EXECUTIVE ORDER NO. 12-SERIES OF 2018

AN ORDER CREATING AND/OR STRENGHTENING THE LGU AND FOCAL POINT


SYSTEM (GFPS)

WHEREAS; Joint Memorandum Circular No. 2013-01 of DILG,PCW, DBM and NEDA
provides all LGU’s to established and or strengthen their GFPS or similar GAD
mechanism or accelerate gender mainstreaming within the focalities ,

WHEREAS; Pursuant to RA 9710 or the Magna Carta of Women allow prescribing


policies and procedure and mainstreaming gender perspective in local planning,
programming, and budgeting local implementation, monitoring, and evaluation.

WHEREAS; Too align efforts of local government units and the National Government on
Gender and Development and its commitments to international declaration and to
specify the oversight of the DILG. Philippines by virtue of the power vested in me, do
hereby established /organized /create and or strengthening the LGU GAD Focal Point
system.

SECTION 2. DUTIES AND FUNCTIONS OF THE LGU GAD Focal point System
1. Load in the maintaining GAD perspective in LGU policies, plan and programs.
Ensure the assessment of the gender responsibilities, systems structure, policies
and programs, processes and procedures of the LGU based on the priority needs
and concerns of constituents and employee and the formulation of
recommendation including the implementation.
2. Lead in monitoring the effective implementation of the GPB,GAD Code other
related policies and plans;
3. Lead the preparation of the Annual LGU GAD Accomplishment Report (GAD AR)
and other GAD reports that may required order the MCW and this AMC
4. Strengthen lingkages with other LGU ‘s concerned agencies or organization
working on women’s right and gender and development to harmonize and
synchronize GAD efforts at various level of local governance.
5. Promote and actively pursue the participation of women and gender advocates,
order civil society groups and private organization in the various stages of
development planning cycle, giving attention to the marginalized sector’s and;

SECTION 2 FUNDING , The cost of the establishment and operations of LGES the staff
be charge under the Gender and Development ( GAD) budget 5% of the Total Annual
Budget.

SECTION 3. MONITORING AND REPORTING Reporting may be made annually and


Sex- dis aggregated of date and GAD related information maybe derived or source from
the local National Statistic Office CSO’s and as well from studies, surveys, and
administrative reports of the local offices of NGA’s such as but with out limited to the
following ;DA, DENR,DOLE and DTI

SECTION 4. EFFECTIVITY ,This Executive order shall take effect immediately

DONE this 7th day of July, 2014 at Barangay Poblacion, Municipality of Looc,Province of
Romblon, Philippines.
