LAW ENFORCEMENT AND ADMINISTRATION
• Law enforcement administration can be summed up as the process ensuring
strict compliance, proper obedience of laws and related statutes.
• In the Philippines, law enforcement administration is primarily laid down in the
hands of the Philippine National Police- the main government agency for law
enforcement. It is both national and a local police force that provides all law
enforcement services throughout the country.
• Law enforcement agency or agent pertains to a person or organization
responsible for enforcing the laws.
• Philippine Drug Enforcement Agency, which is primarily designated to
enforce the Comprehensive Dangerous Drugs Act of 2002 or the Republic
Act no. 9165.
• Policing or law enforcement is commonly seen as the sole responsibility of
the government through its law enforcement agencies. However, today’s
modern trend in law enforcement requires the unselfish contribution of the
community members to be effective and efficient.
• The Republic Act no. 11131 entitled “The Philippine Criminology
Profession Act of 2018” was passed and approved into law November 8,
2018. The Act paves the way to all registered criminologists to be exempted
from taking any other entrance or qualifying government or civil service
examinations and shall be considered a civil service eligible to enter any
kind of law enforcement agencies, and agencies.

CONCEPT OF ORGANIZATION
ORGANIZATION
- form of human association for the attainment of a goal or objective.
- it is the arrangement of people with common purpose and objective in
a manner to enable the performance of related tasks by individuals
grouped for the purpose.
ORGANIZATIONAL DESIGN
Organizational Structure
an arrangement of symbols; the relationships which exists between
individuals, groups and function within the organization.
Four Basic Structural Types of Design
1. Line
2. Line And Staff
3. Functional
4. Matrix
Line Structure:
• It is the oldest, simplest, and clearest form of organizational design.
• Line units contribute directly to the accomplishment of the
police. Thus, the primary line elements of a police department
are uniformed patrol, investigation, and traffic. Within police
agencies the line function may also be referred to as
“operations,” “field services.”
• Disadvantage: Utterly Simple
• Advantage: Discipline is easily administered in these types of
organization. Because of these direct lines.
Functional Structure:
- divides authority and responsibility between several specialists.
- In this type of organization, the performance of certain
duties, at all levels, is controlled and directed by a
separate organizational authority.
- Advantage: Divides responsibility and authority between several
specialist.
- Disadvantage: Coordination of effort becomes difficult.
Line and Staff Structure:
• Both personnel are responsible jointly for the performance. Line
officers take direct action while staff personnel furnish technical
information, advice and expertise without having direct authority
over line personnel.
• Advantage: it combines staff specialist or units with line
organization so that service of knowledge can be provided line
personnel by specialist.
Matrix or grid Structure:
- “project” or “product” management
CLASSIFICATION OF LINE, STAFF AND AUXILIARY FUNCTION
Line Functions- backbone of the police department
- Line functions are carried out by “line members”, including the patrol
officer, the detective, the sergeant, the lieutenant, the captain, and
the chief of police.
- Line Members are Responsible for: Carrying out the major purposes
of the police department.
Staff Functions- operations designed to support the line functions.
• Staff members are often civilians with specialized training who
serve within the department but do not deal with daily operation
on the street.
• main function is to study police policies and practices and to
offer proposals to the chief executive.
- Detached from the public.
Auxiliary Functions: the logistical operations of the department.
Elements of Organization:
1. SPECIALIZATION- assignment of particular workers to particular
tasks
Specialization of jobs (areas of specialization)
Specialization of people (specialists)
Advantage: It helps streamline the flow of work by removing or minimizing
bottle necks and work delays.
Disadvantage: Specialist may find it difficult to communicate with
generalist due to a lack of common terminology.
2. HIERARCHY OF AUTHORITY
hierarchy represents the formal relationship among superiors and
subordinates
Authority is the right to command and control the behavior of employees.
3. SPAN OF CONTROL- the maximum number of subordinates
at a given position that superior can supervise effectively.
4. DELEGATION OF AUTHORITY- division of the tasks of
command among the officers of the various units
- Policy Formulation- Involve what are to be done in the form of
orders
- Direction- deals with the procedures what is to be done
- Supervision- deals with the assistance and guidance given to
subordinates
- Execution- deals with the performance of tasks
5. COMMAND RESPONSIBILITY- officer of the police force who is
directly or immediately in command.
a. Misfeasance- It is the improper performance of some
act.
b. Malfeasance- misconduct, it is the performance of some
act which ought not to be done.
c. Nonfeasance- It is the omission of some act
EXEMPTIONS TO THE DOCTRINE OF “COMMAND
RESPONSIBILITY”
• When the commanding officer was not properly informed of
the acts or omission of the subordinates.
• When the commander was properly informed and he
conducted an immediate investigation of such act or
omission.
• When he acted upon lawful orders from higher authorities.
6. UNITY OF COMMAND
- each employee should have only one supervisor.
- a patrol officer would always receive orders from one sergeant
and would always report to that same sergeant
7. CHAIN OF COMMAND
- This refers to the line or chain of supervisors from top to bottom.
- It is also the manner through which the supervisors establish
and maintain the necessary control over subordinates.
8. FORMAL COMMUNICATION
- the process of sharing understanding and information on
common subjects.
- The integrating element is communication.
