Section 507

Bituminous Concrete (BC) is a top layer of asphalt laid in thicknesses of 30mm, 40mm, or 50mm, consisting of bitumen, coarse and fine aggregates, and filler. Traffic management during construction is essential and involves a plan that includes safety measures and provisions for managing traffic flow, especially during road widening. The Job Mix Formula defines the precise proportions of materials used in BC to ensure quality and durability, with key components being aggregates, filler, and bitumen.

Bituminous Concrete ( Clause 507 of MORTH’s Book)

Q1. What is BC (Bituminous Concrete)?

Ans: - Bituminous Concrete (BC) is a wearing/top course which is laid on bituminous bound surface.
It is laid in single layer of 30mm/40mm/50mm .

Q2. What are the ingredients (materials) in BC (Bituminous Concrete)?

Ans:-
Bitumen Ref Clause 504.2.1
Coarse Ref Clause
Aggregate 504.2.2(Table500-
6,16 and 17)
Fine Ref Clause 505.2.3
Aggregate (Table 500-17)
Filler Ref Clause 505.2.4
Bitumen Ref Clause 504.2.4

Note:Please read the above Clauses in depth

Q3. How you will manage Traffic during constructions?

Ans: - Through Traffic management Plan prepared by the contractor.

[Link] are the essential factors which governs the Traffic Plan?
Ans: Qualified safety officer with support staff from contractor side.
• Provision of safety devices and road signs in construction zones (refer IRC:SP55 AND
Para112of MORTH)
• Safety measures for workers.
• First aid and emergency response arrangements.
• Details and drawing arrangements.

Q5. How will you manage traffic on widening strengthening of existing carriage way & which part of
the existing carriage way is proposed to be used for traffic?
Ans:- Side shoulder where the work is not in progress be treated by providing at least 150mm thick
granular base course covered with bituminous surface dressing in a width of 1.50m. This length
should be limited to 0.5 (1/2) km at a place. If length is more than 0.5km provide 20m
Long additional paved surface in a width or 2.5m at every 0.5 km.
• In case it is not possible to pass the traffic on part width, the temporary diversion shall be
constructed width, which should be 7 m carriage way + 2.5m earthen shoulders on each
side
• Crust thickness for diversion:- GSB : 200mm
WMM : 225mm
Bituminous Prime Coat and Tack Coat
20mm Pre mix carpet with seal coat
Note :- Ref clause 112 for Traffic management ( MORTH’S BOOK)
Q6. What do you understand by Job Mix Formula?
Ans Job Mix Formula specifies the exact proportion of different sized aggregates, bitumen
content and filler material to be used in asphalt Mix which meets the specific
construction requirements. It ensures durability and high quality pavement.
Key elements for Job Mix for Bituminous Concrete
i. Coarse Aggregate
ii. Fine Aggregate
iii. Filler
iv. Bitumen as binder which holds the aggregate hold the particles together and provides
the desired strength and durability. For this Marshall Stability Test is carried out.

Limiting the traffic shoulder to 0.5 km helps ensure that safety and traffic management resources are concentrated, reducing the risk of accidents. It allows for better control and oversight of traffic flow, ensuring that any issues such as congestion or safety hazards can be managed efficiently. This limitation also facilitates smoother transitions for vehicles and minimizes potential disruptions to ongoing construction activities .

The Marshall Stability Test evaluates the strength and plastic flow of bituminous mixtures, providing critical data that inform the Job Mix Formula. By confirming that the mix can withstand loads and will not deform under stress, the test ensures that the chosen proportions of materials will result in a stable and durable pavement. This testing criterion is fundamental in achieving pavement quality and longevity .

Bituminous Concrete (BC) serves as a top course in road construction due to its durable nature and ability to withstand traffic loads. Its composition includes key materials such as bitumen, coarse and fine aggregates, and fillers. Bitumen acts as a binder that holds aggregate particles together, providing the necessary strength and durability. The varied sizes of coarse and fine aggregates ensure a compact and stable mix, while fillers enhance the integrity of the mix by filling voids. This composition results in a road surface that can resist deformation and weather impacts, ensuring longevity and performance .

Specific aggregate sizes ensure that the particles interlock well, providing a compact and stable road surface. Larger coarse aggregates support the load-bearing capacity, while smaller fine aggregates fill in spaces and increase density, reducing voids that could lead to water ingress and subsequent damage. This careful gradation improves the pavement's resistance to deformation and enhances its overall performance .

A traffic management plan during road construction prioritizes safety by including provisions such as qualified safety officers and the implementation of road signs in construction zones. It also covers safety measures for workers and emergency response arrangements, ensuring that both workers and travelers are protected. These measures help to mitigate risks associated with accidents and disruptions, thereby maintaining a safer construction environment .

Temporary diversions enable traffic flow by providing an alternative route when part of a carriageway is under construction. These diversions are designed with specific dimensions, such as a 7-meter carriageway and 2.5-meter earthen shoulders. The structure of these diversions ensures that traffic can continue to flow smoothly, reducing congestion and minimizing delays during construction activities .

Not following the prescribed thickness for a granular base course can lead to an unstable and unsafe temporary road surface, increasing the risk of vehicle damage and accidents. Insufficient thickness might result in inadequate support, causing rutting or potholes under traffic loads. This can disrupt traffic flow and necessitate frequent repairs, consequently affecting the project timeline and incurring additional costs .

A qualified safety officer plays a critical role in the execution of a traffic management plan by overseeing the implementation of safety measures, ensuring compliance with regulations, and managing safety staff. They are responsible for the placement and maintenance of safety devices and road signs, coordinating emergency responses, and conducting safety briefings. Their expertise is essential in minimizing hazards and maintaining a safe construction environment .

Safety devices and road signs play a crucial role in communicating changes and hazards to drivers, helping to guide them safely through construction zones. These measures alert drivers to potential dangers, direct traffic flow, and reinforce speed limits, thereby reducing the risk of accidents. Their presence helps to maintain order and improve the overall efficiency of traffic management during road construction .

The Job Mix Formula specifies precise proportions of aggregates, bitumen, and filler materials that meet specific construction requirements. By determining the right mix of coarse and fine aggregates and the appropriate bitumen content, the Job Mix Formula ensures that the pavement is both durable and of high quality. These proportions are critical for achieving the desired strength, deformation resistance, and longevity of the pavement .
