INTRODUCTION

The pursuit of a just and dynamic social order, as mandated by the 1987 Philippine
Constitution, resonates through various poverty mitigation measures initiated by the
government. Central to these efforts is the Conditional Cash Transfer (CCT) program,
commonly known as the Pantawid Pamilyang Pilipino Program (4Ps), introduced in 2008.
With a mission to free families from poverty, the 4Ps, has become a cornerstone in the
Philippines’ poverty reduction strategy.

Over the years, it has grown exponentially, with millions of household beneficiaries
across administrations. Since its inception, the 4Ps initiative effectively provided assistance
to about 6.4 million households, ending the intergenerational cycle of poverty one family at a
time.

Today, 163 individuals will take on the limelight not as beneficiaries but as additional
pages of this program’s success stories.

Charge, Ms. Mary Joy P. Gallaza, honored guests, graduating beneficiaries, ladies and
gentlemen, a victorious morning and welcome to Kalambuan: The Journey from Beneficiary
Towards Self-Sufficiency. The Graduation Ceremony of Pantawid Pamilya Households of the
Municipality of Glan.

OPENING REMARKS:
Encouraging self-sufficiency is the bedrock of the Pantawid Pamilyang Pilipino
Program. Thus, seeing these beneficiaries realize what once felt like a far-fetched dream
shows the program’s mission coming to life.

As we honor this milestone, let us now welcome the Officer In-Charge of the
Municipal Social Welfare and Development Office of Glan, Ms. Mary Joy P. Gallaza for her
opening remarks.

One of the 4Ps’ priority is to aid the family in sending their children in school
particularly in child development centers and higher education. The Department of Education
has been a committed partner in this endeavor, ensuring that every child receives the holistic
support they need, while also empowering parents to fulfill their role as active stakeholders in
the schools.

To put this support into words, may I call on Dr. Roy D. Tribunalo, the District
Supervisor of Glan 2 District.

Thank you so much Sir Roy Tribunalo, District Supervisor of Glan 2 District.

At this juncture, we will hear another message of support to our beneficiaries. We are

pleased to have the distinguished presence of Sarangani Representative, Honorable

Congressman Steve Chiongbian Solon.

Any graduation rite would not be complete without hearing an inspiring message from

a notable person; and to introduce to us today’s keynote speaker, may I call on once again

MSWDO Officer In-Charge, Ms. Mary Joy Gallaza.

CLOSING SPIEL
The myth of self-sufficiency blinds us to the workings of other forces in family life. For
families are not now, nor were they ever, the self-sufficient building blocks of society,
exclusively responsible, praiseworthy, and blamable for their own destiny. They are deeply
influenced by broad social and economic forces over which they have little control. That is
why a hand to help them pull themselves up from the quicksand of dearth is a best if not the
only way to give them chance for a better life.

163 Households once clasped by the claws of poverty now freed by the wings of self-
sufficiency. Congratulations again to Pantawid Pamilya Household graduates, and
congratulations MSWDO of the Municipality of Glan. Good day and God bless us all.
Encouraging self-sufficiency must be a bedrock for our immigration policy, with the goal of
reducing poverty, strengthening the family, and promoting our economic values. But
Administration officials and their policies are working actively against this goal.
