Required Task : Reflection Questions
Answer the following reflection questions below based on the excerpts.
1. What educational practices observed in the historical stages of development are the foundational
elements of education in the Philippines .

Based on history, education in the Philippines has become a part of the people's culture. Schools are
either private, run by individuals, companies or religious groups, or public, run by the government. In
some private schools like Catholic Schools runs by the diocese or religious groups, Religious Education,
Catechism were mandatory and part of the curriculum unlike public schools were Catechism and Bible
Studies are optional.
2. Which turning point in the history of the public education system has huge implications in the
development of the Department of Education?
The American period was a big change in Philippine education. Free public schools were opened,
English was used for teaching, and lessons became more organized. This became the start of today’s
Department of Education.

3. What are the implications of the trifocalization of education in the administration and management of
education in the Philippines?
Trifocalization focuses on three areas: basic education, vocational training, and higher education. It aims
to provide free and universal basic education for all children.
Required Task : Writing Task Answer the following questions. You may answer each item in 4-7 sentences.
[Link] part of the DepEd, how can you contribute to successfully implement programs of the Department and

that all policies, plans, programs, and projects are properly followed and regularly monitored to achieve the best
learning outcomes. My goal is to create a supportive and well-organized learning environment for all my
learners.
2. RA No. 9155 states that “the school shall be the heart of the formal education system.” How does this
statement relate to you as a teacher and as a part of a larger organizational landscape?
As a teacher, this means the school is the heart of learning, and both teachers and the school must work together
to provide the best education for every student. We should create lessons that help students grow and face future
challenges. To do this, teachers must keep improving and follow school rules to provide quality education.

3. Write down the best practices being implemented in your school that align with the provisions stated in RA
No. 9155. Share it with your mentor/colleagues.

Our School Best Practices:

1. Continuous professional development
2. Regular monitoring of programs and student progress

Optional Task: Reflection Reflect and answer the following questions:

1. What is the relevance of knowing the DepEd organizational structure and school processes to the
performance of your duties as a teacher?

Understanding the DepEd structure and school processes helps me know how the education system works,
follow proper procedures, and align with school goals. It improves my communication and teamwork with
others and helps me access resources to enhance my teaching, allowing me to perform better and support
student success.

2. Why should a teacher know who to approach in addressing concerns related to his or her duties

Knowing the right person or office to approach for concerns helps me address issues quickly and accurately.
This ensures that my concerns are handled by those with the proper authority and expertise, allowing me to
perform my duties more efficiently. It promotes better communication and teamwork, so I can focus on teaching
and supporting a positive learning environment.

Key Topic 5: School-based Management (SBM)

Required Task 2: Scenario Analysis To foster harmonious relationships with the wider school community, it is
important to involve learners, parents, and other stakeholders in identifying and resolving issues and concerns in
the school community. Discuss how you can help in each scenario and involve some key personnel who can
help you resolve the following challenges.

Scenario 1 Teacher Lozano, the mother of one of your advisory students, visited you in the school because of a
bullying incident that you are not aware of. She was very angry and disappointed about what happened because
the incident was not addressed and resolved properly. Her daughter is still afraid and decided not to go to school
that day. The incident happened during science time because the teacher was late to enter the class. You also
had other classes to attend to and had no chance to meet your advisory class during that time. Who should you
seek help to?
Answer: If I were Teacher Lozano, I would begin by attentively listening to the parent’s concerns to fully
understand the situation. I would then speak with the science teacher to clarify the events that occurred during
the class. Afterward, I would seek assistance from the Guidance Counselor to follow the proper steps in
disciplining the students involved. I would also inform the School Head to guarantee that the matter is taken
seriously and that supervision is improved. Lastly, I would keep the parents informed to reassure them that their
child’s safety is a top priority.
Scenario 2 Teacher Mary Ann, a fellow teacher whom you consider a friend, messaged you on Facebook and
told you that she will be absent tomorrow. She asked you to substitute all her five classes. Without letting you
respond, she already sent you the learning materials for her lessons tomorrow. However, you also have classes
to attend and your learners are expecting to deliver a performance task that they prepared for. What are you
going to do as a colleague and who should you direct her to?

Answer: I would quickly reply to Teacher Mary Ann to confirm I received her message and explain that I
cannot cover all her classes due to my own teaching responsibilities. I would advise her to inform the School
Head or Master Teacher so they can arrange a proper substitute. This ensures fair workload distribution and
smooth class management.

Scenario 3 Lito, the class president of your advisory class, was elected as the president of the Supreme Student
Government (SSG). After three months, his subject teachers are having trouble with his class standing because
of his frequent absences and non-submission of required written and performance tasks. Lito is getting
overwhelmed with the various school activities he manages. What are you going to do as the adviser?

Answer: As the adviser, I would meet with Lito to discuss his challenges and help him prioritize his
responsibilities. I would encourage him to communicate with his teachers for support and work with the SSG
adviser and school officials to provide guidance. This approach will help him balance his leadership role with
his academic requirements.

Session 2: The Code of Ethics for Professional Teachers

Key Topic 1: Code of Ethics for Professional Teachers

Required Task 1: Scenario Analysis Read the Code of Ethics for Professional Teachers and reflect on your
practice as a teacher. Guided by your understanding of the Code of Ethics for Professional Teachers, identify
the provisions that can guide you to come up with the best action. Discuss with your mentor and write your
answers on the space provided in each number.

Scenario 1: Teacher Antonio received a complaint from the father of one of his advisory students regarding the
grade of his daughter in English. The father told him that the student struggles in English but she is very
persistent to learn. He insisted that his daughter did not deserve to receive a failing mark and demanded a
reconsideration. However, Teacher Antonio knows that the student skips classes and seldom goes to her English
classes. As a homeroom adviser, what’s the best thing for Teacher Antonio to do following the Code of Ethics
for Professional Teachers? Write your answer in 5-7 sentences in the space provided below. Once done, discuss
this topic with your mentor.

Answer: Teacher Antonio should calmly and professionally address the parent’s concern by reviewing the
student’s attendance and grades, using records to support his assessment, explaining that grades reflect effort
and participation, suggesting ways for the student to improve, and following school policies, while exercising
his right under Section 8 of the Magna Carta to defend himself and, if needed, have representation, ensuring
fairness and professionalism throughout.

What did you learn about the discussion with your mentor? Did your perspective change when you discussed
the scenario with your mentor?

Answer: From my discussion with my mentor, I realized how important it is for me to handle parent concerns
calmly and professionally. I learned that while it’s natural for parents to be protective, I need to rely on
attendance records and grades to explain the situation clearly and fairly. Talking about this scenario helped me
understand that defending myself isn’t about arguing, but about presenting the facts respectfully. My
perspective changed because I now see that handling these situations thoughtfully can build trust with parents
and support my students’ growth, rather than cause conflict.

Key Topic 2: Provisions of the Code of Ethics for Professional Teachers

Scenario 2: Teacher Ronnie has been teaching for the last five (5) years in a public elementary school. Every
time his principal asked him to attend a training, he would always decline and give several reasons and alibis
why he couldn’t attend. What possible actions should be done by the school if he continuously refuses?

Answer: Teacher Ronnie needs guidance on his duties as a public-school teacher, since repeatedly refusing
trainings violates the Code of Ethics and Section 7 of the Magna Carta, which stress professionalism,
continuous learning, and accountability. The principal should counsel him, explain the benefits of attending
seminars, and offer solutions like flexible schedules. Continued refusal without valid reasons may lead to a
written warning or disciplinary action, while the school should still support him in completing professional
development to ensure he meets his ethical and professional responsibilities.
Scenario 3: Malaban National High School is scheduled to hold its Reading Camp on a Saturday. Teacher Dina,
who is enrolled in a Master’s degree program, informed the principal that she could not make it as she needs to
take her comprehensive examination. Prior to the school’s Reading Camp, Teacher Dina already expressed her
intent to take a leave from the Reading Camp. The principal also knew that she has classes every Saturday.
However, due to the work demands of the Reading Camp preparations, she requested Teacher Dina to render
her service on that day. The School Head told her that she could help her get permission from the university to
take a leave and reschedule her comprehensive examination. Choose the best answer in the scenario below.

DepEd, CHED, and TESDA are responsible for different levels of education in the Philippines to cater to varying educational needs efficiently. DepEd manages basic education, focusing on primary and secondary education . CHED oversees higher education, ensuring quality and standards in colleges and universities . TESDA is in charge of technical and vocational education, providing skills development opportunities . The existence of these distinct agencies allows for specialized attention and the appropriate development of policies within each educational level, addressing the unique challenges in each sector .

The Office of the Secretary provides leadership and direction to ensure the safety of students and teachers during unforeseen events like heavy rainfall by setting clear guidelines and protocols for class cancellations and emergency responses . This ensures that decisions are made in a timely and organized manner, prioritizing the safety and well-being of all school stakeholders while minimizing disruptions to education .

The restructured Department of Education aims to address modern challenges by ensuring an updated curriculum is in place and providing teachers with the necessary skills and methodologies to meet the needs of contemporary students . Through the Rationalization Program, teachers receive guidance on applying current teaching standards and methods . This not only facilitates the integration of new curricula but also equips educators with strategies to enhance student learning, thus supporting teachers in creating a more effective and conducive learning environment .

The Curriculum and Instruction strand plays a crucial role by providing flexible teaching modules and materials to accommodate the unique needs of remote and diverse learning settings . It ensures that education remains accessible and effective, even in challenging environments like where Teacher Jeanne operates . By supporting teachers with relevant curricula and resources, this strand helps overcome logistical and educational barriers, facilitating better learning outcomes .

The Finance and Administration strand can support Teacher Jonnalyn by offering financial counseling and literacy programs to help her manage her finances better, breaking the cycle of debt . By providing education on financial management and perhaps access to low-interest loans, the strand can assist teachers in planning and budgeting more effectively, ensuring they maintain financial security and focus on delivering quality education .

The statement implies that schools must be central to providing quality education, requiring both teachers and educational policies to focus on creating optimal learning environments . Teachers are encouraged to collaborate with schools to develop lessons that foster student growth and prepare them for future challenges . It also highlights the necessity for continuous professional development and adherence to school policies, ensuring the provision of quality education .

Trifocalization in the Philippine education system targets three main areas: basic education, vocational training, and higher education . It aims to provide free and universal basic education for children, enhancing accessibility and inclusivity . This approach allows for focused development and management at each educational stage, ensuring that policies and programs are appropriately suited to the needs of learners, which improves overall educational quality and outcomes .

Continuous professional development and adherence to policies ensure that educational staff remain informed and competent, which is essential in meeting the goals of RA No. 9155 . By offering ongoing training, regular monitoring, and transparent use of resources, schools can greatly improve their educational quality and inclusivity . These practices foster a collaborative culture among staff, aligning all efforts to enhance learning experiences and comply with RA No. 9155 requirements effectively .

Respect for diversity and inclusivity can be achieved by adjusting schedules to accommodate religious and cultural practices, as demonstrated by Teacher Sareemah's need for a schedule that allows for her midday prayers .
