Road Inventory Report
1.1 GENERAL
Road inventory and condition survey provides basic information needed for effective
transportation and road system planning, management, operations and maintenance.
The scope of improvement measures on the existing road and widening proposals with
economic justification depends upon the condition of the existing road. Detailed
surveys/investigations of the existing road were therefore conducted on project stretch
of NH-11A from Km. 0.000 to Km. 62.000 & NH-11A Ext. from Km.0.000 to Km.83.000
in order to prepare the road inventory and condition survey for appropriate
improvement proposals.
The Location map of the project road is shown in Figure-1 below. The Joint Venture of
M/s Aarvee Associates Architects Engineers & Consultants Pvt. Ltd. and M/s Nag
Infrastructure Consulting Engineers Pvt Ltd (Technical Consultants) has been awarded
the assignment.

1.1.2 Socio
Economic profile
The project influence areas of the proposed project comprises of four districts i.e
Dausa, Jaipur and Tonk in the state of Rajasthan. Rajasthan is the largest state of
republic of India. It covers 10.4% of India over 342,239 [Link]. with a population of
68.62 million as per 2011 census. It has a population density of around 201 persons
per [Link]. against 370/sq. km of the country and the literacy rate is around 68%. The
major cash crops grown in the state includes Wheat, barley, mustard seeds and Pulses.
The Project road falls in four districts namely Dausa, Jaipur and Tonk in the state of
Rajasthan and comprises of NH-11A which starts at Km. 0.000 in Dausa and ends at
Km. 62.000 in Manoharpur and NH-11A Ext. starts at Km. 0.000 in Dausa and ends at
Km. 83.000 in Kauthun. The project corridor connects NH12 at Kauthun, NH11 at
Dausa and NH8 at Manoharpur. The development of the project into 2 lane with paved
shoulders will result in safe and efficient traffic operation and will serve a vital role in
accommodating the future growth in traffic.
Moderately built-up areas and a mix of fast and slow traffic characterizes this corridor.
The project corridor passes through agricultural and built-up areas and some length
of the project stretch passes through forest and hills. The present project envisages
rehabilitation and up-gradation of existing 2 lane to 2 lane with paved shoulder
configuration. Figure-2 shows the start and end points of the project stretch.

The scope of Road Inventory and Condition survey includes the following tasks:
1.4.2 Terrain
Terrain is classified by the general slope of the country across the highway alignment.
Based on this criteria, the entire project section traverses through plain and rolling
terrain. Figure-3 shows the plain terrain of the project stretch.

1.4.3 Land Use
The Project road passes through Kareda, Bhurti, Rajdhira Pura, Hodayali, Lalsot on NH-
11A Ext. and Bhikawala, Ratnapura, Bobadi, Nekawala and Chilpali on NH-11A. The
majority of adjoining lands are used for agriculture purposes and the rest is barren
land. The important crop grown along the project stretch is Mustard Seeds. The type
of land use pattern that exists along the project corridor is presented in Table-1 and in
Figure-4 as shown below.

The existing project stretch of NH-11A & NH-11A Ext. is of 2 lane carriageway. Width
of carriageway was measured at every 100m interval from beginning to end of the
project road. Width of shoulders on either side were measured separately along with
carriageway measurements. The existing two-lane carriageway width is 7.0m with
earthen shoulders of varying width from 1.0m to 1.5m on either side as shown in
Figure-5, below. The section wise details of carriageway width are given in Annexure-
1.

1.4.6 Shoulder
The earthen shoulder is observed on either side of the carriageway with width of 1.0m
in NH-11A and varying width of 1.0m to 1.5m in NH-11A Ext. except at some locations
of built-up areas.

1.4.9 Side Drains
Lined and Unlined drains exists along the length of the project stretch. It is observed
that all unlined drains are covered with shrubs and bushes and hence they are in
partially functioning stage. The Figure-8, below shows the condition of road side drain.
Covered drains are observed at few built-up locations and they are functioning well.
The details are provided in Annexure-1 of Volume-IIA.

• Shoulder condition
Observations:
• The Project road is entirely composed of flexible pavement except at
locations of causeways which is of Cement Concrete surface. Unpaved road
is observed in small length in NH-11A and NH-11A Ext.
• The existing road condition varies from Good to Poor, except at some
locations where its condition is very poor with distresses of more than their
desirable limits.
• The surface condition of the pavement varies from good to poor condition.
Although in most of the stretch, pavement distresses were observed in the
form of Block, Map/Alligator cracking, ravelling and potholes.
• The Earthen Shoulders condition varies from good to poor on both sides of
the road. It is observed that there is material loss in shoulders on both sides.
• Unlined drains exists almost entire length of the project stretch and they
are partially functioning. At built-up locations, covered and lined drains are
observed which are functioning well.
The criteria used for the pavement condition is, no cracking or rutting less than 10mm
is classified as Good, rutting observed between 10mm to 20mm is classified as Fair
and rutting more than 20mm or cracking exceeding 20 percent is treated as Poor.
Based on the observations made in field, it is understood that some parts of the stretch
are severely effected with distress like ravelling, potholes and map cracking more than
the desirable limits (>20%). The main causes for these distresses are insufficient
bituminous layers, excessive overloaded vehicles, inadequate compaction of surface
layers, lack of proper bond between bituminous layer and underlying WBM layer. At
portions where distresses are more than the desirable limits, reconstruction is
proposed which are mentioned in Table-7, and places with distresses within the limits
needs treatment of surface layers.
The treatment for all types of cracks is, cracks should be filled with a bituminous binder
having a low viscosity so that it can be poured and worked into the cracks. For cracks
of >3mm width, a slurry seal or sand bituminous premix patching can be used to fill
the cracks.
The treatment for ravelling is, application of cut-back bitumen covered with coarse
sand or a slurry seal or a renewal coat with premix material would be necessary.
The condition of the project stretch and reconstruction stretches are presented in
Tables-7 & 8.
The information about pavement condition was collected in the form of percentage of
area of cracking, pot-holed, ravelled surface and pavement edge fretting by length
(m). The severity of pavement deterioration is presented in Table-9. Figures-11 and
12 shows various types of distresses and condition of the pavement.

1.6.2 Utilities
The project road have utilities that come in the way of the proposed widening scheme.
The cellular towers and high tensioned electrical towers are at a distance of about 10
to 20m from the road edge. Near the habitation places, the electrical poles and the
electrical towers are need to be relocated for the purpose of widening and their
locations are given in Table-12.
