor garbage disposal systems

in crowded cities.

In the Philippines, waste management is a common issue because of fast

population growth, poor discipline in waste disposal, and weak enforcement of rules.

Among the types of pollution, water pollution is the most serious. Rivers, lakes, and

seas are often filled with plastics and garbage, which harm fish, marine life, and even

people’s health.

Other countries invest more in facilities, enforce rules strictly, and have

citizens who cooperate. In the Philippines, barangay officials often lack resources, and

many people do not follow the rules. If no action is taken, the result will be worse

flooding, more diseases, and long-term damage to the environment. This shows why

waste management should be a priority.

We selected Barangay San Roque as one of the research sites for our study

on waste management for multiple compelling reasons. First, several members of our

research team are residents of this barangay, which gives us direct, firsthand

familiarity with the area’s daily waste generation patterns, existing collection systems,

and the unique challenges faced by local barangay officials. This insider perspective

allows us to gather more accurate, contextspecific data and build trust with

community members during interviews and surveys.

Waste management is not only about laws but also about discipline,

cooperation, and action. Barangay officials play a big role in making sure the

community follows proper practices. Understanding their challenges will help

improve waste management and protect the environment for future generations.
Statement of the Problem

The purpose of this study is to determine and analyze the challenges that

barangay officials faced when attempting to efficiently manage waste. The study will

concentrate on determining the barriers of effective waste management.

1. What waste management practices are currently implemented in Barangay San

Roque, Bato, Catanduanes?

2. What challenges do barangay officials encounter in implementing these waste

management practices?

3. How do these obstacles affect waste management in the barangay?

4. What strategies or solutions do barangay officials recommend to improve the

implementation of waste management practices?

Scope and Limitations

This study focuses on the waste management practices in Barangay San

Roque, Bato, Catanduanes. It aims to describe the current waste management

techniques used in the barangay and to identify the challenges experienced by

barangay officials in implementing these practices. The study also examines how

these challenges affect the effectiveness of waste management and gathers the

strategies or solutions that officials recommend for improvement.

The study is limited only to the perspectives and experiences of barangay

officials involved in waste management. It does not include the views of residents,

business owners, or other stakeholders. Data will be gathered within Barangay San

Roque only, and will not cover other barangays in Bato or the entire province of
Catanduanes. The study focuses strictly on the current waste management practices

and will not assess past programs, long-term environmental impacts, or technical

waste analysis.

It was expected that a larger number of barangay officials involved in

waste management would be interviewed to gather a broader range of perspectives

and insights for the study. However, in reality, only 4 barangay officials were able to

participate and be interviewed for this research. This limitation may affect the scope

of viewpoints represented in the findings, as the data is based solely on the

experiences and opinions of this smaller group of respondents.

Significance of the Study

This study is important because it helps improve the waste management

system in Barangay San Roque, Bato, Catanduanes. The findings will benefit the

following:

Barangay Officials – Local leaders in the barangay has elected or appointed officials

who hold decision-making, administrative, and representational roles. The barangay

captain, Kagawad, also Sk Kagawad if needed

Future Researchers – The findings will serve as a reference for future studies on

waste management in small communities.

Local Government Units – The results can help LGUs develop policies and support

programs that address the barangay’s waste management needs.

Residents of Barangay San Roque – The study promotes a cleaner and healthier

community by improving waste management and increasing awareness on proper

waste disposal.
Definition of Terms

To help the readers understand this study better, here are the meaning of

meaning of some important words used.

Barangay Officials – Local leaders and workers in the barangay responsible for

planning and implementing waste management activities.

Challenges – obstacles,difficulties, and boundaries faced by barangay san roque

officials and residents in effectively implementing waste

Implementation - The actual carrying out of the waste management programs, rules,

and activities by the Barangay San Roque officials in their community.

Residents – People living in Barangay San Roque who are affected by the waste

management system in their community.

Strategies – Possible plans or actions recommended to improve the implementation

of waste management practices.

Techniques – The methods or activities used by the barangay to handle waste, such

as collection schedules, segregation, recycling, and proper disposal.
