Thoughts Before Project Start
• What tasks must be done to produce deliverables of the project?
• When should each task be performed?
• Who will perform the tasks?
• What is the project budget?
• What will be the cost for each task?
• What if tasks can not be done as scheduled?
• What is the best way to communicate project details to the stakeholders?
• Is this project really required?

What Is Achieved in Project Initiating
• Initial scope defined
• Financial resources committed
• Stakeholders identified
• Project Manager assigned
• Project Charter developed externally
• Stakeholder register prepared
• Projects divided into phases, if necessary.
• Initiation processes repeated for phases
• Involvement of stakeholders during Project
Initiating improves success probability

HIGH LEVEL DESCRIPTION
USAID Empower Energy Efficiency & Capacity (EEC)
Project
EEC is a three-year project funded by USAID. The EEC
project will improve the power supply situation in Pakistan
by reducing losses, and lowering demand for power. The
project will mitigate the economic effects of power shortages
through energy efficiency, electricity demand management,
reducing overall demand for power through rationing, and
other means. The objective is to promote energy efficiency,
and power conservation practices that reduce electricity
demand.
SUMMARY BUDGET EXAMPLE
Project Component Component Cost
Human Resources $110,000
Hardware $45,000
Software and Licensing $75,000
IT Lab Preparation $15,000
Total $245,000

Define Scope -> Outputs
Project Scope Statement
• Detailed description of del and work required
• Provides common understanding
• Guides project team during execution
• Provides baseline to evaluate change requests
• Detailed statement facilitates project control
• PSS includes (PSD + DECCA)
Product scope description
Deliverables, product, reports
Exclusions, manage stakeholder expectation
