1 Introduction

1.1 This Flood Risk Assessment (FRA) has been prepared in support of a PD application for the
change of use of existing offices to residential flats at 200 Hammersmith Road, London, W6
7DL (hereafter referred to as ‘the Site’).

1.2 The existing commercial unit which will be retained within the building within the ground floor,
has not been included within this assessment.

1.3 A location plan is contained at Appendix A. Proposed Floor Plans are contained at Appendix
B.

1.4 The Site is partially located in Flood Zone 2, defined as having a medium probability of flooding
from rivers and the sea; however, the Site is protected by defences. There is a low to high risk
of surface water flooding. The Site is identified to be at risk of reservoir flooding when there is
also flooding from rivers. This report will investigate all flood sources and consider any
mitigation measures where necessary.

1.5 The contents of this report are based on the advice set out in the National Planning Policy
Framework (NPPF) updated in February 2025, Annex 3: Flood risk vulnerability classification,
also from the NPPF and PPG ‘Guidance for Flood Risk and Coastal Change’, updated in August
2022.

1.6 This report is based on LiDAR Data, BGS geological maps, Environment Agency (EA) flood
maps, local flood risk policy, and OS mapping.

1.7 This document includes the following sections:

• Section 2 - describes the relevant policy;

• Section 3 - site description, including site levels, proximity to watercourses etc.;

• Section 4 – investigates each flood source;

• Section 5 – details mitigation measures;

• Section 6 - concludes the report.

2 Policy Context

Introduction

2.1 This section sets out the policy context. This report is based on the advice set out in the
National Planning Policy Framework (NPPF) last updated February 2025 and the Planning
Practice Guidance (PPG) updated in August 2022.

2.2 Paragraph 181 of the NPPF discusses the use for site-specific flood-risk assessments and
what the assessment should demonstrate:

“When determining any planning applications, local planning authorities should ensure that
flood risk is not increased elsewhere. Where appropriate, applications should be supported
by a site-specific flood-risk assessment. Development should only be allowed in areas at risk
of flooding where, in the light of this assessment (and the sequential and exception tests, as
applicable) it can be demonstrated that:

within the site, the most vulnerable development is located in areas of lowest flood risk,
unless there are overriding reasons to prefer a different location;

the development is appropriately flood resistant and resilient such that, in the event of a
flood, it could be quickly brought back into use without significant refurbishment;

it incorporates sustainable drainage systems, unless there is clear evidence that this would
be inappropriate;

any residual risk can be safely managed; and

safe access and escape routes are included where appropriate, as part of an agreed
emergency plan.”

2.3 Paragraph 181 footnote 63 of the NPPF states:

“A site-specific flood risk assessment should be provided for all developments in Flood Zones
2 and 3. In Flood Zone 1, an assessment should accompany all proposals involving: sites of
1 hectare or more; land which has been identified by the Environment Agency as having
critical drainage problems; land identified in a strategic flood risk assessment as being at
increased flood risk in future; or land that may be subject to other sources of flooding, where
its development would introduce a more vulnerable use.”

2.4 The flood zones are defined as:

• Flood Zone 1 - less than a 0.1% (1 in 1000) annual probability of river or tidal flooding.

• Flood Zone 2 - between a 0.1% and 1% (1 in 1000 and 1 in 100) annual probability of
river flooding; or between a 0.1% and 0.5% (1 in 1000 and 1 in 200) annual probability
of flooding from tidal sources.

• Flood Zone 3a- This zone comprises land assessed as having a 1% (1 in 100) or
greater annual probability of river flooding; and for tidal flooding at least a 0.5% (1 in
200) annual probability of flooding from tidal sources.

• Flood Zone 3b - This zone comprises land where water has to flow or be stored in
times of flood. This classification is usually classified as land which had a 3.33% (1 in
30) annual probability of flooding.

2.5 Paragraph 170 discusses the suitability of development location, particularly with regards to
future risks induced by climate change:

“Inappropriate development in areas at risk of flooding should be avoided by directing


development away from areas at highest risk (whether existing or future). Where
development is necessary in such areas, the development should be made safe for its
lifetime without increasing flood risk elsewhere”.

2.6 The Flood Map for Planning shows the Site to be partially located in Flood Zone 2, at ‘medium’
risk of flooding from fluvial sources. The EA Flood Map has been enclosed in Appendix C.
This is an area with between a 0.1% and 1% (1 in 1000 and 1 in 100) annual probability of river
flooding; or between a 0.1% and 0.5% (1 in 1000 and 1 in 200) annual probability of flooding
from tidal sources.

Local Policy

The London Plan 2021

2.7 Sets out an integrated economic, environmental, transport and social framework for the
development of London for the next 20-25 years. The most relevant policies to flood risk
management and sustainable water management are outlined below.

2.8 Policy SI 12 Flood risk management

a. Current and expected flood risk from all sources (as defined in paragraph 9.2.12)
across London should be managed in a sustainable and cost-effective way in
collaboration with the Environment Agency, the Lead Local Flood Authorities,
developers and infrastructure providers.

b. Development Plans should use the Mayor’s Regional Flood Risk Appraisal and their
Strategic Flood Risk Assessment as well as Local Flood Risk Management
Strategies, where necessary, to identify areas where particular and cumulative flood
risk issues exist and develop actions and policy approaches aimed at reducing these
risks. Boroughs should cooperate and jointly address cross-boundary flood risk
issues including with authorities outside London.

c. Development proposals should ensure that flood risk is minimised and mitigated, and
that residual risk is addressed. This should include, where possible, making space for
water and aiming for development to be set back from the banks of watercourses.

d. Developments Plans and development proposals should contribute to the delivery of


the measures set out in Thames Estuary 2100 Plan. The Mayor will work with the
Environment Agency and relevant local planning authorities, including authorities
outside London, to safeguard an appropriate location for a new Thames Barrier.

e. Development proposals for utility services should be designed to remain operational
under flood conditions and buildings should be designed for quick recovery following
a flood.

f. Development proposals adjacent to flood defences will be required to protect the


integrity of flood defences and allow access for future maintenance and upgrading.
Unless exceptional circumstances are demonstrated for not doing so, development
proposals should be set back from flood defences to allow for any foreseeable future
maintenance and upgrades in a sustainable and cost-effective way.

g. Natural flood management methods should be employed in development proposals


due to their multiple benefits including increasing flood storage and creating
recreational areas and habitat.

London Borough of Hammersmith and Fulham Local Plan (February 2018)

1.1. The Hammersmith and Fulham Local Plan was adopted in February 2018 and replaced the
Core Strategy 2011 and Development Management Plan documents. The purpose of the Local
Plan is to provide a basis for planning decisions and future development in the borough.

1.2. Policy CC3 Minimising Flood Risk and Reducing Water Use states:

“The council will require developments to reduce the use of water and minimise current and
future flood risk by implementing the following measures:

• a site-specific Flood Risk Assessment (FRA) will be required for the following
development proposals:

• all proposals for developments in the Environment Agency’s Flood Zones 2


and 3;

• all proposals for new developments over 1 hectare in size in Flood Zone 1;

• all proposals for new development in areas identified in the council’s Surface
Water Management Plan (SWMP) as being susceptible to surface water
flooding – i.e. those located in a flooding hotspot; and

• all proposals for new development which includes a subterranean element in


areas identified in the council’s SWMP as being at risk from elevated
groundwater levels

• as part of the FRA, the requirements of the National Planning Policy Framework must
be addressed and, where applicable, an Exception Test must also be carried out and
included in the FRA;

• the FRA must assess the risk of flooding from all relevant sources, in particular tidal,
surface and groundwater, as well as sewer flooding and where there is a risk of
flooding, appropriate flood proofing measures must be integrated, in accordance with
the guidance in the Hammersmith and Fulham SFRA;

• new self-contained basement flats will not be permitted in the Environment Agency’s
Flood Zone 3 areas where there is a risk of rapid inundation by floodwaters in the

event of a breach of the river’s flood defences or in surface water flooding hotspots
where the flood hazard rating is defined as significant or higher in the SWMP, unless
a satisfactory means of escape can be provided;

• where development is proposed in the Environment Agency’s Groundwater Source


Protection Zones 1 or 2, measures must be taken to ensure the protection of
groundwater supplies;

• all developments that include a subterranean element must provide details of the
structural waterproofing measures to be integrated to prevent any increase in on or
off-site groundwater flood risk;

• all developments that are classified as ‘more’ or ‘highly’ vulnerable to flooding that
include proposals at basement or lower ground floor level must install a non-return
valve or equivalent to protect against sewer flooding;

• development proposals will be required to demonstrate that there is sufficient water


and wastewater infrastructure capacity both on and off site to serve the development
or that any necessary upgrades will be delivered ahead of the occupation of
development;

• in line with the requirements of the Thames Estuary 2100 Plan, developments
adjoining the River Thames must maintain and where necessary enhance or raise
flood defences (or show how they could be raised in the future), demonstrating that
they will continue to provide adequate flood protection for the lifetime of the
development; and

• all developments must include water efficient fittings and appliances, where provided,
in line with London Plan water consumption targets. In addition, major developments
and high-water use developments must include other measures such as rainwater
harvesting and greywater re-use.”

London Borough of Hammersmith and Fulham SFRA (Dec 2016)

1.3. This Strategic Flood Risk Assessment (SFRA) was prepared to assess present and future flood
risk in the borough from all sources and assess the impact that any future development would
have on flood risk. The information in this report allows LBHF to make informed development
decisions across the borough, by locating development in areas at low risk of flooding.

1.4. Appendix B Figure 1 confirms the Site is partially located in Flood Zone 2.

1.5. Appendix B Figure 3 suggests there is a risk of surface water flooding to the northwest of the
Site up to depths of 1.0m, but not the Site itself. However, it is worth noting that the EA surface
water flood data has been updated since this publication, which has been analysed in Section
4 of this report.

1.6. Appendix B Figure 6 of the SFRA provides an overview of historical flooding, and it was noted
that there are no incidents shown on the Site, but several recorded incidents (LBHF data)
around the Site.

1.7. Appendix B Figure 7 shows the Site is located within the post code area of ‘W6’ where there
have been 415 recorded incidents of sewer flooding.

1.8. Appendix B Figure 8 shows the Site is located outside of the 1 in 200-year maximum tidal
breach extent.

1.9. Appendix B Figure 12 shows the Site to be located within a 1km 2 area which has a very high
(≥75%) susceptibility to groundwater flooding.

1.10. Appendix B Figure 13 shows the Site to be within an area where the use of infiltration SuDS is
unsuitable or suitably uncertain.

London Borough of Hammersmith and Fulham Surface Water Management Plan

1.11. Figure A-1 shows a few surface water flooding incidents located close to the Site, but not on
the Site itself.

1.12. Figure A-2 shows the Site is located in Flood Zone 2, is outside the recorded 1928 flood extent
and is benefiting from defences.

3 Existing Site Assessment

Site Description

3.1 The Site is located at 200 Hammersmith Road, London, W6 7DL (TQ 23566 78651). A location
plan is contained in Appendix A.

3.2 The proposals consist of a change of use (conversion) from offices to apartments. The
basement will be utilised for parking, storage and shower facilities. The ground floor and above
will contain studio flats. The proposed floor plans are included at Appendix B.

Local Watercourses

3.3 The River Thames, an EA Main River, is located 0.7km to the southwest of the Site.

Site Levels

3.4 LiDAR Data is enclosed in Appendix D. The topographical level in Hammersmith Road sits
between 5.5mAOD and 6.0mAOD. The access road within the Site falls to 2.5mAOD in the
northwest of the Site, assumed to be a vehicular entrance to the basement level of the building.

Geology

3.5 With reference to the British Geological Survey online mapping ([Link]), the Site is
located within an area underlain by London Clay Formation – clay and silt, with superficial
deposits of Kempston Park Gravel – sand and gravel.

3.6 Local boreholes indicate a combination of made ground, gravels and clays in variable qualities.
High groundwater levels do not appear to be an issue in the local area.

Sewer Records

3.7 Thames Water sewer records are enclosed in Appendix E. There is a combined sewer running
in a southerly direction along Bute Gardens and Wolverton Gardens, joining the combined
sewer along Hammersmith Road which flows eastward.

3.8 It is assumed the existing foul water and surface water runoff from the Site outfalls into this
combined sewer.

4 Potential Sources of Flooding

Fluvial and Tidal

4.1 The EA Flood Map for Planning (available on the [Link] website) was updated in March 2025
and is now inclusive of undefended and defended climate change scenarios.

4.2 A copy of the Environment Agency’s Flood Map for Planning is enclosed in Appendix C. The
northwest of the Site is located in Flood Zone 2, which is defined as land having between a
0.1% and 1% (1 in 1000 and 1 in 100) annual probability of river flooding; or between a 0.1%
and 0.5% (1 in 1000 and 1 in 200) annual probability of flooding from tidal sources.

4.3 The Site is protected by the following flood defences: Upstream of the Thames Barrier, the
walls and embankments protect against daily high tides. Meanwhile, the Thames Tidal Barrier
protects these areas against storm tides, which is continuously being upgraded to face the
expected level of sea level rise later in the 21 st Century.

4.4 Appendix F includes extracts from the EA Flood Map for Planning, which shows the flood
extent during a Defended Scenario, inclusive of climate change, for a range of storm events.
For the 3.3% annual exceedance probability (AEP) event (1 in 30), the Site is not at risk.
However, in the Rivers 1% AEP (1 in 100), Sea 0.5% AEP (1 in 200) and Rivers and Sea 0.1%
AEP (1 in 1000) scenarios, flooding extends within the Site. It is assumed that these scenarios
allow for current defences and not defences being raised in-line with climate change; which
would be anticipated to be the case for the River Thames.

4.5 Hammersmith Road, immediately south of the Site, remains free from flooding. This suggests
that predicted flood depths within the Site are likely to remain below 300mm (other than in the
basement). In addition, the area of the main front entrance, which will be the only ground floor
entrance to the floor, appears to be outside the flood extents. On this basis, although the
building is shown to be at risk taking account of climate change, the opportunity for flood water
to enter the building will be limited.

4.6 To provide more comprehensive analysis of predicted flood levels in the event of a breach in
the flood defences, EA Product 5 and 6 data has been analysed in-house using GIS software
to produce Product 4 and 8 outputs. The various mapping generated from the GIS analysis,
the results of which are summarised below, is contained in Appendix G.

Historic Flood Map

4.7 The Site is located beyond the historic flood extents.

Thames Estuary 2100 (TE2100) Model

4.8 In-channel flood levels have been provided along the River Thames based on the Maximum
Likely Water Levels (MLWL) inclusive of climate change.

4.9 The nearest node to the Site is Node 2.20 which indicate a MLWL of 5.92mAOD for the 2100
epoch.

Thames Tidal Upriver Breach Inundation Model (2017)

4.10 Based on the Thames Tidal Upriver Breach Inundation Modelling produced by Atkins in 2017,
the Site is shown to be located outside the Upriver MLWL Breach Inundation extent for the
2100 epoch. Therefore, 2D Nodes are not relevant.

4.11 On this basis, residents would remain safe within the apartments should a breach event occur.

Fluvial and Tidal Summary

4.12 In summary, there is no history of flooding and Flood Zone 2 is limited to the northern half of
the building, where there is no entrance to the proposed flatted development - other than to
the basement. When climate change is considered, the Site is shown to be at risk of flooding
in the 1% AEP fluvial / 0.5% AEP tidal and the 0.1% AEP fluvial flood events. However, the
main entrance to the building off Hammersmith Road, appears to be outside of the flood
extents, in these climate change scenarios. In addition, it is assumed that the climate change
scenarios allow for current defences, but not defences being raised in-line with climate change,
which would be anticipated to be the case for the River Thames; and on this basis, the risk of
any significant flooding to the ground floor of the building would be anticipated to be low.

4.13 It is noted only parking and ancillary uses are proposed in the basement.

4.14 The next Section explores mitigation measures to help manage the above risks.

Surface Water

4.15 The Long-Term Flood Map and the risk of flooding from surface water (RoFSW) data was
updated in January 2025.

4.16 The RoFSW products are an assessment of where surface water flooding may occur when
rainwater does not drain away through the normal drainage systems or soak into the ground,
but lies on or flows over the ground instead. It includes information about flooding extents and
depths. Risk is displayed as one of three likelihood categories:

• High - greater than or equal to 1 in 30 (3.3%) chance of flooding in any year

• Medium – Less than 1 in 30 (3.3%) but greater than or equal to 1 in 100 (1%) chance
of flooding in any given year

• Low – Less than 1 in 100 (1%) but greater than or equal to 1 in 1000 (0.1%) chance of
flooding in any given year

4.17 As well as present day risk of flooding from surface water, climate change scenarios have been
produced to indicate the predicted impacts of climate change on future flood risk. The climate
change allowances are based on the latest UK Climate Projections (UKCP18) from the Met
Office, using the Representative Concentration Pathway (RCP) 8.5. A near-term epoch (2040
– 2060 “2050s” epoch) and central allowances are being used initially.

4.18 For the purpose of this flood risk assessment, the RoFSW the Climate Change 1 2040-2060
data set has been used, which is enclosed in Appendix H.

• For the ‘rofsw_cc01_4bandPolygon’, which shows the probability of flooding at any


depth, there is a medium risk of flooding in the northeast of the Site, with a level of
high risk to the northwest of the building where the external topography within the Site

falls. There is also an area of high risk along the southeast corner of the Site in
Hammersmith Road.

• For the ‘rofsw_cc01_4band_0_2m_depth’, which shows the probability of flooding


between 200mm-300mm, flooding within Hammersmith Road is removed. There is still
a high risk of flooding in the northwest and low to medium risk in the northeast.

• For the ‘rofsw_cc01_4band_0_3m_depth’, which shows the probability of flooding


between 300mm-600mm, surface water in the northeast is very minor, with flooding to
the west of the building ranging between low to high risk.

• For the ‘rofsw_cc01_4band_0_6m_depth’, which shows the probability of flooding


between 600mm-900mm, the flood risk in the west is reduced to mostly low to medium
risk.

• For the ‘rofsw_cc01_4band_0_9m_depth’, which shows the probability of flooding


between 900mm-1200mm, the flood risk in the west is reduced to low risk.

4.19 Based on the information above, according to the 1 in 100yr + climate change design flood
event, equivalent to the medium risk scenario, surface water is predicted to reach depths up
to 900mm along the west of the building, and up to 600mm in the northeast of the building. The
lower levels in the area at risk of surface water flooding to the northwest are associated with
the ramped entrance to the basement and northeast with the skylight to the basement level;
therefore putting the basement at risk of flooding, but not anticipated to put the ground floor
flatted development at risk of flooding.

Groundwater

4.20 The SFRA Appendix B Figure 12 shows the Site to be located within a 1km2 area which has a
very high (≥75%) susceptibility to groundwater flooding; however local borehole records do not
appear to indicate high groundwater levels.

4.21 Based on the information above and the fact that the Site is mostly impermeable and the
basement is already in-situ, the risk of groundwater flooding is likely to be low.

Reservoir

4.22 The EA Long Term Flood Map, enclosed in Appendix I, shows the Site is at risk of flooding
from reservoirs when there is also flooding from rivers. Flood depths are not shown for reasons
of national security; however, based upon the extent it would be expected that a reservoir flood
event could impact upon the ground floor of the development.

4.23 The EA note with regards to reservoir flooding (Preliminary Flood Risk Assessment for England
Report: October 2018): ‘There has been no reservoir flooding in England resulting in a loss of
life since 1870. Reservoir flooding is extremely unlikely to happen. All large reservoirs must be
inspected and supervised by specialist reservoir engineers. We enforce the Reservoirs Act
(1975) in England and we make sure that reservoirs are inspected regularly and important
safety work is done...’

4.24 The risk of reservoir flooding is considered to be residual and level of risk very low, however
the mitigation measures considered in Section 5, also would offer some protection against
flooding from reservoirs.

Sewer

4.25 The SFRA Appendix B Figure 7 shows the Site is located within the post code area of ‘W6’
where there have been 415 recorded incidents of sewer flooding.

4.26 The risk of sewer flooding is a residual one and based on the level in the road being lower than
the Site entrance, the flood risk from sewers is anticipated to be low.

5 Mitigation Measures

5.1 As noted in Section 4, when climate change is considered, the Site is shown to be at risk of
flooding in the 1% AEP fluvial / 0.5% AEP tidal and the 0.1% AEP fluvial flood events. However,
the main entrance to the building off Hammersmith Road, appear to be outside of the flood
extents, in these climate change scenarios. In addition, it is assumed that the climate change
scenarios allow for current defences, but not defences being raised in-line with climate change,
which would be anticipated to be the case for the River Thames; and on this basis, the risk of
any significant flooding to the ground floor of the building would be anticipated to be low.

5.2 Based on a review of the Long-Term Flood Map and the risk of flooding from surface water
(RoFSW) data, in the 1 in 100yr + climate change design flood event, equivalent to the medium
risk scenario, surface water is predicted to reach depths up to 900mm along the west of the
building, and up to 600mm in the northeast of the building. The lower levels in the area at risk
of surface water flooding to the northwest are associated with the ramped entrance to the
basement and northeast with the skylight to the basement level; therefore, putting the
basement at risk of flooding, but not anticipated to put the ground floor flatted development at
risk of flooding.

5.3 Additionally, the Site is at a residual risk from reservoir flooding when there is also a risk of
flooding from rivers. It could be expected that a reservoir flood could impact upon the ground
floor and basement of the development. The risk of reservoir flooding is expected to be very
low, due to the way that reservoirs are managed by the EA.

5.4 To address the above risks of flooding, it is proposed that the following measures be included
in the conversion works:

• No entrances be proposed to the ground floor of the building other than the front
entrance onto Hammersmith Road.

• A flood monitor with an alarm and telemetry be placed in the front entrance and
basement, which links to a central alarm, and management and residents’ phones.

• Each ground floor residential property to be provided with a certified flood door.

• Further flood resilience measures are discussed below to be considered.

• All residents to be provided with a Flood Plan, providing flood warning and evacuation
advice (subject to a suitable planning condition); recommending signing up to flood
warnings, as discussed below.

• All residents will have access to the first floor if safe refuge is required.

Flood Resilience Measures

5.5 As the proposed development is for a conversion to the existing building, the following flood
resilient measures have been recommended based on the implementation of retrospective
construction methods:

• Floors - if new floor insultation is being introduced, it should be of a closed cell type
Insulation boards or foam.

• Walls –any new internal walls at basement or ground level, would be recommended to be
as close to water-resistant construction as possible. In summary masonry or block work is
better than framed walls and a clear cavity better than using insultation.

• Fittings – it is recommended to use durable fittings/fixtures that are not significantly


affected by water and can be easily cleaned.

• Electrical appliances, boilers, meters etc. should be placed on plinths as high as


practicable above the floor taking into account the likely flood depths.

• Drainage – non-return valves are recommended in the drainage system to prevent back-
flow.

• Vents and services – where possible, air bricks should be covered or replaced and any
vents at ground level raised above the flooding

• Floor sump - provision of a sump and small capacity automatic pump at a low point of the
basement floor should be considered.

5.6 Further details on these methods and more information on flood resilient design is provided in
Chapter 6 of the DEFRA document and can be downloaded here:

which measures are feasible.

Flood Warnings and Evacuation

5.7 The SFRA requires that a Flood Plan, also known as a Flood Warning and Evacuation Plan,
should be provided for developments at risk of flooding; it is proposed that this is a condition
of planning permission to be provided prior to occupation. The text below explores an outline
of a future Flood Plan.

5.8 Although a flood warning cannot be given for a River Thames breach event or a reservoir flood
event, such events are likely to correspond with high river levels. The Site is located within the
‘Tidal Thames at Hammersmith and West Kensington’.

5.9 It is recommended that the residents subscribe to the EA flood warning service by using the
link: [Link] Alternatively, they can call the
EA Floodline on 0345 988 1188. The EA will then send out automated warnings to a selected
phone number should there be high water levels anticipated on the Thames. Local flood

5.10 In the event of a serious flood event across the Site the competent warning authority is the
Environment Agency. When a flood is expected the Local Authority and local emergency
services will be responsible for public care and safety. This section sets out 5 action levels and
the actions associated with each phase of flood risk as:

Annual Review

5.11 The Flood Warning and Evacuation Plan should be reviewed at least annually by the Site
management of the residential development. The following actions should be taken in line with
Environment Agency guidance:

• Reading the plan and updating the contacts list.

• Contact the Environment Agency Floodline Service on 0345 988 1188 to check that
the flood risk to the property has not changed, for example flood defences may be built.

• Contact the Environment Agency Flood Warning Service on 0345 988 1188 to register
to receive flood alerts direct to your phone.

• Each flat should prepare and maintain a flood kit to contain items which are essential
for evacuation.

• Residents should be familiarised with the Flood Warning and Evacuation Plan

5.12 The flood kit will also be useful for general emergency situations and should be stored where
it can be easily accessed and should include:

• A torch

• Blankets or a sleeping bag, warm clothing and waterproofs

• A first-aid kit, including a supply of any essential medication

• A list of useful telephone numbers

• A supply of bottled water

• A stock of non-perishable food items

• A portable radio and supply of batteries

• Wellington boots or similar waterproof boots

• Check your insurance cover – ensure it covers flood damage

• Know how to turn off the gas, electricity and water mains supplies

• Think about what items you would want to move to safety during a flood

5.13 It is important that these emergency measures are in place before a flood event so that should
evacuation be required; so, residents do not spend time organising belongings at a time when
an evacuation should be taking place.

Flood Alert

5.14 The EA will issue a Flood Alert status when flooding is possible. This will be issued by the EA
through their website and Flood Warning Direct based upon the weather and river conditions.

5.15 Flood Alert means that flooding is possible and that you need to be prepared.

5.16 Residents should ensure neighbours are aware of the Flood Watch alert in case they are not
subscribed to Flood Warning Direct and do not receive the alert. It is not likely to be necessary
to evacuate the Site at this stage, however residents should remain vigilant.

Flood Warning

5.17 Flood Warning means, ‘Flooding of homes and businesses is expected. Act now’.

5.18 The flood warning alert will be issued when water levels are rising and further rain is expected.
The Site is protected by defences and the building should not be at risk from a breach event,
however, as access could be cut off in a flood event, it is recommended that residents evacuate
only if required and if it is safe to do so.

5.19 Residents should avoid visiting the basement in under a Flood Warning as it is the most
vulnerable part of the development to flooding from all sources.

Severe Flood Warning

5.20 Severe flood warning means that severe flooding is expected. There is extreme danger to life
and property and people are advised to act immediately i.e., evacuate.

5.21 As noted above, the Site is protected by defences and the building should not be at risk from
a breach event.

5.22 Residents should avoid visiting the basement in under a Severe Flood Warning as it is the
most vulnerable part of the development to flooding from all sources.

Warnings No Longer in Force

5.23 When warnings are no longer in force, no further flooding is currently expected in the area;
however, flood water may still be present.

5.24 Residents should contact the local authority to check that it is safe to return to the building. It
must be checked that the property is safe before entering, and if there are any doubt’s
professional opinion should be sought.

5.25 If there is any doubt that appliances may be water damaged, they must be checked before
switching the power or gas back on. Contact your insurance company as soon as possible to
get their approval before arranging any clean-up or repairs. Do not throw away damaged
goods until your insurer has authorised you to do so. It is recommended to take photographs
of the damage.

Safe Access and Egress

5.26 As noted above, the residents should remain safe within the development (other than in the
instance of a reservoir flood which has a very low residual risk of occurring). As such, no
attempt should be made to walk or drive through flood water whilst safe refuge is available.

5.27 If the ground floor were to flood, there are staircases providing access to the floors above.

5.28 If residents wish to evacuate when a flood warning is issued, they should do so as soon as
possible to ensure a safe route off-site, as the local area could become inundated.

6 Summary and Conclusion

7.1 This Flood Risk Assessment (FRA) has been prepared in support of a PD application for the
change of use of existing offices to residential flats at 200 Hammersmith Road, London, W6
7DL.

7.2 Ground floor flats form part of the proposals and there is a basement level which will be used
for parking and ancillary uses only.

7.3 The Flood Map for Planning, indicates that the northwest of the Site is located in Flood Zone
2, which is defined as land having between a 0.1% and 1% (1 in 1000 and 1 in 100) annual
probability of river flooding; or between a 0.1% and 0.5% (1 in 1000 and 1 in 200) annual
probability of flooding from tidal sources.

7.4 The Site is protected by the following flood defences: Upstream of the Thames Barrier, the
walls and embankments protect against daily high tides. Meanwhile, the Thames Tidal Barrier
protects these areas against storm tides, which is continuously being upgraded to face the
expected level of sea level rise later in the 21st Century.

7.5 When climate change is considered, the Site is shown to be at risk of flooding in the 1% AEP

anticipated to be low; and only parking and ancillary uses are proposed at basement level. To
reduce the flood risk a number of flood risk mitigation measures have been recommended.

inspection of the public service records available to this company. No responsibility can be

Enclosed is a map showing the approximate lines of our sewers. Our plans do not
show sewer connections from individual properties or any sewers not owned by
Thames Water unless specifically annotated otherwise. Records such as "private"
pipework are in some cases available from the Building Control Department of the
relevant Local Authority. Where the Local Authority does not hold such plans it might
be advisable to consult the property deeds for the site or contact neighbouring
landowners. The public sewer map relates only to sewerage apparatus of Thames
Water Utilities Ltd, it does not disclose details of cables and or communications
equipment that may be running through or around such apparatus. The sewer level
information contained in this response represents all of the level data available in our
existing records. Should you require any further Information, please refer to the
relevant section within the 'Further Contacts' page found later in this document.

• The Company is not generally responsible for rivers, watercourses, ponds, culverts
or highway drains. If any of these are shown on the copy extract they are shown for
information only.
• Any private sewers or lateral drains which are indicated on the extract of the public
sewer map as being subject to an agreement under Section 104 of the Water
Industry Act 1991 are not an ‘as constructed’ record. It is recommended these

associated apparatus. Please note that records are not kept of the positions of
individual domestic supplies. For your information, there will be a pressure of at least
10m head at the outside stop valve. If you would like to know the static pressure,

also arrange for a full flow and pressure test to be carried out for a fee.
