Immigration Reform: Points System Introduced (1967)
Who?
The 1967 Canadian Immigration Reform was introduced by Prime Minister Lester B. Pearson's
government and carried out by Minister of Immigration Jean Marchand. It created the world’s first
merit-based points system, changing how immigrants were selected to come to Canada.
What?
Before 1967, Canada’s immigration policy often favoured white Europeans. The new system judged all
applicants equally, based on their education, language ability, work experience, and adaptability. It
removed racial and national biases from immigration and opened Canada’s doors to skilled people from
all over the world, including Asia, Africa, and Latin America.
When?
The points system came into effect in 1967 and became a foundation for Canada’s modern immigration
policy. It was a major step toward becoming the multicultural country that Canada is today.
Where?
Although created and implemented in Ottawa, its impact spread globally. For the first time, immigrants
from countries like China had a fair chance to come to Canada. This change has shaped major cities like
Toronto and Vancouver, which today have large and vibrant Chinese communities.
Why?
This event impacts me deeply. As an international student from China, I can live and study in a country
that values fairness and multiculturalism because of this change. The 1967 reform not only influenced
the immigration process but also set the tone for Canada’s inclusive identity. Without this policy, many
Chinese people—including families like mine—might never have had the chance to come here. Some of
my distant relatives who now live in Canada likely came through this very system.
How?
The new points system assigned applicants up to 100 points based on nine categories, including age,
education, work experience, and knowledge of English or French. A minimum score of 50 was required
for independent immigrants. This system was objective and transparent. Over time, Canada welcomed
increasing numbers of highly skilled immigrants from Asia. According to historical data, immigration
from Asia increased from under 10% before 1967 to over 50% in the decades that followed. That shift
made Canada one of the most diverse countries in the world today.
Student Reflection (Areas of strength and weakness, steps to improve):
One of my strengths in this course was learning how historical policies affect people’s lives today.
Understanding the 1967 immigration reform helped me connect Canada’s past to my present. It made
history feel personal. One of my challenges was expressing my ideas clearly in English, especially with
grammar. To improve, I will read more Canadian history materials and continue working on writing
with more confidence and clarity. I also want to ask more questions in class and learn from the
perspectives of my classmates, many of whom also come from immigrant backgrounds.
